Avery, Town Clerk Other Town Staff: Amanda Anderson, Bookkeeper Supv Leifer opened the meeting and budget public hearings at 6:03 p.m. If no changes are made after the public hearing the property tax rate for the four main town funds (A, B, DA, and DB) will rise by approximately 2% (from approximately $4.99 to $5.08 per $1000 of assessed value). This primary differences between the 2020 and 2021 budgets are the following: 1. Appropriations for planned capital projects, such as broadband, Freese Road Bridge, the Rail Trail, and needed maintenance and repairs to the town hall. 2. Reduced non-tax revenue due to expected reductions in state funding. 3. Special Districts (Water, Sewer, Lighting) also have upcoming capital projects that are accounted for in this budget. Michele Robinson of Etna Fire Department was present and told that no changes had been made to the department’s budget request. There were no questions from the public and the public hearings were closed at 6:25 p.m. RESOLUTION #131 (2020) – ADOPT 2021 ASSESSMENT AND SPECIAL DISTRICT ROLLS Supv Leifer offered the following resolution and asked for its adoption: RESOLVED, that this Town Board hereby adopts the Special District and Assessment Rolls for the Town of Dryden for 2021. 2nd Cl Servoss Roll Call Vote Cl Sparling Yes Cl Servoss Yes Cl Skaley Yes Cl Lamb Yes Supv Leifer Yes RESOLUTION #132 (2020) – ADOPT 2021 BUDGET AND SPECIAL DISTRICTS BUDGETS Supv Leifer offered the following resolution and asked for its adoption: TB 11-5-20 Page 2 of 4 RESOLVED, that this Town Board hereby adopts the preliminary general budget as presented as the Town of Dryden’s general budget for 2021, and it is further RESOLVED, that this Town Board hereby adopts the preliminary special districts budgets as the Town of Dryden special districts budgets for 2021. 2nd Cl Servoss Roll Call Vote Cl Sparling Yes Cl Servoss Yes Cl Skaley Yes Cl Lamb Yes Supv Leifer Yes RESOLUTION #133 (2020) – AUTHORIZE FIRE AND AMBULANCE CONTRACTS Supv Leifer offered the following resolution and asked for its adoption: RESOLVED, that this Town Board hereby approves the following fire and ambulance contracts for 2021 for the amounts listed and authorizes the Supervisor to execute the same: Neptune Hose Company No. 1 of Dryden, Inc. $443,000 Varna Volunteer Fire Company, Inc. 281,238 W.B. Even though the water and sewer districts exist in a small part of the town, the entire population of the town is considered. USDA is looking into the possibility of other funding sources. He has called the Office of Community Renewal who has CDBG funds and will look into how they may fit in. The applications for the Facilities Corporation are virtually complete and he will forward those to Supv Leifer for signature. The income survey is about half way complete and the consultant will be sending people to visit residents in the next few weeks.
