Minutes
Board Members Present: Bill Goodman, Supervisor; Members Pamela Bleiwas, Pat Leary,
Tee-Ann Hunter, Eric Levine, Rod Howe and Rich DePaolo
Staff Present: Susan Ritter, Director of Planning, Bruce Bates, Director of Code Enforcement;
Mike Solvig, Director of Finance, Judy Drake, Director of Human Resources; Paulette Rosa,
Town Clerk and Jim Weber, Highway Superintendent
1. Public hearing regarding adoption of the revised Ofiicial Town Map
Mr. Goodman opened the public hearing at 4:32 p.m. There was no one wishing to address the
board and the hearing was closed.
Mr. Weber reported that he had received a comment from Mr. Orr regarding Vine St who wanted
the road shown on the map. Mr. Weber said this is basically a dirt road off of Mitchell St and the
only roads that actually front on it are resident in the City. He responded that there is criteria we
use and the road has never been shown on the Official Town Map and there was no information
to support adding it to the Official Town Map. He added that the Official Town Map is for State
and Federal highway money and road frontage for certain State laws regarding building permits.
There was no further discussion.
TB Resolution 2019 —103: Adoption of Amendments and Revisions to Ofiicial Map of the
Town of Ithaca
Whereas, Section 270 of New York Town Law authorizes the Town Board to establish an
official map of that part of the town outside the limits of any incorporated city or village showing
the streets, highways and parks theretofore laid out, and may also show drainage systems; and
Whereas, the current Official Map of the Town of Ithaca was last revised in 2012 and has not
been changed or amended since then; and
Whereas, Section 273 of New York Town Law authorizes the Town Board to change or add to
the official map of the town so as to lay out new streets, highways, drainage systems or parks,
after first referring any such proposed changes or additions to the Planning Board for a report
thereon; and
Whereas, the Town Highway Superintendent/Director of Public Works prepared a draft
proposed, revised Official Map, dated June 10, 2019, showing the current and proposed streets,
highways, parks and trails in the Town of Ithaca, which represented changes from the 2012
Official Map; and

Whereas, the Town Board discussed the draft revised Official Map as described above at its
regular meeting on June 10, 2019, and referred the proposed changes to the Official Map to the
Planning Board for a report and recommendation; and
Whereas, the Town of Ithaca Planning Board reviewed the draft Official Map, dated June 10,
2019, held a public hearing on the draft Official Map at its meeting on June 18, 2019, and
recommended that the Town Board adopt the proposed revised Official Map with the changes
ultimately shown on the July 12, 2019 draft along with changes further identified by the
Highway Superintendent/Director of Public Works; and
Whereas, the Highway Superintendent/Director of Public Works has made the changes
recommended by the Planning Board, and in addition made formatting changes to the Official
Town Map, and has changed the Creation Date of the draft revised Official Map of the Town of
Ithaca to July 12, 2019; and
Whereas, at its July 12, 2019 meeting, a resolution was duly adopted by the Town Board of the
Town of Ithaca for a public hearing to be held by said Town on July 22, 2019 at 4:30 p.m. to
hear all interested parties on the proposed changes to the Official Map of the Town of Ithaca; and
Whereas, notice of said public hearing was duly advertised in the Ithaca Journal; and
Whereas, said public hearing was duly held on said date and time at the Town Hall of the Town
of Ithaca and all parties in attendance were permitted an opportunity to speak on behalf of or in
opposition to the proposed changes to the revised Official Map; and
Whereas, pursuant to the New York State Environmental Quality Review Act ("SEQRA") and
its implementing regulations at 6 NYCRR Part 617, it has been determined by the Town Board
that adoption of the proposed local law is a Type II action because it constitutes "mapping of
existing roads, streets, highways, natural resources, land uses and ownership patterns," and thus
this action is not subject to review under SEQRA; now therefore be it
Resolved, that the Town Board of the Town of Ithaca hereby accepts and adopts the amendments
and revisions to the Official Map of the Town of Ithaca as shown on the July 12, 2019 version of
the Official Map, which version shall hereafter constitute the Official Map of the Town of Ithaca,
effective July 23, 2019.

