Chair J. Kiefer called the meeting to order at 6:02 pm
• Kiefer will not be attending next month's meeting – board choose Craig Anderson to
Chair.

All in favor, 7-yes.
Planning Board discussion for Sketch Plan Review, application for Whitted Road Variance,
reduced road frontage. It’s a minor subdivision with 3 lots or fewer which is handled by
Planning Department, Ray Burger as Zoning Officer. A major subdivision would come to the
Planning Board. This case owner is requesting a variance and when a variance is in a subdivision
the ZBA must pass this to the PB for a recommendation.
Board will discuss this, and the site plan is on the board to view.
• Subdivision in a Neighborhood Residential Zone where we normally have a 150’
frontage requirement. The 2 proposed front lots meet that requirement, the third lot
has only 100’ frontage but is adjacent to the Rural Residential Zone where flag lots are
allowed with only 25’ frontage required.

• Third lot flagpole will serve as a driveway to the larger acreage in back with only a
single-family home to be built. Should not be any visual impact from the road as house
will not be seen from road.
J. Kiefer moves to recommend to the ZBA that the PB supports granting the variance with our
recommendation that no building be built or placed in that 100’ wide spot.

J. Kiefer opens discussion about the Planning Board’s role in developing a project plan for how
to implement the comp plan update through zoning law amendments.
• Maybe review how this was done after the 2005 Comprehensive Plan
• Town Board will need to discuss this.
• Climate Action Plan is a standalone, maybe Climate Smart, Clean Energy Task Force and
maybe the Affordable Housing Task Force would go through the Comp. Plan and say
these things may be in the scope of their work. Delegate zoning changes that may be in
their jurisdiction.
• Getting expert help with zoning.
Ray Planning Dept. updates,
• Design Connect Group at Cornell loved the project that started here with Craig. The North
Street neighborhood is going to get a concept plan.
• The South Hill Rec Trail Rec Way Extension is close to getting a NYSEG easement given to
the 4 towns involved.
• Training opportunities with the AOT and NYPF this fall; look for your email from Joy and if
interested she will register you.
• A year ago, I anticipated that the Lucente’s would be coming to us with a proposal for a PUD
in Varna I think they may be close to bringing that to us.
Dan Lamb Town Board updates,
• We did talk with Rocco Lucente we emphasized we didn’t just want market-rate student
housing. He told us it would not be student housing and what he proposes is more toward
work force housing and addressing the need we have in this community to stop so many
people from commuting in and this would be a Green Project. Told him to read the new
Comp. Plan. and the Varna Plan.

• We looked at 2 unsafe structures. We are being careful on not just acting but being
compassionate with the owners. Knowing there are safety concerns, so we are still
reviewing them.
C. Andersons shared there is a training opportunity about concrete at TC3 on September 21, 6-7:30
PM, room 204 presented by Ashley Hatfield who works for the USGS out of Washington. She will
discuss past, present and future of concrete and in other countries as well. All the Boards are
welcome to attend.
Next regular Planning Board Meeting will be Sept. 22, 2022
