Mr . Ciccone explained to the Board the reasons for his request . Mr . Frost presented photos of the side of the house where the proposed deck will be constructed . Chairman Austen opened the public hearing . No one appeared to address the Board . Chairman Austen read two letters into the record . They were from Joseph Humble , owner of the cottage at 883 Taughannock Boulevard , dated 6 / 13 / 91 and John and Kristie O ' Connor of 887 Taughannock Boulevard , with no date . The letters are attached as exhibits # 1 and # 2 . Chairman Austen closed the public hearing . Town of Ithaca 2 Zoning Board of Appeals July 24 , 1991 MOTION By Mr . Robert Hines , seconded by Mr . Edward King ; RESOLVED , that the Town of Ithaca Zoning Board of Appeals grant and hereby does grant to Mr . Ciccone the request for an extension of a non - conforming building / lot at 885 Taughannock Boulevard for the construction of a wood deck on his existing single - family residence , as outlined in the application as presented , with the following findings : 16 the lot is narrow and the topography is such that it is feasible and practical to have such a deck to be able to enjoy the lake . 2a the proposed deck is consistent with the architecture of other properties within a mile or two of that property on the lake . 34 the proposed deck does not impose any visual or aesthetic obstruction to any of the neighbors . 4o there is a practical difficulty and unnecessary hardship in having a property at the lake without some outdoor facility . 5e that the construction meets the criteria of Section 77 . 7 of the Town of Ithaca Zoning Ordinance . Mr . Albert Wright , Agent , introduced Mr . Peter Trowbridge and Mr . Rick Manning of Trowbridge Associates . Mr . Trowbridge explained how the survey of the students at the Maplewood Residential Community was conducted and what the outcome of the survey was . Mr . Trowbridge presented a copy of the survey to the Board . The survey is attached hereto as Exhibit # 3 . Chairman Austen opened the public hearing . No one appeared to address the Board . Mr . Hines stated that he felt Cornell has responded fully to the request of the Board to notify the residents of the Maplewood Community . Mr . Frost asked if the quonset but would be solely for the use of the Maplewood Residential Community . • Mr . Charles Jankey , Associate Director of Facilities / Residential Life at Cornell , responded that the quonset but would be used only for the support of the Maplewood residents ; not for the University as a whole . Chairman Austen closed the public hearing . Mr . King asked about the landscaping that was proposed in May 1990 . Mr . Jankey responded that the University is willing to do whatever landscaping may be appropriate . He stated that the painting of the building has been completed and the window improvements have been done . Environmental Assessment MOTION by Mr . Robert Hines , seconded by Mr . Edward King . RESOLVED , that , in the matter of the Appeal of Cornell University requesting modification of the Special Approval granted for Maplewood Residential Community by the Zoning Board of Appeals on April 19 , 1989 , to permit the retention of an existing warehouse building and to permit the construction of one laundry / common building and one pavilion , the Town of Ithaca Zoning Board of Appeals make and hereby does make a negative declaration of environmental significance . Town of Ithaca 4 Zoning Board of Appeals July 24 , 1991 A vote on the motion resulted as follows : Ayes - Hines , King , Austen , Scala . Nays - None . The motion carried unanimously . MOTION By Mr . Robert Hines . RESOLVED , that the Town of Ithaca Zoning Board of Appeals grant and hereby does grant to Cornell University its approval of their request for modification of a Special Approval granted for the Maplewood Residential Community , to permit the retention of the existing quonset warehouse building on the site , for its use as a storage and maintenance facility as proposed by the residents of the community and associated personnel of Cornell University , with the following condition : 14 that the building only be used for the benefit of the residents of the Maplewood Residential Community . Mr . George Frantz , Assistant Town Planner , spoke to the Board regarding the building in question . He reiterated his concerns about open space at the Maplewood Residential Community . Mr . King suggested the following amendments to the resolution . 2a that there be no substantial change in use for this building , other than that hereby approved , without the Special Approval of this Board . 