Tioga Street, Ithaca, NY 14850 Town Planning Board Members Present: Joseph Haefeti, John Beach, Yvonne Fogarty, Jon Bosak, Melissa Hitt Town Staff Present: Susan Ritter; Director of Planning; Chris Balestra, Planner; Dan Thaete, Town Engineer; Debra DeAugistine, Deputy Town Clerk Call to Order Ms. Fogarty called the meeting to order at 10 a.m. and asked for a motion to elect a chair pro tem. Ms. Fogarty moved to elect Mr. Bosak as chair pro tem. The motion passed unanimously. AGENDA ITEM Continuation of consideration of concurrence with the City of Ithaca Planning and Development Board as the lead agency to coordinate the environmental review of the proposed Cornell University North Campus Residential Expansion. Cornett University proposes to construct two residential complexes (one for sophomores and the other for freshmen) located on North Campus between Triphammer Road, Jessup Road, Pleasant Grove Road and Cradit Farm Drive. The sophomore village will have four residential buildings with 800 new beds and associated program space totaling 299,900 SF and a 1,200 seat, 66,300 SF dining facility. Buildings for the sophomore village will be located entirely in the city, while a small portion of the site work is proposed for the Village of Cayuga Heights. The freshman village will have three new residential buildings, each spanning the City and Town of Ithaca municipal tine, with a total of 401,200 SF and 1,200 new beds and associated program space - 223,400 SF of which is in the city and 177,800 SF of which is in the town. The building heights will be between two and six stories. The project is in three zoning districts: the U -I zoning district in the city; Low Density Residential zone in the town; and the Multiple Housing District within the village. The project also includes various outdoor amenities, including a plaza, amphitheater, open lawns, landscaped spaces, and walkways. PB Resolution No. 2018-029: SEQR Lead Agency Concurrence, Cornell North Campus Residential Expansion, City of Ithaca (TP No's 9.-7-1, 30:1.1.2, 30:1.1.3), Village of Cayuga Heights (TP No.'s 14.-4-2.2, 14.-4-2.3), Town of Ithaca (TP No.'s 67:1.1.1, 68:1.11.1, 68:1.11.2, 68:1.12.2) Moved by John Beach; seconded by Yvonne Fogarty WHEREAS Cornell University is proposing the North Campus Residential Expansion, which involves the construction of two residential complexes (one for sophomores and the other for freshmen) Planning Board Minutes 08.16.2018 Page 2 of 3 along with plazas, open lawns, landscaping and walkways, portions of which are located in the City of Ithaca, Town of Ithaca and Village of Cayuga Heights on Cornell's North Campus, be- tween Triphammer Road, Jessup Road, Pleasant Grove Road and Cradit Farm Drive, 2. Development of the project will require site plan approval by the Town of Ithaca Planning Board, City of Ithaca Planning and Development Board, Village of Cayuga Heights Planning Board, and potentially other approvals from State and County agencies, The North Campus Residential Expansion project is a Type I action under SEQRA and will be conducted as a coordinated review amongst the various agencies that have discretionary de- cision authority to approve certain aspects of the project, 4. Approximately two-thirds of the North Campus Residential Expansion project is located within the City of Ithaca boundary. The sophomore village will include four residential build- ings totaling 299,900 square feet and a 66,300 square foot dining facility and will be located entirely in the City of Ithaca (with a small portion of the site work located in the Village of Cayuga Heights). The freshman village will include three new residential buildings, each spanning the City and Town of Ithaca municipal line, with a total of 401,200 square feet - 223,400 square feet in the city and 177,800 square feet in the town, and The City of Ithaca Planning and Development Board has indicated, in a letter dated July 26, 2018, its intent to serve as the lead agency for the environmental review of the North Campus Residential Expansion project, NOW THEREFORE BE IT RESOLVED: That the Town of Ithaca Planning Board hereby concurs with the designation of the City of Ithaca Planning and Development Board as lead agency under the New York State Environmental Quality Review Act for the purpose of overseeing the environmental review of the Cornell University North Campus Residential Expansion project. Vote Ayes: Haefeli, Bosak, Fogarty, Beach, Hill Ms. Michaels gave a short overview of the project. AGENDA ITEM Persons to be heard - No one came forward to address the board. On a motion by Yvonne Fogarty, seconded by John Beach, the board voted unanimously to cancel the meeting of August 21st. Ms. Ritter noted for board members who will not be able to attend the September 4th planning board meeting that the applicant will give the same presentation to the city on August 28th and to Cayuga Heights on September 24th.
