PUBLIC HEARING
Douglas R. Albern, Applicant/Reputed Owner – 690 Peru Road – TM #31.-1-10.2 – Site Plan –
Proposed Office/Warehouse
The Public Hearing was opened at 7:30 p.m. by Chairman Mark Baxendell. The Board Secretary
read aloud the Legal Notice as duly published in the Cortland Standard on 13 April 2022. Proof
of Publication has been placed on file for the record.
Chairman Baxendell recognized Anthony Salerno, representing the applicant who had appeared before
this Board at their 17 March meeting, where he explained that he was seeking approval to conduct his
construction business from this existing 4000± SF building. The company, Art Craft Improvements,
currently has two locations, Locke and Freeville. They have approximately 20 employees, and would
like to consolidate the two locations at the subject site. Parking would be in the back. At that meeting,
preliminary approval was given and this Public Hearing was set.
Chairman Baxendell asked if there was anyone from the public who wished to comment on this
matter; there was no one.
With everyone being heard who wished to be heard,
Chairman Baxendell closed the Public Hearing at 7:33 p.m.
REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Mark Baxendell at 7:34 p.m.
APPROVAL OF MINUTES – 17 MARCH 2022
A motion was made by Member Lisa Maloney Hahn to approve the Town of Groton Planning
Board Minutes of 17 March 2022, a submitted The motion was seconded by Member Ed
Neuhauser, with the vote recorded as follows:
Ayes: Member Baxendell Nays: None

Member Carey
Member Neuhauser
Member Maloney Hahn
Member Rose
Member Cerretani
Motion carried.

OLD BUSINESS

– Proposed Office & Warehouse
With no further discussion, a motion was made by Member Leon Brockway, Jr. that the Town of
Groton Planning Board declares itself Lead Agency under SEQRA for the proposed
office/warehouse (Artcraft Home Improvements). The motion was seconded by Member Sam
Rose, with the vote recorded as follows:

Motion carried.
This becomes Action #13 of 2022.
Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Monica Carey that, based on the information and analysis
of the SEQR concerning this application for a proposed Office/Warehouse Facility, the Town of
Groton Planning Board has determined that the proposed action will not result in any
significant adverse environmental impact, resulting in a Negative Declaration. The motion was
seconded by Member Cerretani, with the vote recorded as follows:

Motion carried.
This becomes Action #14 of 2022.
Member Rose asked about driveway(s) on the site, and Mr. Salerno explained that they are working
with the NYSDOT regarding their approval.
A motion was then made by Member Lisa Maloney Hahn to approve the Final Site Plan for the
proposed office/warehouse (Artcraft Home Improvements), as requested. The motion was
seconded by Member Neuhauser, with the vote recorded as follows:

NEW BUSINESS - NONE
OTHER MATTERS
• Town Board Member Sheldon Clark advised the Planning Board that there will be a new
business on NYS Route 222 where the Brain Drain was. Also, the Town is getting ready to do
salt storage on the hill.
• Chairman Baxendell commented that this Board did some training with the Highway
Department two months ago, and with the County Assessor last month. Tonight, after this
meeting, there will be training with the Department of Health – Water & Sewer.
ADJOURNMENT
At 7:45 p.m., a motion was made by Member Neuhauser to adjourn the meeting. The motion was
seconded by Member Brockway, with all members present voting in favor.
