PUBLIC HEARING Tim Parks, Applicant, dba Integrity Equities LLC/Michael Prouty, Reputed Owner – 750 Cortland Road – TM #20.-1-35 – Site Plan – Proposed Construction/Contractor’s Office The Public Hearing was opened at 7:30 p.m. by Chairman Mark Baxendell. The Board Secretary read aloud the Legal Notice as duly published in the Cortland Standard on 10 March 2022. Proof of Publication has been placed on file for the record. Chairman Baxendell recognized the applicant who had appeared before this Board at their February meeting, where he explained that he was seeking approval to conduct his construction business from this existing 4000± SF building. They have approximately 20 employees. Reference is made to the February Minutes for additional details. At that meeting, preliminary approval was given and this Public Hearing was set. Chairman Baxendell asked if there was anyone from the public who wished to comment on this matter; there was no one. With everyone being heard who wished to be heard, Chairman Baxendell closed the Public Hearing at 7:33 p.m. REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:34 p.m. APPROVAL OF MINUTES – 17 FEBRUARY 2022 A motion was made by Member Dan Cerretani to approve the Town of Groton Planning Board Minutes of 17 February 2022, a submitted The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Member Baxendell Nays: None Member Brockway Member Carey Member Neuhauser Member Maloney Hahn Member Rose Member Cerretani Motion carried. This becomes Action #7 of 2022. (T) Groton Planning Board Minutes of Public Hearing & Regular Meeting 17 March 2022 18 August 2016 Page 2 of 3 OLD BUSINESS Tim Parks, Applicant/Michael Prouty, Reputed Owner – 750 Cortland Road – TM #20.-1-35 – Final Site Plan Review – Proposed Office Chairman Baxendell asked if there was anyone on the Board who had any questions; there were none. A motion was then made by Member Leon Brockway, Jr. that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA for the proposed Construction/Contractor’s Office. The motion was seconded by Member Lisa Maloney Hahn, with the vote recorded as follows: Ayes: Member Baxendell Nays: None Member Brockway Member Carey Member Neuhauser Member Maloney Hahn Member Rose Member Cerretani Motion carried. This becomes Action #8 of 2022. Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Cerretani that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Monica Carey, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Cerretani Motion carried. This becomes Action #9 of 2022. A motion was then made by Member Brockway to approve the Final Site Plan for the proposed Construction/Contractor’s Office, as requested. The motion was seconded by Member Sam Rose, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Cerretani Motion carried. Albern, Applicant/Reputed Owner – 690 Peru Road – TM #31.-1-10.2 – Preliminary Site Plan – Proposed Office & Warehouse Chairman Baxendell recognized the applicant who was seeking approval to move his home improvement business (office and warehouse) into this existing building which is shown on the attachments to the application. No showroom is planned. He will contact the NYSDOT regarding entrance/exits. There will be considerable fill brought in for the parking area. Mr. Albern was advised to check the flood plain maps. At the conclusion of the discussion, a motion was made by Member Carey to approve the Preliminary Site Plan for the proposed office and warehouse, as requested, with a Pubic Hearing set for 21 April 2022 at 7:30 p.m. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Cerretani Motion carried. This becomes Action #11 of 2022. OTHER MATTERS • Town Board Member Crystal Young advised the Planning Board regarding their required training. • Chairman Baxendell brought the Board up to date on a matter being taken care of by CEO Rick Fritz (Mr. Smead?). ADJOURNMENT At 7:52 p.m., a motion was made by Member Neuhauser to adjourn the meeting. The motion was seconded by Member Rose, with all members present voting in favor. Joan E.
