HomeMy WebLinkAbout2008-10-09 - CPC Meeting Minutes Town of Ulysses Comprehensive Plan Update Committee October 9, 2008 Approved October 22, 2008 Present: Sue Poelvoorde, Chair; Roxanne Marino ; David Tyler; Liz Thomas ; John Wertis ; Rod Hawkes; Sue Ritter Absent: Deirdre Cunningham, Heather Filiberto, Bob Brown, Bob Weatherby Sue Poelvoorde called the meeting to order at 7 : 10 P . M . David Tyler moved to accept the meeting minutes from June 4, 2008, seconded by Rod Hawkes . Approved unanimously without changes . John Wertis moved to accept the meeting minutes from September 23 , 2008 , seconded by David Tyler. Approved unanimously with the addition of Sue Ritter to the list of absent members. The committee used the meeting to review the feedback from various agencies regarding the preliminary Draft Comprehensive Plan (DCP) . The first comments discussed were those of the Tompkins County Department of Planning conveyed via letter dated October 1 , 2008 , from Edward Marx, Commissioner of Planning and Public Works . These comments represent the results of the County Department of Planning ' s informal review. The letter contains comments on five major points that were discussed by the committee in turn. • Point 1 addressed the County' s concern about differences between the DCP and the upcoming report of the Route 96 Corridor Study with respect to nodal development within the town, especially related to development planning around the Rte. 96 intersection with Krums Corners Road. After much discussion of the differences between the two visions for nodal development in the town, the consensus of the Committee is to set up a meeting with Mr. Marx to discuss our reasoning for including this as an additional nodal area. Sue Poelvoorde will type up the list of reasons supporting the DCP recommendations including historical use of the area as a sizeable employment area, current mix of manufacturing, business/commercial (food, day-care, organic food supplier, etc .) • Point 2 suggested the committee adopt one of two specified planning methods the will be put forth in the Route 96 Corridor plan. After discussing the alternatives, the committee decided to ask the county office for clarification on the details of the two methods . • Point 3 suggested that the Girl Scout Camp be recognized in the DCP as one of the last remaining undeveloped waterfront lands in the Town . The committee liked this suggestion and also considered the same status for the Ithaca Yacht Club property and the Cayuga Nature Center, despite the nature center' s lack of waterfront access. • Point 4 suggested extending the conservation district along upper Taughannock Creek (above Rte 96) on the Future Land Use Plan (FLUP) in the DCP . The committee liked the suggestion but debated at length how to define the boundaries of the extended zone. The consensus was to use the forestland boundary to define the conservation district between Rte 96 and Podunk Road . The lower section will be defined by the current Unique Natural Area (UNA) boundary south of Curry Road and north of Indian Fort Road and west of Waterburg Road . • Point 5 referenced the agricultural lands designated in the Town ' s FLUP and the committee concluded it needed clarification from the County on this issue. The committee then addressed comments presented by the Town of Ulysses Planning Board (PB) . The PB ' s comments focused on 6 main points, which the committee addressed in turn . • Point 1 suggested that the action steps in the DCP be prioritized and the committee agreed to individually consider prioritization and try to reach consensus at the committee ' s next meeting. Comprehensive Plan 2 10/09/2008 • Point 2 regarding including language on protecting subsurface water resources was already addressed in the September revision of the DCP, which is in electronic form and has not been distributed . • Point 3 suggested that the committee combine the environmental and conservation districts into one conservation district on the FLUP . The committee decided to keep the two designations . • Point 4 regarding the existing land use map representation of the Town was already addressed in the September revision of the DCP. A new map from Tompkins County Planning Department will be included in the plan in place of the one representing assessment data. • Point 5 regarding UNAs was already addressed in the August revision of the DCP (p . 15 , B) • Point 6 concerned the clarity and strength of wording in the DCP regarding Concentrated Animal Feeding Operations (CMOs) . The committee decided to adopt a combination of language suggested by Roxanne Marino and John Wertis and also decided to address the issue in both sections 1 . 1 and 1 . 2 as well as in the development section of the DCP . The committee decided to schedule an additional meeting to address other comments regarding the DCP and to prioritize the action steps in the DCP . The special meeting will be held on Wednesday, October 22, 2008 , at 7 : 00 P .M. at the Town Hall . The meeting was adjourned at 9 :40 P .M. Respectfully submitted, Rod Hawkes Committee Member 2
