The committee worked on developing a Plan Implementation section for the document as Chapter 5 . Roxanne suggested including some of the wording from the 1999 Comprehensive Plan, Plan Implementation strategy as an introduction. The next major task was developing an implementation table. Rod Hawkes provided a list of criteria that could be used to identify the first phase, second phase and third phase implementation options . The criteria included : a) Critical nature of the action being taken in the short term; b) Ease of implementing; c) Cost of implementation; d) Nature of action — this action must be taken to take another step . The group attempted to rank each action strategy with the criteria and decided that the list would still be too long as a "first steps" list . The next strategy resulted in developing a list of the actions related to the first and foremost important step that will need to be taken — the update of the Zoning Law. This exercise resulted in identifying 15 actions strategies that need to be progressed in years 0- 3 .
