HomeMy WebLinkAbout2022-10-25CONSERVATION BOARD October 25, 2022 Hybrid Members Present: Gian Dodici (Chair), Anne Clark, Nancy Munkenbeck (7:23 PM), Craig Schutt, Andrew Miller, Jeanne Grace, Tim Woods, Bob Beck Absent: Liaisons: Loren Sparling (Town Board), Simon St Laurent (Planning Board) Guest(s): David Weinstein The meeting was called to order at 7:00 PM Review and approval of minutes dated September 27, 2022 On motion made by C. Schutt, seconded by G. Dodici, the minutes were unanimously approved as written. Owasco Lake Watershed Management Council At the last meeting the Conservation Board was given a presentation for the Owasco Lake Watershed Management Council. G Dodici presented a resolution (attached). On the pledge the last point is practicing the recommended best management practices for land use activities within the Owasco lake watershed. They need to have an attachment of what those best management practices are. D Weinstein said if he was on the board, he wouldn’t want to endorse this until he knows what the best management practices are. A Clark says they need to reference a website or something. The board decided to table this resolution until they know what the best management practices are that they are referring to. Last month the board talked about Caroline water and what they are doing for stormwater there. C Schutt met with their stormwater person, Barry, in Caroline and said he is not a town employee just an interested person that they have appointed by the Town Board. If there is a stormwater issue, DEC tells Barry that he knows what needs to be done. He has had all the DEC trainings, but Barry does it on a volunteer basis. The board would like to see a volunteer help out our stormwater officer. C Schutt said he would think about it as he used to work in soil and water. The board is going to invite Ray and Dave to the next meeting to help them answer some questions. N Munkenbeck would like to invite Katri Haantera who is a behavioral scientist working with the Owasco Lake Watershed folks to the next meeting. She is hoping Katri can offer suggestions on successfully interacting with others to elicit change. Deer management One of the Trustees for the Village of Freeville told T Woods that the plan was going great and have submitted the request to the DEC to authorize having a deer culls within the village. They had not heard back when T Woods talked to him last but he is going to check back with the trustee. T Woods is waiting to hear back from the Village of Dryden on whether they have put in their application yet or not. These hunting drives usually happen outside of hunting season. 1729 Slaterville Road The Conservation Board sent in their recommendations regarding 1729 Slaterville Road, but the ZBA approved the original site plan. Rail Trail Update Game Farm Road has been fixed. The county took the bump out north of the future trail crossing. They are still trying to negotiate with County Highway to get approval for the crossing with the safety features so the crossing can open. In terms of the flashing lights, B Beck does not know if they will approve that yet. The county would like the town to get a hawk signal which is much more expensive and unnecessary. The crossing is very visible now in both directions. B Beck thanked County highway for getting it done well and sooner than they thought it would take.