3a that the area in front of the building , from the north side of the building south to the curb around the mound , be designated a " No Parking " area on that east side of the driveway , and , that it be so marked . We have been working with Trowbridge Associates during the past four weeks in order to solicit the input of Maplewood Community residents on this issue. Mod - icati ® n the Special- - . �p _ : r- ® val Request for a Modification of the Special Approval Trowbridge Associates was hired by Cornell's Office of Residence Life to assist them in acquiring a modificason of the Special Approval granted for the Maplewood Residential Community by the Zoning Board of Appeals in April , 1989 to permit the retention of the Quonset Building that was originally proposed to removed. We will be requesting that the Zoning Board of Appeals(ZBA) approve an Amended Site Plan at the July 24, 1991 meeting which is necessary if the Maplewood Graduate Student Housing Project is to receive its permanent Certificate of Occupancy. The temporary Certificate of Occupancy expires on July 31 , 1991 . The rationale for retaining the Quonset Building has been presented to the ZBA at previous meetings. The following is a brief summary of events which led to Cornell's request to amend the site plan in order to retain the Quonset Building for the use of Maplewood residents. Maplewood has been riddled with construction and cost over-run problems from the outset of construction . The general contractor went bankrupt during the construction of the project. As construction was proceeding it became apparent that only one of the laundry facilities would be completed for occupancy, so the decision was made to incorporate the laundry facility into the Community Building. This replaced other uses that had initially been programmed for the building. During the construction period the Campus Store vacated the Quonset Building and the Office of Residence Life determined that the building could serve a useful function for the Maplewood Community. It was determined that to replace the building would cost approximately $300,000 and to demolish the building would cost $50,000. The Quonset ® Building could be usedto house the maintenance functions that were displaced by the inclusion of a laundry facility and could be used by Maplewood residents for other storage needs. CommunityInput Process Trowbridge Associates, with the Office of Residence Life staff devised a process to solicit the opinions of current Maplewood residents regarding possible retention of the Quonset Building. We have undertaken the following steps: 1 . Communitv Meeting A community meeting was held June 27, 1991 at 7 :00 pm at the Maplewood Community Building. Attendance was sparce and primarily comprised of Maplewood Resident Assistants. It was decided that a door to door survey of residents would be the best way to determine the public sentiment on this issue. The meeting announcement, attendance list, and minutes are attached. A notice of the meeting was delivered to each unit several days prior to the community meeting. Page 1 2. Survey The Maplewood resident survey was conducted by Maplewood Resident Assistants and volunteers. All occupied units were visited at least once during the week of July 8 , 1991 and 42 completed surveys were collected. The opinion of residents is overwhelmingly in favor of retaining the Quonset Building for free Maplewood resident storage. Summary of Survey Results - 42 surveys ggmnleted • 35 in favor of retaining the building • 5 favor demolishing the building(4 for open space, 1 for parking) • 1 has no opinion Surveys are available at the Building Inspector's office. A summary of the information begins on page 7. 3 . Public Notice and Display A poster with a proposed floor plan of the proposed uses of the Quonset Building and an announcement of the July 24, 1991 ZBA meeting was posted in the Maplewood Community Building on Friday , July 5 , 1991 . A photo-reduction of the floor plan is included in the packet and the poster will be displayed at the ZBA meeting. 4. ZBA Meeting Notice . An anouncement of the July 24 Zoning Board of Appeals meeting was given to all Maplewood residents on Thursday, July 18 , 1991 . Page 2 • Community MeetIng * Maplewood Community Meeting June 27 , 1991 7 :00 pm Meeting Minutes The discussion began at 7 : 05 pm . Mr. Jankey introduced attendees to the issues involved in Cornell's request for approval of an Amended Site Plan that is being considered by the Zoning Board of Appeals on Wednesday, July 24. This approval is necessary in order for the Maplewood Graduate Student Housing Project to receive its permanent Certificate of Occupancy. Peter Trowbridge introduced students to a possible floor plan scheme for the Quonset Building developed by Trowbridge Associates with the Office of Residence Life to accomodate bulk storage, bicycle storage, and maintenance and storage of Maplewood furniture and applicances. Students were asked to critique the plan and to discuss their priorities for the space. Are they interested in bike storage and bulk storage? Is open space a more critical concern? Q. What happens if no permanent certificate of occupancy is granted by July 31 ? A. (Jankey) The Quonset Building would have to be torn down. Q. What is the current use of the building? A. (Jankey) Currently- the building is being as general storage by the Office of Residence Life. It is not being intensively utilized at this point. All of the furniture for the Maplewood apartments was stored in the Quonset Building before the apartments were completed. Page 3 The discussion then shifted to the proposed uses of the building. Peter Trowbridge suggested that the bulk storage area shown on the floor plan could accomodate from 30 to 65 modules depending on their size and layout. The suggestion was made that bicycle and bulk storage could be done at two levels on the building interior. Q. What is the risk of fire in Quonset Building? Will a sprinkler system be installed? A. (Jankey) It is unlikely that a sprinkler would be installed. However the contents in storage would be