HomeMy WebLinkAbout2009-09-01 - PB 1 TOWN OF ULYSSES PLANNING BOARD 09/01 /09 APPROVED 11/03/09 Present: Chairperson Ken Zeserson, Board Members : Stan Beames, Rod Hawkes, Rebecca Schneider, Deputy Supervisor Dick Coogan, Code Enforcement Office Alex Rachun, Town Board Member David Kerness . Excused : Rod Porter, Rick Rainey, John Wertis Mr. Zeserson called the meeting to order at 7 : 02 he stated they planned on reviewing the conservation zone for additional edits etc . Mr. Hawkes stated he noted an article reviewing the work this Board had been asked to do regarding Grassroots parking and the campgrounds. Mr. Zeserson stated he had not read the article but briefly read the article and noted that it appeared to be what the context of the meetings had been however no decisions had been made. The members discussed the conservation zone and compared it to across the lake, the Leathers ' development, that clear cut the large lawns . They have specifications that limit the growth of the trees to prevent the view being obstructed. The members stated they do not want this for Ulysses ' conservation zone. They realize they are being restrictive however to accomplish preservation of this area they would have to be . If a person wants a large house with a spacious lawn, this would not be allowed in this area but could be allowed in other areas of the town. If they would like a small house and clear within the allowed amount they could live here. The public ' s interpretation of this could be problematic . The people who own this property may think they cannot sell this property to people who might be able to afford it e. g. large house with a lake view, however the buyers could possibly be limited. The discussion brought up the following comments, items to consider for the next meeting. Purpose Section A They would like to reword this paragraph. Ms Schneider agreed to revise this section . The limiting of building on the slopes would protect some percentage . Limiting of tree removal would assist in this process. A lot of the land are open fields, if they limit the runoff what impact would this have . Is natural state always a better state than a landscaped area. The invasive species coming in are numerous . Currently some of these are taking over, leaving it natural may not be the best thing. Would offering landscape plans, site plan reviews etc . be an alternative . Natural state may not be the best practice for some areas . However, the UNA ' s have designation. Where these are could be distinguished as specifically needing reviews . Do they want to limit the footprint of the home or the square footage of the home to be built in the zone or both. They have some mention of trees in this zone. However they would like to adopt limiting the tree size and number of trees . Many places have site plan review for trees, forestation plans. 2 Equestrian facility, do they want this in this area. Would forested areas be good for this, aesthetically it would be attractive, but do they want this for the steep slope area. The Town does have standards for horses, they must be on %Z acre after allowable size. Thus if they allow 5 acre lots they would have to have 5 %2 acres for 1 horse. Horse farm may not want to locate in conservation zone, 5 acres in a forested area is not accessible. They do have some gently sloping areas in the conservation area, they have several families that do have horses in this area. These people would come screaming if they are not allowed. Members decided since the Town regulates horses they would like to remove this as an allowed use for the zone . Elder cottages, discussion concluded with adding the definition for elder cottage . The members asked Ms . Carlisle Peck to make edits to the Draft Conservation Zone to include page numbers, section numbers and compare to the current zoning for consistency for roadside stands description. Ms Schneider and Ms Carlisle Peck had to leave the meeting at 8 : 35 however the other members chose to stay for further discussion. Respectfully submitted, Robin Carlisle Peck Secretary 09/09/09
