I will have that completed before the meeting on the 28th. I will also send out the updated Appendices with table of contents with these other items. As you know we had received multiple comments regarding the accuracy of the maps in the document. While I was reviewing the Future Land Use Map (#15), I realized that there was a significant and glaring error in the Wetlands and Floodplains Map (#3). The map scale for Map 3 was incorrect. We have fixed Map 3, and that has influenced changes to Map 15. Map 15 has been updated to reflect the significant ecological corridors within the town that relate to streams and significant wetland areas. RESOLUTION 2022-#1 RECOMMENDING THAT THE TOWN BOARD ADOPT DRYDEN2045 AS AN AMENDMENT TO THE 2005 TOWN COMPREHENSIVE PLAN WHEREAS, in 2019 the Town Board asked the Planning Board to make a recommendation on whether the town should update its 2005 Comprehensive Plan; and WHEREAS, the Planning Board recognizes that 2005 Comprehensive Plan will continue to provide useful and relevant guidance on topics such as recreational resources, agricultural protection, and residential development, based on principles of natural resource conservation and smart growth and, 4 WHEREAS, during a review of the 2005 Plan, The Planning Board concluded the 2005 Plan lacks guidance on critical topics such as climate change, transportation, and diverse/affordable housing choices, and WHEREAS, in 2019 the Planning Board recommended to the Town Board that the 2005 Plan be updated and offered to manage the work; and WHEREAS, in Resolution #84 of 2019 the Town Board charged the Planning Board to “manage and execute a general update to the Town Comprehensive Plan”; and WHEREAS, the Planning Board agreed to serve as Steering Committee for the work. The Committee also included Dan Lamb, representing the Town Board, and Ray Burger, representing the Planning Department; and WHEREAS, the Committee chose Environmental Design and Research, using a competitive selection process, to prepare the update; and WHEREAS, the update was named Dryden2045 in recognition that it is a 25 year plan for the town; and WHEREAS, the Planning Board conducted a public hearing on Dryden2045 on March 24, 2022; and WHEREAS, the Steering Committee has completed its work on Dydren2045; and NOW, THEREFORE, BE IT RESOLVED that the Planning Board recommends that the Town Board adopt Dryden2045 as an amendment to the Town 2005 Comprehensive Plan; and BE IT FURTHER RESOLVED that as the Town Board considers implementation of the many recommendations in Dryden2045, that it place emphasis on critical needs associated with climate change, transportation, and affordable housing choices in the town; and 5 BE IT FURTHER RESOLVED that the Planning Board recommends that the town’s Recreation Master Plan be updated and formally adopted; and BE IT FURTHER RESOLVED that the Planning Board wishes to formally thank members of the public for their participation in development of Dryden2045; and BE IT FURTHER RESOLVED that the Planning Board wishes to formally thank members of Dryden’s volunteer committees and boards for their reviews and comments on Dryden2045. 4/21/22 jak draft#1 4/27/22 jak/ca draft #2 Motion to approve, C. Anderson Second: T. Salerno All in favor 6-Yes, Simon No Ray reports, 1. 1061 Dryden Road -Evergreen Townhomes was a PUD approved in 2017 for 36 dwellings comprising 108 bedrooms. The six buildings were about 149x62 ft. each. The PUD was amended in 2018 to be 36 units and 84 bedrooms with buildings 149x52 ft. Now M&R Entities is proposing to build 42 units with 90 bedrooms with buildings 144x47 ft. The PB is to review this pursuant to Town of Dryden Code Section 270- 10 See https://ecode360.com/34362776 As I see it the Concept Plan is still valid and this application is for a modification to the Development Plan. Therefore the PB can make a “…recommendation to the Town Board that the development plan be approved as submitted, approved with modifications, changes or conditions, or rejected. Any modifications, changes or conditions, and reasons for rejection shall be detailed in the recommendation.” Code Section 270-10.4 D. 4. The TB will hold a public hearing at their May meeting. Bad corner, poor driveway views, crosswalk and bus stop needed. • Suggested that Town Board members go and spend some time looking at these concerns. • Suggested that the units be Affordable housing, with affordable utilities, making units be all electric no fossil fuels. Electric car charger be in place for all units. • G. Slone confirmed no fossil fuel, air source heat pumps will be used for heating and hot water. RESOLUTION 2022-#2 The Planning Board recommends to the Town Board to adopt this plan and to take a careful look at the traffic issue and also to confirm that the Stretch Code is applied. SUP Application for a Home occupation Level II Ray reports, 2. 