The chair activates alternates Brad Will and Chris Morrissey. After member C. Anderson arrived late, Chris was deactivated. Public Comment (for items not on the agenda) None Approval of Minutes – June 22, 2023 There are changes to the Resolution, we will approve the minutes at the next meeting. PB 7-27-23 Approved 2 53 Pinckney Road - resumes sketch review from last month. Applicant revised site plan to address fire department access concerns. See attached revised site plan where they move the fence back 10 feet and move the storage units to create a minimum 28-foot-wide access lane. The Board discussed this with Tim Huber one of the owners of Bolt Storage (on Zoom). They reviewed the new Site Plan, which allows for more space for a better turnaround for any emergency vehicles. T. Salerno moves to approve this with Standard Conditions. And to waive full Site Plan based on the second set of submissions that addresses the fire department concerns. Motion: T. Anderson All in favor – Yes 300 Lower Creek Road - SPR under Code Section 270-6.7 - Under Code Section 270-6.7 an applicant can site up to 4 dwellings on a single lot subject to SPR. The application is for 3 dwellings to be constructed on a 4.34-acre lot at 300 Lower Creek Road. Due to acreage and frontage, it is determined that this lot is capable of being subdivided into 3 lots and meets the criteria specified in 270-6.7. The Board discusses with the owner/ builder Z. Joe Klimkiewicz • Concerns how will this project meet or exceed NYS Energy code? Answer – for Building Codes it has to comply, also it will be all electric. No propane or natural gas. Electric heat pump, all energy efficient Star Rated appliances. Using high density spray foam with R28 volume insulation and R60 insulation in the attic. • The SEAF is incomplete #4, 10, & 11 need more clarification. No dimensions on the plans as to where the wells, septic and driveways will be. • Will need almost a full SWPPP • The Board says the list of 30 questions should be answered. • The Board finds this to be an incomplete application. • Applicant to return next month with more complete sketch. 2207 Dryden Road - A retail business is proposed at the intersection of RT 13 and Irish Settlement Road in the MUC district where it is an allowed use with SPR. Although the business type is not specified in the application, we may reasonably expect public interest in this. Code Section 270-11.4 B. allows the PB to call a public hearing so we may want to conduct sketch review, verify type of business anticipated (needed info to establish traffic impacts, etc.), then schedule a public hearing to conduct a full SPR. PB 7-27-23 Approved 3 The Board discusses with the agent for the project Marty Mosley and views site plan and images submitted. • A Marijuana Dispensary (a retail business) • Concern on change of traffic patterns. A plan for opening expects heavy traffic. • More parking suggested. • Exterior lighting, signage, hours of operation. • Security and fencing. • This is an allowed use, no public hearing required. • Existing site since around 2005, re-establishing site no changes, SWPPP not needed. • Septic existing • No modifications to the building at this time, meets existing energy codes for that time. PB finds application incomplete and applicant is to return with more complete sketch next month Ezra Village Resolution: Motion to rescind Resolution #8 of 6-22-23 with the following to replace it. Will All in favor – Yes RESOLUTION 2023-#8 to the Mayor of the Village of Dryden recommending the Developer of Ezra Village Apartments be responsible for the costs of installing sidewalks along the west side of North Street and North Road that lay within the Town of Dryden jurisdiction. WHEREAS The Mayor of the Village of Dryden requested the Town of Dryden fund Sidewalk expansion along the North Street, North Road corridor in conjunction with the proposed Ezra Village Apartments infrastructure build-out, WHEREAS Dryden Zoning law requires Project Developers be responsible for the cost of installing sidewalks to ensure pedestrian safety related to their project. WHEREAS Town of Dryden Sidewalk Law requiring Developer funded sidewalks has been used in past Special Use Permits and Site Plan Review approvals, E.g, Storage facility on Freeville Road and Ivy Ridge Apartments in Varna WHEREAS The Dryden Zoning Law does not support the Town funding of these sidewalks. Be it Resolved, Town of Dryden Planning Board recommends the Developer of Ezra Village be responsible for the cost of installing sidewalks on the westside of the North Street and North Road, between Mott Road and Freeville Road, on parcels that lay within Town jurisdiction. PB 7-27-23 Approved 4 Zoning RFP Update and discussion: • Subcommittee met with recommendation to move forward with EDR, there will be a contract coming with revised schedule and detailed work scope. • Housing Committee passed a Resolution that in the re-write of zoning the Town bring in the Mobile Home Law Recommendation to the Town Board to move forward with EDR RESOLUTION 2023-#10 – EDR to send to the Planning Board with a week to review and pass on comments to the Committee and the Committee will meet and make a decision if we are to move forward or what changes need to be made. Burger • New hire, a Planner starting 8-28-23. • 8-7-23 at 7PM the Village hosting a presentation on the Ezra Project. • North Street Development Task Force to meet in August. • Dave Sprout to attend the next PB meeting. Town Board Update – J. Leifer • Billboard hearing continuing at August 10th TB meeting. • CBDG Home Rehabilitation Grant is moving on. • Pedestrian Bridge, TB accepting 2 new easements, Knickerbocker, and Cornell. • 1847 Hanshaw Road, Project passed with PB recommendations.
