Attending: Alice Green, Chair; Members: John Keifer, Joe Wilson, Nancy Munkenbeck, Marie McRae, Chuck Geisler, Town Board Liaison: Loren Sparling; Climate Smart Consultant: Terry Carroll; Planning Director: Ray Burger Approval of December Minutes: Moved by Joe; seconded by John; Unanimous Approval Restructure Task Force for 2021 - Alice New coordinator and /or rotating minute takers? Alice agreed to stay on temporarily as Chair. John offered to help with Agendas and coordinating during meetings. Joe will take these Minutes. Agendas and Zoom Link will be posted on the Town Website the day before each meeting. Joy Foster in the Planning Department will be responsible for posting. Meetings will be monthly, 5-7pm on second Tuesday of each Month until further notice. New Clean Energy Actions Guidance/and Dryden Options-Terry- (See email attachments) -- Terry presented using Power Point slides. He will share them with the Task Force. This year’s NYSERDA grant programs were explained. Terry shared the latest version of the “Clean Energy Communities Points Estimator Tool” he had prepared for us. A discussion about what and how to achieve some of the High Impact Actions and become eligible for grants and a Climate Smart Silver designation followed. Agreed steps: • Energy Code Enforcement Training-200 points: Should the Town adopt the NY Stretch Energy Code, training will be provided through NYSERDA. In person training is required, so this may take a while. • Clean Energy Upgrades-500 points: Upgrade of Town Hall geothermal system is in the coming year’s budget. Ray will monitor progress. • Clean Heating and Cooling Demo-500 points: This involves documenting and publicizing the Town Hall geothermal/heat pump upgrade. Alice will follow up. • 100% Renewable Energy-500 points: John will pursue including doing the paperwork. • LED Street Lights- 700 points: This is in the design stage. Alice will check on progress with Jason and Rick Young. • Benchmarking-Municipal Buildings-100 points: Being done but requires documentation of two years. DPW Secretary Katelyn Rich has taken over the monthly entries; we don’t have 2 years of data yet. • Benchmarking-Advanced Repoarting-200 points: Same as above. • Clean Fleets-Light/Medium Duty Vehicles-300 points: New EV for Code Enforcement Officers could be in 2022 budget. Ray will follow. • Community Choice Aggregation-1500 points: Loren will ask to join the Countywide effort led by Ithaca Town Supervisor, Rod Howe. • NY Stretch Energy Code-1500 points: Town Board Members are interested and are waiting for Planning Board Recommendation. John presented a Draft Resolution supporting adoption on behalf of this Task Force. After discussion, an edited version of this Draft was moved by Alice, seconded by Joe. Approved Unanimously. • Community Campaigns-Clean Heating and Cooling and Energy Efficiency-200 points: To earn points, 10 residents must follow through. Marie will work with Heat Smart Tompkins Coordinator, Lisa Marshal, to facilitate a campaign in Dryden. Dryden Consideration of NYS Stretch Code – As noted above, after discussion a Resolution supporting adoption of the Stretch Code prepared by John was unanimously approved. It will be shared with both the Planning Board and Town Board. The Planning Board is expected to take action at its February meeting. Update on Planning Board Comp Plan Update/ Climate Smart Work Climate Action Plan - John provided an Update. Terry explained the different methodologies used by the Update consultants and the County Planning Department in preparing their respective Community Green House Gas Inventories. After discussion, it was agreed that John, as Chair of the Update Steering Committee, would approach the Update Consultant’s adding information to its current Draft Inventory which uses the Planning Department’s methodology. County Hazard Mitigation/Resiliency Plan: Dryden Action Steps- Nancy and David Sprout are Dryden liaisons on this project. Discussion on next steps was postponed till the March meeting due to the lateness of the hour. Adjourn: 7:01 pm