2. Report from the Fire Chief
Chief Parsons stated that he wanted to talk to the Board about the budget and particularly
staffing. He said that four firefighters have been on the roster through a federal grant and that

grant is expiring and he would like to have the positions remain through the normal budget
process.
Chief Parsons reviewing staffing requirements and history and how staffing was tied to the
recruitment of volunteer firefighters under the last contract. Chief Parsons said recruitment is a
problem nationwide and we have not been able to recruit people. He said it would take a lot of
volunteers to cover a regular firefighter.
Chief Parsons said the cost to the Town of Ithaca through the existing contract share would be
approximately $SOK.
Chief Parsons also handed out a summary of call activity which showed the Town of Ithaca call
volume and types. Attachment 1.
3. Continue discussion on water and sewer studies, options and the effect on the Capital
Improvement Plan
Mr. Weber reviewed the updated spreadsheet detailing projects and an attempt at rating the
projects under different criteria; cost, urgency, people served and costs among others.
The Board asked a number of questions about the scoring and why some points or levels were
already filled in.
Mr. Weber responded that the levels of priority and the numbers were from the GHD study and
others were left blank for the Board to fill in.
Lengthy discussion followed with the Board making suggestions for clarification on the
weighting system and additional columns for scoring as well as possible changes to the
numerical scoring so that one criterion would have a heavier weight than another.
For example, cost should probably weigh heavier than whether it can be done in house or not or
the effect on current customers should maybe be higher than the effect on TND areas or
population impacted could have a higher range such as 1 or less than 500 people but a bigger
span so 3 for the next grouping etc.
After some discussion, the Board thought cost should be taken out of the evaluation until the
benefit is weighted and then cost can become a factor; although cost may be a big factor it is
secondary to some of the other concerns that need to be weighed, especially at the front end.
Once projects are prioritized, then cost comes in to play with what can and can't be done in any
given year.
The Board discussed having the Public Works Committee really delve into this and bring it back
to the full board with a little more clarity and suggestions.

4. Continue discussion on Green New Deal statement — Nick Goldsmith
Mr. Goldsmith reported that the City unanimously adopted the Green New Deal with goals for
City operations as well as community wide. He said the hope is to discuss this at the town and
do something similar.
The Board discussed the current goals set a few years ago and how realistic these new goals are.
There were questions about the buying renewable energy credits (RECs) and what benefit that
really gives to our town and community.
Mr. Goldsmith said it is preferable to invest in local renewable energy sources and transition to
renewable energy but the purchasing of RECs is very important to supporting the expansion of
renewable energy and offsetting certain areas where green energy isn't available yet, for
example, heavy equipment.
Lengthy discussion followed on the buying of RECs and the pros and cons of using funds for
those instead of putting it toward actual renewable energy upgrades etc. Buying RECs does
allow renewable energy sources to come to fruition and add renewable energy to the grid that is
then available to consumers.
The Board discussed the feasibility of the goal and they wanted more information on that and
costs and financing before deciding which was to move forward. Idealistically it sounds great,
but realistically, how will this play out. Do we want to pass a resolution we know is more
inspirational than achievable or something achievable? Are we looking at community-wide or
town operations? These are the types of questions to think about and discuss.
Mr. Goodman said this discussion will continue at later meetings.
5. Discuss Chainworks Finding Statement
Ms. Ritter said the cleaner version was handed out for the boards review.
Mr. DePaolo had a couple of comments/corrections which Ms. Ritter made note of. We are still
waiting for the final ROD from the State before reviewing for adoption or acceptance by the
Board. (Bad audio at this point)
6. Committee Reports
Budget — Mr. Levine reported that they discussed sidewalk districts and reviewed the CIP
and started looking at the County Assessment numbers and the effect on our tax levy and tax
rate.
Planning — Mr. DePaolo reported that they looked at incorporating a new use into the Low
Density Residential Zone and Agricultural Zones associated with lumber processing which

was requested by a resident in LD that does that type of work They also discussed making
changes to the rental registry regarding HOAs.
Public Works — Mr. Howe reported that the water and sewer studies and CIP discussed
earlier this evening were the big topics of the committee and briefly discussed issues with the
Forest Home issues (inaudible) but we are waiting on legal counsel comments
Personnel and Organization — Ms. Bleiwas reported that they discussed the proposed wage
scale with a 3% COLA adjustment, departmental staffing plan recommendations and
recommended filling the recently vacated Codes position as well as recommending the board
consider implementing a guest wifi check box policy. We also looked at the recent survey
comments and comparison, and health incentives. There will be special committee meetings
to discuss the possible changes to Public Works and Engineering.

Short Term Rentals — Mr. Goodman reported that the committee continues to discuss
making exceptions for more days for special situations with minimum setbacks and zones
Sidewalk Committee — Mr. Goodman reported that work continues on establishing a
Forest Home Sidewalk district and how to establish fees for that
7. Report of Town Officials
Mr. Goodman reported that discussions continue on what to do about the Public Works Facility
addition which came in extremely over budget. All options are still being discussed from
rebidding, to scaling back to building new.

and skills to satisfactorily pez'form the duties of the position and make the recommendatian for

appointment of Donna Shaw as Deputy Finance Officer, effective July 10, 2019; and be it further
