Kiefer, called the meeting to order at 6:00 pm • Alice Green (alternate) was activated as a voting member for tonight’s meeting. Kiefer mentions that there are 3 members whose term expires this year. Green All in favor, 4-yes Abstain 3, John Kiefer, Joe Wilson, Tony Salerno (they were not at that meeting) 2 1274 Dryden Road - sketch plan presentation Adam Fishel is the Engineer for Lincoln Morse and his project Garden Place The 1274 Dryden Road item is a mixed multi-family and retail development in the Mixed-Use Commercial district. A special use permit is required for multi-family development so this will ultimately be a TB decision. The applicant would like to get some preliminary feedback from the PB before a formal application to the TB. • See presentation attachment Board discussion with applicant: • Reestablish the former business with a garden center Greenhouse grow facility and a small retail facility • Construct 12 Townhomes along the frontage • Would need 27 parking spaces for the homes and retail and staff • May be 6 staff at the greenhouse • Access is to Dryden Road will have 2 points of access, will need a DOT permit • Will work with TCAT to see what they want, bus shelter or bench • Sidewalks are usually required, but there are no sidewalks along Dryden Rd. maybe an easement along the front in case in the future Dryden Rd. gets sidewalks then sidewalks could be put in. It’s a very long frontage. Hoping for some flexibility from the Town on that. • What type of Townhomes, luxury or affordable. Morse specializes in workforce housing for the forgotten middle, not subsidized or luxury, for the working folks. • Rent will not be in the $3500, we are testing and researching most likely be under $2000. Affordable for the working force. It’s a live-work community. • Not student housing, undergraduate won’t want to live here but graduate yes, its 3 miles from Cornell and 2.5 miles from Cornell Horticultural • Applicant is pushing one key one car want people to start using transit there is a finical incentive where we make it expensive to have two cars. • How about bike racks, yes will be bike racks and EV Charging at the Townhouses, there will be a charging station working on that. • It’s a very heavily traveled area, are you looking at traffic studies, they will be and listening to DOT. • 27 spaces don’t seem like enough, should have some space if parking becomes an issue. • What will kids do there? Keeping the greenspace allows us to see what’s needed, Playground, it’s a AG community an education center. • What’s the schedule, survey is underway getting the Site Plan Approval going. • Would like to see some units with bedrooms on the first floor, more accessible for people with physical disabilities, curb less entries etc.… 3 Next meeting will be December 22, at 6PM. Planning Board Chair selection, Keifer stepping away going to take a year or so off. The Town Board has made the decision based on our recommendation. Are there any volunteers? The Planning Board is recommending to the TB that Tony Salerno would like to Chair. C. Anderson • Offers a Construction Material Class, at TC3. Speaker on heat pump techniques. Will be a lab and questions. All are welcome, TC3 Mon. 11-21-22 at 6pm room 204. • The Design Connect group is finishing up the North St. Neighborhood Project. • The 40-acre property behind A-1 has been bought by Lucente, they are looking to do Village Solar style project.
