Thorpe Municipal Building 3577 Terrace Road Cortland, NY 13045 Re: Long Form EAF Modifications Cortland Commerce Warehouse/Manufacturing Facility development Tax parcels #95.00-10-01.1, 95.00-10-11.2 Dear Mr. Williams, We have received comments from the public at the Town Board meeting on 2 February 2022 related to the Long Form EAF. It seems appropriate to update the responses contained in the Long Form EAF so that the Town Board has the best information to make an informed decision on this project. Below are changes that have been made to the Long Form EAF based upon those comments, as well as other modifications made to the form to make it current: Part B. e. (Page 2) – Added County Planning and Cortland County Soil and Water Conservation. Part B. g. (Page 2) – Checked the box YES and added NYSDEC and NYSDOT Part C. 1. (Page 2) – The correct answer is NO. More approvals are required by the proposed action. Part C. 2. a. (Page 2) – Both responses have been changed to YES Part C. 2. b (Page 2 ) – Town of Cortlandville Aquifer Protection District and 2021 Town of Cortlandville Comprehension Plan have been add as plans. Part C. 3. a. (Page 3 ) – The project site zoning is I-2 – Industrial, not light industrial. Part D. 1. a. (Page 3) - Commercial, Industrial, Flex-space were added. Part D. 2. e. i. (Page 6) – 7.2 acres of impervious cover and 55 acre parcel size were added. Part D. 2. E. ii. (Page 6) – New runoff will be created by new building roofs and asphalt driveways and parking lots was added. Part D. 2. iii. (Page 6) - All stormwater runoff will be collected and directed to new stormwater management facilities that will treat the stormwater per NYSDEC standards for water quality and quantity. Three separate stormwater management facilities will be recreated to address the new runoff was added. Part D. 2. III. (Page 6) - Stormwater runoff will not be directly discharged to wetlands Part E. 1. d. i. (Page 10) – Lime Hollow Nature Center has been added. Part E. 1. e. (Page 10) – The project site does not contain dams as classified by NYSDEC. There are lagoons and stormwater management facilities. Page 2 of 2 Part E. 1. g. (Page 10) – Response changed to YES. Part E. 1. G. i. (Page 10) - A portion of the project site is a NYSDEC Environmental Site Remediation project site. NYSDEC has been consulted regarding this project. It should be noted that site remediation is nearing completion and the site can be developed safely was added. Part E. 2. a. (Page 11) - >10 feet was changed to >75 feet. Part E. 2. b. (Page 11) – 0% was added for the bedrock outcroppings Part E. 2. c. (Page 11) – N/A was added to the third line for soil types Part E. 2. d. (Page 11) - > 40 feet was added for depth to groundwater Part E. 2. e. (Page 11) – 0’s were added for moderately well drained and poorly drained soils Part E. 3. e. (Page 12) – The project is not located in a Critical Environmental Area per NYSDEC data base. Part E. 3. h. (Page 13) – Response changed to YES Part E. 3. H. i. Lime Hollow Nature Center added. Part E. 3. h. ii. (Page 13) – Local park added. Part E. 3. H. iii. (page 13) – 1.5+/- miles added. If you have any further questions, please do not hesitate to call.
