SPECIAL TOWN BOARD MEETING
JUNE 29, 2009
Present : Supervisor Doug Austic ; Council Lucia Tyler, Elizabeth Thomas , David
Kerness ; and Rod Ferrentino ; Town Clerk Marsha L. Georgia; Deputy Supervisor
Richard Coogan and Code Enforcement Officer Alex Rachun.
Others present : Scott Sherwood
Meeting was called to order at 7 pm .
Spruce Row Campsite PUD
Ms . Tyler does not understand the large changes since the last time it was presented to
the Town Board. Ms . Tyler would like someone from the Planning Board to present the
changes to the Town Board.
Mr. Coogan said that the Town will have to declare themselves as lead agent for the
SEQR review, the plan will have to also go to Tompkins County Planning for the 239
l&m review and after that the Town Board would hold a public hearing .
The Board requested Mr. Sherwood come to a meeting along with the Planning Board
Chair or representative from the Planning Board to review the application with the Board
and their recommendations to the Town Board. The Board can start the review
procedures with the SEQR and the County 239 l&m review .
Mr. Kerness moved, seconded by Mr. Ferrentino the following resolution :
BE IT Resolved that the Town Board of the Town of Ulysses designate
themselves as lead agency for SEQR review .

The Board discussed meeting dates to have the Planning Board and Mr. Sherwood come
and reviews Spruce Row . Mr. Coogan will try to arrange a meeting.
Ms . Tyler asked Mr. Scott for some clarifications off the map . The Board asked for some
updates to be made on the map and have that available when they do the next review.
Comprehensive Plan Review
The previous changes were reviewed and accepted by the Board.
The following changes were made to the document :
Objective #2 . 4 C — add in 10 year or less pay back
4 . 0 Future Land Use Plan — Purpose — Ms . Baptiste from Bergmann Associates had
emailed a new statement to be entered under Purpose (after a discussion with. the Board) .
The Board discussed this statement in relationship to not having any of the commercial or
Development Districts on the Future Land Use Map .
Mr. Kerness moved, seconded by Ms . Thomas to include this statement under purpose as
follows :

The Town supports and recognizes the value of existing commercial land uses, especially
Development Districts, located in areas where they might not be recommended or
identified on the Future Land Use Map . The intent of the Comprehensive Plan is only to
provide general guidance for future development. Specific allowable land uses for each
parcel are determined during the zoning update process . The Town should review
existing Development Districts (DD) in the context of the Future Land Use Plan keeping
in mind the benefits these commercial enterprises provide to the Town.

The Board discussed the Future Land Use Map and changes .
Ms . Thomas moved, seconded by Mr. Ferrentino the following change :
BE IT RESOLVED that the Town Board of the Town of Ulysses ad the Brown
(FEMA floodplains) area that is indicated on the Natural Features Map (page 101 )
to the Future Land Use Map as Environmental Protection areas .

Additional discussion on changes to the Future Land Use map .
Ms. Thomas moved, seconded by Mr. Austic the following :
BE IT RESOLVED that the Town Board of the Town of Ulysses ad Northwest of
Park between Cayuga View and Rice Roads below the 780° elevation mark (taken from
the Topography Map page 103 ) to the Environmental Protection Area on the Future Land
Use Map .

The additional changes will be emailed to Ms . Baptiste at Bergmann Associates and also
ask for her to re-do the changes to the SEQR and send it back to the Town Board .
The Board discussed dates for a public hearing and using the school for the hearing.
Ms . Georgia will check to see the availability of the school .
Hearing no further changes Mr. Austic moved, seconded by Mr. Ferrentino to adjourn the
meeting. Unanimiously approved . Meeting adjourned at 9 : 05 pm
