Approve the minutes from 2-23-23 meeting. Motion to approve: C. Anderson Second: C. Morrissey All in favor- Yes 1387 Dryden Road -Sketch Plan Review Curt Nichols Delta Engineer Consultant introduces project to replace two Underground Storage Tanks at the Avangrid Maintenance Facility. One 6000 gallon Above Ground Fuel Tank and a fueling island will be placed in the parking lot on the east side of the building. PB 3-23-23 DRAFT Page 2 of 3 PB Discussion: • Lighting’s potential impact to neighbors and highway • Protecting stream adjacent to site • Project is SEQR Type2 and therefore exempt from SEQR RESOLUTION 2023-#4 Sketch Plan Review for Installation of Above Ground Fuel Storage at 1387 Dryden Road -Avangrid Maintenance Facility Motion: C. Anderson, Resolved that the Town of Dryden Planning Board approves the sketch plan for the fuel storage facility at 1387 Dryden Road and waives full site plan review with the following conditions: 1) Lighting to be night sky compliant. 2) Absorbent compost rolls to be installed surrounding parking lot drain during project. 3) Standard Conditions of Approval as amended 8-14-2008. Second: L. Wagenet All in favor- Yes Town Board update from D. Lamb • Approved the Resolution from PB for Zoning rewrites, added one item for Marijuana Facility, that it needs to be a New Use • TB is on board with the North St. Neighborhood Development Task Force PB will work on getting the RFP for the zoning rewrite. John to start drafting one to have ready for review by next meeting. Selected the Sub-Committee, Tony, Linda, John, Ray, and Dan Lamb. PB 3-23-23 DRAFT Page 3 of 3 Discussion on creating a working group to implement the North Street Development Plan. Calling this group, the Joint Municipal Task Force will be someone from the Village, and TC3, the Housing Committee and will include Chris Morrissey, and Dan Lamb. Ezra Village project is going to have a traffic study done. Planning Dept. update from R. Burger • FEMA has new Floodplain Maps, the area has expanded but FEMA says no more parcels are involved, FEMA will conduct a public meeting in April to go over these maps. Next PB meeting is 4/27/23.
