PUBLIC HEARING
FIRE & EMS CONTRACT

Present : Supervisor Roxanne Marino ; Board Members David Kerness, Kevin Romer,

Supervisor Marino called the Public Hearing to order and read the legal notice into the
record as the proof of publication in the Ithaca Journal on March 5 `h , 2010 at 6 : 30 pm .
The purpose of the public hearing is to hear public comments on the contract with the
Village of Trumansburg for Fire and EMS service .
Ms . Marino gave a short synopsis of the Fire Contract and the reason for holding the
public hearing.
Mr. Schlee said he is a taxpayer in the Town of Ulysses and commented about having
employees that are paid to answer the calls of the ambulance . One of Mr. Schlee's
thoughts would to have the police officer on duty be trained and answer the calls, have
employees who work in the immediate area trained and when there is a call they go and
somehow the Village and the Town reimburse the employer for that employee ' s time
away from his job . He worked in a Town that used this system. He gets upset when he
sees the paid EMS people at the local restaurants and other places because they have a lot
of downtime. Or another suggestion would be to have those paid EMS employees have
additional duties on their downtime .
Hearing no further public comments the public hearing closed at 6 : 55pm.

Supervisor Marino called the meeting to order at 7 : 30 pm.
Fire Contract
The Town Board held a public hearing earlier tonight on the Fire & EMS Contract with
the Village of Trumansburg. Comments were heard from one resident.
Mr. Kerness moved, seconded by Ms . Thomas the following:
BE IT RESOLVED that the Town Board of the Town of Ulysses authorize Ms . Marino to
sign the contract with the Village of Trumansburg for the Fire Protection Agreement for
2010.

Ms. Marino will deliver the signed contract to the Village of Trumansburg along with the
payment for the contract in the amount of $365 ,466 . 17 .
Mr. Kerness asked why the Town paid it all up front and not in quarterly or bi-annual
payments .
Ms . Marino said the contract specified that payment but that possibly next year that could
be discussed .
Mr. Kerness requested a copy of the approved agreement .
Ms. Georgia will provide this to Mr. Kerness .
Tabled Voucher #91
At the Regular Town Board meeting on March 9, 2010, voucher #91 was withdrawn from
payment because the purchase was not explained nor was it authorized.
Mr. Austic has since given written explanation to the purchase.
Ms. Tyler moved, seconded by Ms. Thomas the following :
BE IT RESOLVED that the Town Board of the Town of Ulysses authorize the payment
of voucher #91 in the amount of $ 398 . 34 to USA Blue Book.

Road Construction and Excavation Local Law
Ms . Marino received an invoice from the Town of Ithaca for Ulysses ' s share for the
collaboration effort with Danby, Caroline, Enfield and Ithaca to write a generic road
construction and excavation local law for Tompkins County Towns in the amount of
$ 747 . 95 . The Town Board had passed a resolution on January 4, 2010, not to exceed a
cost of $ 500 .
The Board said that it may be a lesson well learned to have a more formal agreement on
costs before entering into a collaborative effort . Ms . Marino is working with the Town
Supervisors on this issue. No action was taken.

Ms . Marino explained that at the time the 2010 budget was passed these two salaries in
Water District #3 were left with a 3 % increase when the Board ' s intention was that all
salaries would be 1 % . This Fund got overlooked .

Ms . Marino moved to go into executive session to discuss matters related to the
appointment, promotion, demotion, discipline, or removal of particular personnel . Mr.