366 Virgil Road is an SUP application for a Home Occupation Level 2 business. Second Knob Gifts and Antiques, LLC (which includes Shots by Shana Photography) is closing down their storefront at 129 North Street. The owner proposes to relocate the business to a 1500 sq ft building behind their residence at 366 Virgil Road. The TB would welcome recommendations relative to the site plan (application and SEAF attached). The TB will hold a public hearing at their May meeting. Applicant Shana Karn answers Boards questions. • No public in store, occasional person picking up their order at the door. • Parking, 3-spaces off McClintock Rd. • Deliveries, mostly USPS, rarely UPS maybe once every 2 weeks. • No items on lawn for sale, has a few of larger Antiques from father to get rid of will be on side of garage in the back. • Employees, has one will be full time. 7 RESOLUTION 2022-#3 recommends that the Town Board approve the Site Plan for this project. Wilson All in favor - Yes Next, we have The Outdoor sign discussion, Ray reports, Paul Simonet from Park Outdoor (owner of most of the billboards along Route 13) would like to make a presentation to the PB about the new electronic signs used in this industry. Our sign law Code Section 270-9.4 (https://ecode360.com/34362721 ) does not presently allow electronic signs, but maybe there are some benefits that make amendments to our sign law worth exploring. Having one LED billboard along Route 13 may allow us to consolidate/eliminate a few of the existing larger billboards. It would also allow for Town of Dryden messaging (such as when we have comp plan meetings to advertise) and other PSAs. I've attached a draft PowerPoint that Paul may use *Park Outdoor Sign Presentation as attachment Board thoughts, lots of discussion on if Dryden needs these types of signs, lots of questions on size, lighting, placement, quantity. Most feel if done correctly and maybe only 1 or 2 in Dryden would look nice. Board wants to take 30 days to poll residents to see what thoughts are. Asked for more details and specifications from Owner. Will meet again on this. Planning Dept. reports they are getting more projects in to review. Town Board reports we are making progress on the Rail Trail underground, laying conduit for the Broadband. Next regular Planning Board Meeting will be June 23, 2022 Meeting adjourned 8:45 pm Respectfully submitted, Joy Foster May 17, 2016 Mr. Gary Sloan 117 Horton Drive Ithaca, New York 14850 RE: Proposed 1061 Dryden Road Townhomes, Town of Dryden, NY Traffic Impact Assessment Dear Mr. Sloan: The purpose of this technical letter is to provide an assessment of potential traffic impacts and mitigation needs, if any, related to development of the proposed 1061 Dryden Road Townhomes along NYS Route 366 (Dryden Road) in the Town of Dryden, Tompkins County, New York. The following outlines the results of the study. Existing Conditions The study area consists of the intersection of Dryden Road and the Pineridge Residences driveway in the Town of Dryden, New York, as referenced above. The site location is depicted in Figure 1 – Site Location and Study Area (all figures are included at the end of this letter). Dryden Road (NYS Route 366) is owned and maintained by the New York State Department of Transportation (NYSDOT). The highway is functionally classified as an urban minor arterial type highway with a posted speed limit of 45 miles per hour (MPH) with the immediate study area. Dryden Road is generally an east-west highway with one travel lane in each direction. According to the most recent traffic volume data collected by the NYSDOT in 2013, the Annual Average Daily Traffic (AADT) along Dryden Road in the vicinity of the site is 7,126 vehicles per day (vpd). Existing AADT information was obtained from the NYSDOT Traffic Data Viewer. The lane geometry at the study intersection and the AADT are depicted in Figure 2. Peak hour traffic volumes were collected by SRF & Associates on Monday, May 9, 2016 for the weekday commuter PM peak hour between 3:45-4:45 PM at the study intersection of Dryden Road/Pineridge Residences. Peak hour volumes for the weekday commuter AM period were obtained from NYSDOT hourly traffic volume data along Dryden Road. Historical AADT traffic volumes were reviewed to determine if adjustments to the volumes were needed to establish 2016 existing base conditions. Based on a slight increase in AADT between 2010 and 2013 according to the Historical Traffic Count Trends in Tompkins County, NY report (Ithaca-Tompkins County Transportation Council, 2015) a 0.5% growth rate per