SPECIAL TOWN BOARD MEETING
JUNE 26, 2008
PRESENT : Supervisor Douglas Austic ; Council Elizabeth Thomas and Lucia Tyler;
Absent Council Rod Ferrentino and David Kerness ; Town Clerk Marsha L. Georgia;
Deputy Supervisor Richard Coogan .
Others Present : Jamie Saine, Free Press Reporter.
Supervisor Austic called the meeting to order at 7 pm . (No agenda)
Emergency Medical Service Billing
Ms . Thomas said that the Village would like to have some kind of resolution on the
Emergency Medical Service billing. Ms . Thomas asked Mr. Austic where he stood on
this service.
Mr. Austic said that he has received calls seeing it both ways . Mr. Austic said that he
thinks that the argument that people will not call for the ambulance if they are going to
get a charge would not be so . He has heard that the ambulance service some times does
not have enough volunteers to cover at night .
Ms . Thomas said that some of the volunteers were at the public information meeting and
they were saying that is not the case.
It was the general consensus that the Ulysses Board needs more information before they
could do a resolution of support for or against.
Amendment Local Law Dog Licensing
Ms . Thomas would like a copy of the original law of 1979 that this is amending.
Mr. Austic said that the amendment of the Town ' s Local Law will set the local fee for
dog licensing at what the State is recommending under Ag and Markets at $ 10 per dog.
Also the amendment covers the age when the dog has to be licensed by the State from six
months to four months .
Ms . Tyler would like a copy of the original law of 1979 also .
Ms. Thomas said that she does not have an issue with the amendment to the law it is that
she feels what ever is going to be a topic of a public hearing the Board should make sure
that all information be available to the public . Ms . Thomas suggested having more on the
web page.
Mr. Austic will try and write an explanation up before the public hearing.
Ms . Tyler and Ms . Thomas felt the amendment was confusing and may be able to be re-
written to be less confusing.
Grass Root Tickets
Ms . Thomas said that she does not really care about Grass Root tickets but just for
historical sake she would like to know what has been done in the past.
Ms. Georgia said she has been getting tickets for as many years as the Grass Roots have
been taking place. She asks the Grass Roots for tickets by means of who ask for tickets;
usually when a new Town Board member comes on she gets two tickets for them and
then in the future requests that those who want them get on a list for tickets . Last year
she did not get tickets for Town Board members because of the revised Ethics Policy.
This year David Kerness asked me to get tickets for all Town Board members, BZA
members, Planning Board members but he wanted the chairmen to pick out who deserves
tickets and get for those people only. Ms . Georgia told Mr. Kerness she would not have

any part of getting tickets and discriminating against some members. Therefore Ms.
Georgia said !she was not getting any tickets this year.
Ms. Tyler said then if the Town wanted to give tickets to the Planning Board, BZA and
Town Board 'they would just request them .
Ms . Georgia said if you want to do that have Mr. Kerness ask for them because she was
not going to .
Ms. Thomas isaid that the Town' s Attorney said that the Board could up the amount in the
Ethic ' s Policy to $75 instead of the $25 .
Ms. Georgia pointed out that even at $ 75 it would not cover the cost of a ticket.
Ulysses Web Site
Ms . Thomas : said that she has asked Mr. Pratt (Mr. Pratt keeps the Town' s web site
updated) if he would like to bid on updating the web page and he said that he was not
interested. Ms. Thomas has the names of others that may be interested in working on
updating the , site . John Levine provides the service and permission would have to come
from him.
Ms . Thomasireviewed different aspects of what she would like to see revised on the web
page and asked if this is the direction the Board would like to take. Ms . Thomas will go
ahead and get bids from different programmers on updating.
Prior Board Member Roxanne Marino advised Ms. Thomas that there was $ 1500 put
aside in the budget for this revision. Ms . Thomas felt that this could be done for $ 1500.
Ms . Thomas said the bid would be for creating the navigation and she could do some of it
herself like the layout to make it look pretty but to have the interface would have to be
done by someone else .
Mr. Austic said to put something together so everyone would be giving a price on the
same thing and keep the Board informed.
Digital Recording
Ms . Thomas asked if Mrs. Georgia has gotten any where with digital recording.
Ms. Georgia, said that she has called the gentleman at Stellar Stereo which she has talked
to and he is working on getting something hooked up that will be tied in with the
microphones here in the meeting room. Ms. Georgia will call him again and see where
this stands .
Up-Date on ( Comprehensive Plan Committee
Ms . ThomasIreported that the CPC has decided not to do a mailing but just advertise that
there is going to be another public input. The CPC will have the "future land use map"
that people worked on at a workshop and then there will be the text for the policy area for
the public to give input on. This will be held at the Racker Center on July 10th, 2008 and
will be available prior to the meeting.
Hearing no further business a motion was made to adjourn the meeting. Unanimiously
approved and meeting adjourned.
