Rick Fritz, Code Official Francis Casullo, Attorney MOVED by Councilperson Gamel, seconded by Councilperson Young, to approve the minutes of the October 12, 2021 Town Board Meeting as presented. Ayes - Young, Klumpp, Gamel, Scheffler RESOLUTION #21‐068 ‐ APPROVE PAYMENT OF INVOICES MOVED by Councilperson Gamel, seconded by Councilperson Klumpp WHEREAS, vouchers for Abstract #11 for the Year 2021, numbered 476 - 516 were reviewed and audited by the Town Board, be it RESOLVED, that the Town Board hereby approves said vouchers for the accounts and in the Total amounts as follows: Ayes - Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Monthly Reports: Charles Rankin, Bookkeeper - Was not present but had requested a budget transfer. Town Board Minutes Page 2 November 9, 2021 RESOLUTION #21-069 - 2021 BUDGET TRANSFER MOVED by Supervisor Scheffler, seconded by Councilperson Young RESOLVED, that the Town Board hereby approves the following 2021 Budget Transfer: General Fund - Town Wide: From: Contingency, A1990.4…………………………………...$3,000.00 To: Town Clerk, Records Management Clerk, A1410.12……..3,000.00 Ayes - Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Clerk Scheffler explained that the transfer of funds was to pay the 2nd Deputy. W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review. We’ve been busy doing Life Safety Inspections and a few people who are closing out their building permits. It’s been busy this month. Michael Perkins, Highway Superintendent - Was not present but a report was given for him by Ellard Keister. Ellard Keister (Highway Superintendent Elect) - We don’t have much to report. Getting everything checked out and ready for winter. We are buttoning up our big projects out on the roads and in transition time, getting ready for the snow. April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's review. Denise started on November 1st and she is learning all the programs and doing really well. She will be a good addition to the office. A call was received from a man who has a plot in Peruville Cemetery and his wife has passed away. The name is shown on the map that we have. The Clerk and Mr. Keister will visit the cemetery, locate the plot, and contact the lot owner. Francis Casullo, Attorney for the Town - Had nothing to report. John J. Norman, Town Justice - Was not present. Councilperson Crystal Young as Representative to Joint Youth Program - We had a meeting in October. Jennifer is continuing to do a great job with all the fall and winter programing, basketball, wrestling, baby sitting classes, etc. Cabin Fever is planned for Saturday, March 5th and she just heard that the grant she submitted was accepted, so she got $1,000 towards that. We are meeting monthly with the Legion about the concerts for next year and she has put in a grant for that as well. We’re looking at sponsorships for the concert series so that maybe we can have some more popular bands that we couldn’t otherwise afford. Town Board Minutes Page 3 November 9, 2021 RESOLUTION #21‐070 ‐ EXTEND DEADLINE TO PAY TAXES WITHOUT PENALTY FOR SENIOR CITIZENS MOVED by Supervisor Scheffler, seconded by Councilperson Gamel RESOLVED, that the Town Board hereby authorizes the extension of five business days for the payment of taxes in full, without interest or penalty, to Town of Groton resident senior citizens who receive either the Enhanced STAR Exemption or a Senior Exemption on their principal residence within the Town of Groton. Said extension shall apply to their principal residence only. Ayes - Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Privilege of the Floor: Roberta Nilson - Had spoken to the Board a couple months ago about solar arrays. The Board had indicated that they were interested in a lawsuit that she had mentioned and she brought a copy of that for the them. She was wondering if CS Energy had provided an updated map and Supervisor Scheffler said that they had and would get her a copy of that. Announcements:  Planning Board Meeting - November 18 at 7:30 pm  Zoning Board of Appeals Meeting - November 17 at 7:00 pm There being no further business, Councilperson Gamel moved to adjourn the meeting, seconded by Councilperson Klumpp, at 5:30 pm.
