committed the offense(s) of: building a structure not in conformance with the NY State Building Code
Section 104 Town of Groton Land Use & Development Code 2011
On the 30th day of November 2020 9:30am the said Defendant at
15.-1-27.21
located in the Town of Groton, New York, did build a structure using straw despite being
personally instructed to obtain a building permit upon a site visit that materials not addressed in the NY State building Code must be
approved as per section 104.1, 104.3 and therefore NY engineered drawings would be necessary. The accused sent an email to the Code
Offical on 10/14/2020 that included drawings, a reply was sent requesting a building permit and how to do so.

copies of Stop Work order/Notice of Apparent Violation, Affidavit of service, photo's taken dated prior to Stop work order and a
change in the "roofing system" as seen in photo's from 11/13/2020 which prompted the stop work order and 11/30/2020 which was
after the order, as well as personal testimony that the roofing system changed from a tee pee style to a truss type with 2X4 support