year over the last three years was applied to the 2013 traffic volumes to establish 2016 existing base conditions. The peak hour traffic periods generally occurred between 8:00-9:00 AM and 3:45-4:45 PM. The Town of Dryden was contacted to discuss current projects within the project study area that are currently under construction and/or approved. There are no identified projects. To account for normal increases in background traffic growth, including any unforeseen developments in the project study area, a growth rate of 0.5% per year based on historical traffic volumes on Dryden Road has been applied to the existing traffic volumes in the study area for the one-year build-out period. The background traffic volumes are depicted in Figure 4. Proposed Development The proposed development consists of constructing 36 residential townhomes with access onto Dryden Road via a single driveway. The proposed concept site plan is shown on Figure 5. The next step in the evaluation is to determine the additional traffic attributable to the development as defined, vehicle trips entering and exiting the site. The Trip Generation, 9th Edition as published by the Institute of Transportation Engineers (ITE) was used as a reference for obtaining this information. The trip rate for the peak hour of the generator may or may not coincide in time or volume with the trip rate for the peak hour of adjacent street traffic. Volumes generated during the peak hour of adjacent street traffic, in this case, the weekday AM and PM peaks, represent a more critical volume when analyzing the capacity of the system; those intervals will provide the basis of this analysis. The volume of site-generated traffic has been estimated based on ITE Land Use Code 230, as shown in Table 1. All trip generation calculations are included in the attachment to this letter. TABLE I - SITE GENERATED TRAFFIC VOLUMES Description Units AM Peak PM Peak Enter Exit Enter Exit Townhomes 36 4 19 17 9 The proposed development is anticipated to generate 4 entering/19 exiting vehicle trips during the AM peak hour and 17 entering/9 exiting vehicle trips during the PM peak hour. The cumulative effect of site-generated traffic on the transportation network is dependent on the origins and destinations of that traffic and the location of the access drive serving the site. The proposed arrival/departure distribution of traffic generated at this site is considered a function of several parameters, including:  Employment centers in the area;  Proximity to Cornell University and the City of Ithaca;  Existing traffic patterns; and  Existing traffic conditions and controls Based on these parameters, Figure 6 shows the anticipated trip distribution patterns for the proposed development. Figure 7 illustrates the peak hour site-generated traffic based on those percentages. Figure 8 combines the background conditions (Figure 4) and the site-generated trips (Figure 7) to establish the anticipated future traffic volume under full development conditions during the AM and PM peak hours. Traffic Assessment Proposed 1061 Dryden Road Townhomes Town of Dryden, NY 3 May 17, 2016 Capacity Analysis Capacity analysis is a technique used for determining a measure of effectiveness for a section of roadway and/or intersection based on the number of vehicles during a specific time period. The measure of effectiveness used for the capacity analysis is referred to as a Level of Service (LOS). Levels of Service are calculated to provide an indication of the amount of delay that a motorist experiences while traveling along a roadway or through an intersection. Since the most amount of delay to motorists usually occurs at intersections, the capacity analysis specifically focuses on intersections. Six Levels of Service are defined for analysis purposes. They are assigned letter designations, from "A" to "F", with LOS "A" representing the best conditions and LOS "F" the worst. Suggested ranges of service capacity and an explanation of Levels of Service are included in the attachments. The standard procedure for capacity analysis of signalized and un-signalized intersections is outlined in the Highway Capacity Manual (HCM 2010) published by the Transportation Research Board. Traffic analysis software, Synchro 8, which is based on procedures and methodologies contained in the HCM, was used to analyze operating conditions at the study area intersections. The procedure yields a Level of Service (LOS) based on the HCM as an indicator of how well intersections operate. Existing and background operating conditions during the peak study periods are evaluated to determine a basis for comparison with the projected future conditions. The future traffic conditions generated by the