Anderson called the meeting to order at 6:05 pm • Craig appointed Alternate Alice Green a voting member for tonight’s meeting. 1729 Slaterville Road The owner of 1729 Slaterville Road would like to subdivide into 2 lots, the new lot would create a flag lot. The front of the 20-acre lot is in the Neighborhood Residential district where 150’ of road frontage is required, but the majority of the parcel is in the Conservation district. He has a hearing before the ZBA next month and the PB is providing a recommendation. This is a similar situation to the review that the PB did last month for a flag lot creation on Whitted Road where the owner is going to the ZBA for relief of frontage requirements. The County 239 review yielded recommendations to protect the Unique Natural Area and an intermittent stream. Edward Franzoni, owner: he has been there since 1986, it’s been a good place to be, has his office there, he hunts and fishes on the property which is a Unique Natural Area. His intentions are to build a house there. Letter from Edward: The purpose of this letter is to respond to and act upon the recommended modifications of the Tompkins County Department of Planning and Sustainability regarding a variance for the proposed subdivision of 1729 Slaterville Rd., Town of Dryden, Tax Parcel #71-1-11.1, Ed Franzoni, owner and applicant. Recommendation #1. Town requirement for applicant identification of a building envelope on the proposed new parcel in Unique Natural Area- 156. Response: The applicant has proposed a site which meets the requirement for a building 2 envelope which will not negatively impact UNA- 156. (See Appendix for the Subdivision Map dated 8/2/2022 which delineates the proposed site.) Recommendation #2. This building site excludes land within the 50 ft. buffer of the stream on the property. This proposed site is approximately 200 ft. from the intermittent stream which runs from Bethel Grove Church and the Whetzel properties. Six Mile Creek flows west approximately 600 ft. south of the proposed site. I hope this information will be helpful in the Planning Board’s deliberations. Thank you. Board discussion: • Is there any detriment to the Conservation Area • Buffering stream, 6-Mile Creek • Not to increase density • Build closer to the road, not close to the creek RESOLUTION 2022 # 7 RECOMMENDATIONS TO THE ZBA FOR SUBDIVISION VARIANCE AT 1729 SLATERVILLE ROAD. A. Green moves to recommend acceptance of the subdivision by granting relief of frontage requirement based on mitigating factors such as: 1. Only allowing one single-Family home on the flag lot. 2. No structures to be built more than 200 ft from the back property line of the lots that front on Slaterville Road: and 3. Maintain the current vegetation state in the area outside of this building envelope to preserve the UNA 2nd C. Anderson All in favor, yes 1285 Dryden Road 1285 Dryden Rd. Site Plan Review, Plantations Restaurant rebuild. The property has never gone through a site plan review, so a complete SPR will be required. They are enlarging their building footprint, Adam Fishel is the Engineer for the Plantations project; he is with owner Danielle McGuire. Plantations burned down last summer, and they are hoping to rebuild. Staying in much of the footprint former restaurant was 2000 sq. ft. with 1000 sq. ft. deck, building slightly larger with restaurant being 2600 sq. ft with 1000 sq. ft. deck. Parking would be controlled access from Dryden Rd. with about 28 striped parking spaces, the lot will be mostly gravel with the exception 3 of the apron in the DOT, ROW being asphalt. Building will be vinyl siding in Burgendy color to reflect how the restaurant was. Board discussion: • Excited to see restaurant coming back • More parking needed • Grant Relief from parking islands RESOLUTION 2022 # 8 – RECOMMENDING WAIVING FULL SITE PLAN AND ACCEPT SKETCH PLAN WITH CONDITIONS Add eight parking spaces • Waive the requirement for parking islands • Add bike rack • Reuse current sign but move out of parking lot, place more than 15 ft from road • Address the County 239 recommendations by documenting consideration of the four energy elements in the TC Energy Recommendations for New Construction (2018) • Use warm outdoor lighting no higher than 2700 CCT • Install sidewalk to connect deck stairs to shoulder of road • Standard Conditions of Approval as amended 8-14-2008 D. Tessaglia-Hymes moves to accept the Sketch Plan with recommended conditions, 2nd A. Green All in favor, yes 1922 Dryden Road Site Plan Review for Shed Sales. Retail sales is permitted by right in this Mixed-Use Commercial district. Applicant: H&S Haulers, LLC, with Owner of property: Gregg Holman Most sales are done online, over phone. Site is gravel and back from Rt. 13 so easy to get they delivered and away from the road. No salesperson on lot, no signs to get people to stop. Mostly a storage lot. No disturbance to the neighborhood, easy in and out. Board discussion: • Concerned with traffic in and out on Dryden Rd. • There should be no onsite sales PUBLIC COMMENT 4 Chris and Virginia Jordan owners of business Thee Amish Structures at 32 North Street in the Village of Dryden had objections to the ease of allowing another shed business. They sat in audience did not approach the stand with microphone to be fully heard, so most of their comments are not clear. RESOLUTION 2022 # 9 – RECOMMENDING WAIVING FULL SITE PLAN AND ACCEPT SKETCH PLAN WITH CONDITIONS • No on-site retail sales • Maximum of eleven sheds • Standard Conditions of Approval as Amended 8-14-2008 D.
