TOWN BOARD PUBLIC HEARINGS
FEBRUARY 25 , 2008
PRESENT : Supervisor Douglas Austic ; Council Mr. Ferrentino, David Kerness,
Elizabeth Thomas and Lucia Tyler; Town Clerk Marsha L. Georgia; Deputy Supervisor
Richard Coogan; and Code Enforcement Officer Alex Rachun.

Proof of Notice having been furnished, the Public Hearing on the formation of
Development Districts for Cirri and Kline was called to order at 7 : 30 PM by Supervisor
Austic .
Mr. Cirri gave a presentation and explanation of his purposed development for a Family
Entertainment Center. (All documents are available in the Town' s Clerk Office. )
Mr. Austic opened the meeting up for questions for Mr. Cirri .
Donna Resue of 4264 Cold Springs Road asked for clarification as to where the corn
maze was going to be located.
Mr. Cirri explained that the back ten acres field would be used up with around 7 acres
for the corn maze which would all stay in the agriculture use. The corn maze is not in the
development district except for a very small corner.
{ Donna Resue asked how Mr. Cirri would prevent people from leaving the corn maze and
going into the woods .
Mr. Cirri said that the corn will be planted differently then a normal corn field would be
planted and there would be buffers around the edges and would be very difficult to get
through the corn, but not to say people who are playing mini-golf would not go walking
off to the woods .
Brandi Smith of 1938 Trumansburg Road asked about fencing.
Mr. Cirri stated that his plans include split rail fence around the course but they are not
planning on putting up any chain-link fence.
Nancy Sola of 4088 Cold Springs Road asked if DOT looked into accidents on Rt. 96 in
this location and reported it to Mr. Cirri .
Mr. Cirri replied it was not on any report he had from DOT.
Alex Sola of 4088 Cold Springs Road asked about the decimal level of noise for lawn
maintenance, which would be hirer.
Mr. Cirri said that the Planning Board had addressed the lawn maintenance or a short
period of time and would not be counted .
David Barr of 4264 Cold Springs Road asked what exit strategy plan he had if the
business failed and how would it be returned back to agricultural land.
Mr. Cirri said they are not planning an exit strategy I would hope the business does not
fail but he does not know any business that has a plan or an exit strategy.
Brandi Smith asked if there had been a water study or are they drilling a well.

Mr. Cirri said they would be drilling a well. Mr. Sciarabba explained about having to
drill a test well .
Loren Hammond 1942 Trumansburg Road (business address) asked what Mr. Cirri
purposed fora ground cover for the unused space to the south of the development.
Mr. Cirri said it would remain as it is today with the growth of hay.
Heidi Oros of 7020 Searsburg Road asked about plans for refreshments or alcohol?
Mr. Cirri said that refreshments would be from vending machines they are not planning
on applying for any food service permits and absolutely no alcohol.
Mr. Austic said that at this time the public can make comments . Mr. Austic said to keep
in mind that there are two public hearings tonight one on the Cirri Development and the
other on the Kline Development.
Donna Resue said she was very concerned about the noise level, loud screaming and not
being able to it out side and enjoy her property and will find it difficult to sleep and does
not feel an amusement park should be located close to residents .
Ruth Murray of Trumansburg Road is concerned about property values.
John Hrubos of 7 Lake St. Trumansburg said that he thinks this is a great looking
project and will provide people with an activity and he will be one of the first to enjoy it .
Nancy Solla is concerned about the traffic impact on Cold Springs and Rt. 96 .
Meggan Conklin believes it is a great project.
David Means, Planning Board Member said the Planning Board has worked on many
projects and Mr. Cirri has bent over backwards to provide all the information that they
have needed. '
Carlton Smith of 6292 Iradell Road said that he thinks this project should be a go and
give kids something to do instead of being on the street corner. He also believes that the
restaurants will benefits.
David Barr 'said his concern is about law enforcement of possible vandalizing and he is
also concerned about the hours of operation.
Brandi Smith dittoes what Mr. Barr said and feels that there would be no way to prevent
people coming on to her property.
John Hrubos feels that having local ownership is that they put all into there project and
can not afforid not to keep a good eye on everything.
All persons desiring to be heard, having been heard, the Public Hearing was terminated at
8 : 20 PM.
Supervisor Austic opened the Public Hearing at 8 : 22 pm on SEQR and read Part I of the
State Environmental Quality Review Full Environmental Assessment Form submitted by
Michael Ci4i . •

Mr. Austic and the Town Board completed Part II of the SEQR for the Development
District for the Cirri Entertainment Center.
*Both Part Ii, and Part II on file in the Town Office .
Supervisor Austic read into record Part I of the State Environmental Quality Review Full
Environmental Assessment Form submitted by David Kline.

Mr. Austic and the Town Board completed Part II of the SEQR for the amended
Development District for David Kline.
*Both Part I and Part II on file in the Town Office .
Mr. Austic moved seconded by Ms . Thomas to close the Public Hearings on SEQR.

The Board has their 2nd scheduled Board Meeting on February 28th, 2008 at 8 : 30 am.
The Board will take the public comments into consideration.
Hearing no further business Ms . Thomas moved, seconded by Mr. Austic to adjourn the
meeting. Unanimiously approved .