proposed development were analyzed to assess the operations of the study area intersections. Capacity results for existing, background, and full build-out conditions are listed in Table II. The discussion following the table summarizes capacity conditions. All capacity analysis calculations are included in the attachments. An LOS of “C” is projected for the northbound approach at the proposed driveway location during both peak hours; however, this condition is acceptable. A detailed discussion regarding the Sight Distance Evaluation at the proposed driveway is described in the following section. Based on the capacity analysis results, no mitigation is warranted or recommended. Sight Distance Evaluation Sight distance was investigated at the proposed driveway location along Dryden Road. Sight distance is provided at intersections to allow drivers to perceive the presence of potentially conflicting vehicles. This should occur in sufficient time for a motorist to stop or adjust their speed, as appropriate, to avoid a collision at the intersection. Sight distance is also provided at intersections to allow the drivers of stopped vehicles a sufficient view of the intersecting highway to anticipate and avoid potential incidents. If the available sight distance for an entering or crossing vehicle is at least equal to the appropriate stopping sight distance for the major road, then drivers have sufficient sight distance to anticipate and avoid collisions. To enhance traffic operations, intersection sight distances that exceed stopping sight distances are desirable along the major road. A Policy on Geometric Design of Highways and Streets published by the American Association of State Highway and Transportation Officials (AASHTO), 2011, was used as a reference to establish the required stopping sight distance and desirable intersection sight distance for the proposed site access driveway location. Required stopping distances and desirable intersection sight distances are based on the design speed for a given section of roadway; generally, the design speed is the posted speed limit plus 5 MPH. In this case, the posted speed limit along Dryden Road in the vicinity of the site is 45 MPH. Hence a design speed of 50 MPH was used. The required stopping sight distance and desirable intersection sight distance based on the design speed is shown in Table III. To the right (easterly direction), the required SSD is met, but the desirable ISD is not met. Given that the required SSD is met and the proposed driveway is located immediately adjacent a posted bus stop (advanced warning signage posted for westbound traffic prior to the stop, at Pineridge Residences) with the likely understanding this is a known “slow down” area, and the condition is borderline for the desirable ISD, no mitigation is recommended. Any brush and foliage along the sight lines should be maintained to ensure maximum visibility. Traffic Assessment Proposed 1061 Dryden Road Townhomes Town of Dryden, NY 5 May 17, 2016 Conclusions and Recommendations This study evaluates the potential traffic impacts resulting from full build-out of the proposed 1061 Dryden Road Townhome Development. Based upon this analysis, the results indicate that the proposed development will not have significant adverse traffic impacts to the existing roadway network. The following sets forth conclusions and recommendations based upon the results of the analyses: 1. The proposed development is anticipated to generate 4 entering/19 exiting vehicle trips during the AM peak hour and 17 entering/9 exiting vehicle trips during the PM peak hour. 2. The capacity analysis results show that all approaches operate at LOS “C” or better during both peak hours under all conditions. An LOS of “C” is projected for the northbound approach at the proposed driveway location during both peak hours; however, this condition is acceptable. 3. The available sight distance along Dryden Road exceeds the required SSD and desirable ISD at the proposed driveway location to the left (westerly direction). To the right (easterly direction), the required SSD is met, but the desirable ISD is not met. Given that the required SSD is met and the proposed driveway is located immediately adjacent a posted bus stop (advanced warning signage posted for westbound traffic prior to the stop, at Pineridge Residences) with the likely understanding this is a known “slow down” area, and the condition is borderline for the desirable ISD, no mitigation is recommended. Any brush and foliage along the sight lines should be maintained to ensure maximum visibility. 4. No significant adverse impacts are projected as a result of the proposed development with the potential left-turn lane mitigation in place.
