McRae Others: Leonardo Vargas-Mendez (TB), James Skaley (TB) Chair John Kiefer called the meeting to order at 6:02 pm There are no public comments Approve the minutes from 1-27-22 Planning Board Meeting also approve the 2-9-22 Steering Committee Meeting Motion to approve: J. Wilson Second: T. Salerno All in favor- Yes J. Kiefer activated the Alternates A. Green and S. St. Laurent to be able to vote tonight. Town Board presents a Draft Resolution- Affordable and Workforce Housing Committee, discussion with Planning Board Members asking for their comments. The Resolution was edited during the discussion. Draft RESOLUTION ESTABLISHING A TOWN OF DRYDEN AFFORDABLE AND WORKFORCE HOUSING COMMITTEE Whereas, Tompkins County grew moderately in the last ten years, while the percentage of senior citizens increased and youth population decreased, indicating changing housing needs, Whereas, new census data indicates that the Town of Dryden lost population, Whereas, in the last six years, only 77 single family houses and 119 multi-family units were constructed, 2 Whereas, of the 1891 rental households in Dryden, 46.2% are cost burdened and 27.3% are severely cost burdened. Whereas, from 2010-2019, the median income of renters has dropped 14.1% while median income for homeowners has increased 5.8%, therefore, be it Resolved, that the Town of Dryden will establish an Affordable and Workforce Housing Committee to focus on housing deficiencies and identify various impediments to the construction and rehabilitation of such housing in the Town and the Villages, and further Resolved, the committee shall promote developer interest to increase the number of workforce units in the Town, and further Resolved, this committee shall report to the Town Board and be comprised of elected Town Board members, representatives of the two villages, the Planning Board, and other knowledgeable persons who may contribute to the efforts of the committee. Discussion points: • Add statistics regarding cost burden • Consider owner-occupied as well as rental • The focus of this group will be researching options • Comp plan speaks to this issue and makes recommendations • Solution requires developers (get them or realtors on committee) • Look at strategies utilizing public subsidies (and get a knowledgeable member on committee) • Vision for the future • Improve quality of life access to everyone • Possible Grants • Bringing in other Developers interested in affordable housing • Would be different from low-income housing Intermunicipal committee, currently have 2 representatives from the Villages being Mike Murphy and Miles McCarthy along with Martha Robinson, Leo Vargas-Mendez and James Skaley. PB wonders if having 2 TB members on committee would be a problem with the public. It seems typical of a committee to have Board Members; this is an Advisory to the TB not a Policy Board. Would Task Force be better than calling it a committee? Would like others with their specialties to join such as Realtors. D. Lamb (TB) reports that the Freeze Rd. bridge is moving along. R. Burger (PD) reports that there haven’t been any projects to review recently, but there are a few applications in the works, one being a Sports Field/Complex for indoor Soccer. This would be behind the Pet Vet Clinic on Dryden Rd. And the other is amending the PUD at 1061 Dryden Rd. 3 Next regular Planning Board Meeting will be March 24.