insured under Cornell's 'umbrella' insurance policy. Q. Will there be any charge for storage? A. (Jankey and Trowbridge) No. Local storage facilities charge up to $65 .00/month for storage booths . Q. Who will administer the storage facility ? A . A discussion ensued about how much time it would take for the maintenance man to monitor the access to storage space. Access to stored materials could be limited to a small window of time per day so as to not burden the staff. Q. Where will the playground be located? A . (Jankey) Playground equipment will be installed near the two tot lot/sand boxes at the west ends of the two small 'quads' . A volleyball court(sand) will be constructed in the open space near the east parking lot. Q. When will the playgrounds be installed? A. (Jankey)If at the 7/24 meeting it is decided that the building can remain on the site then the playground equipment will be installed near the tot lots as described above. Q . If the building is approved when will storage be available for students? A. (Jankey) August 15 - Cornell will 3 - 4 weeks of preparation time. During the first semester the eastern half of the building will be left with no partitions until the most appropriate storage system is developed. Q. Where will the Maplewood furniture be stored (meaning the furniture that is provided with the apartment)? A. (Trowbridge) The Maplewood furniture will be stored to the west of the block wall that will be constructed(see schematic proposal) . This is directly to the east of the furniture repair and office. Students who have their own furniture can move the Maplewood furniture into this storage area. Q . How will the Maplewood furniture storage affect the space requirement for the furniture repair and the office? A . (Jankey) It will have no effect as his space requirement is very small . • Pap 4 Q. (Trowbridge) What is the best way to poll the residents' views on this issue? A. Attendees) A questionaire is to cumbersome and time for most student residents. One attendee suggested that a flier be sent around asking students to call Residence Life if they would utilize free storage. Another student attendee suggested that a door to door, very concise survey would be effective. He volunteered to help with the survey and to help find other students who might be interested (John Carmichael). A discussion ensued indicating that the most important issue for most residents was the lack of a sidewalk between the Maplewood project and East Hill Plaza. Mr. Jankey stated that Cornell had donated $ 10,000 towards the construction of the sidewalk, but that the construction cost was probably significantly higher that the $20,000 initial estimate. He felt that funding was the main reason why the project is being held up . The discussion then turned to why there is such a problem with getting the approval for the variance. Members of the Zoning Board of Appeals have genuine concerns for the residents of Maplewood - that adequate open space is provided. The attendees suggested that most people want more structured activities in existing open spaces - play structures and volleyball for instance - rather than additional open space. Mr. Trowbridge reiterated that it was important that more residents are contacted and polled in order determine what their needs are. It was agreed that a short survey will be developed by Trowbridge Associates that will attempt to determine residents' priorities for open space and assess their storage needs . In addition a display will be developed by Trowbridge Associates for the Maplewood Community Center that will show a proposal for the use of the Quonset Building for Maplewood storage and invite people to attend the ZBA meeting to express their feelings on the issue. Housing Residents Address : Dear Resident: On July 24, 1991 Cornell University will be seeking approval from the Town of Ithaca Zoning Board of Appeals to retain the Quonset Building for the following uses: 1 . Free resident storage; 2. Storage of Maplewood furniture not being used by residents; and, 3 . An office and repair shop for maintenance of Maplewood furniture, appliances, etc. The initial site plan that was approved by the Town showed the Quonset Building removed from the site and replaced by a lawn. However we now feel that the residents will be best served if the building is retained as a storage and maintenance facility . This will allow the Community Building to operate as it does currently with many meeting rooms available to the Maplewood community for various uses. What do you think? ., Survey 1 . I think this for the above stated reasons, as well as the fact that site is not located in an ideal recreational area. It is too close to the highway for the safety of small children . It is ideally located between office and maintenance personnel. 2. 1 have no pressing need for storage space at this time, but I could imagine that some residents might " wish to store furniture. 3 . 1 would like to see new trees planted to replace those that died during the winter. The lawn between the B and C complexes would seem best suited to the development of a playground area. These complexes are home to most of the communities' children. Add: This may seem farfetched at this time, but the Quonset Building could one day be considered of historical significance. They are fast disappearing from the landscape.
