1. Approval of Minutes:
There were no changes to the March minutes. Approved.
2. Member Comments / Concerns: None
a. Consider modification to agenda:
Mr. Engman suggested that Climate Control is a hot topic and the Town should stay on
top it.
3. Coddington Road Sewer Line Extension Discussion:
Mr. Weber said the Town would try to get both the water main and sewer line extensions
done before the road reconstruction by the County. He explained that the Town would
eliminate the South Woods pumping station that pumps uphill and replace it with a pump
on Coddington Road that would save money on energy costs. Mr. Smith stated that there
are currently 56 lots that would be served by a sewer line extension with an addition build
out of 109; more if made into two-family dwellings.
Mr. Weber said the cost would be determined on the number of users but about $21,400.
per unit based on 56 units, as an example. There was a discussion about the possibility of
development of the 62-acre lot previously owned by Rubin, including two story apartments
with more discussion on related cost, zoning development, and mixed use issues.
Concerning the age/condition of septic system in the area Mr. Weber said he and the
Tompkins County Health Department may be able to assess the viability of the current
septic systems.
Mr. Engman suggested that Mr. DePaolo ask the County about what happens to the
assessment once the sewer line is put in.
Mr. DePaolo wondered if the Comp Plan would include public transportation.
Discussions will continue next month.
4. Grant for Inlet Valley Cemetery:
Mr. Engman said that grants are available and asked how much should be applied for.
There was discussion of using ground penetrating radar available through Spectra. Mr.
Weber had an estimate of $4,650. for a 10x400 foot strip along the wall to show if graves
are near the wall in need of repair. Mr. Engman asked for a quote to have the whole
cemetery done since caskets were placed randomly after a flood. He also would like to
know if the Cemetery Association would pay the cost of having the total area done. Mr.
Weber said it would be between $10,000 and $25.000 for radar, headstone repairs, and
wall repairs. Mr Engman thought it wise to double check the standards of grave locations
near walls and suggested obtaining a survey.
5. Forest Home at Wall / Sidewalk Work:
Mr. Engman noted that the County will be repairing the upstream bridge starting July and
finishing in November, 2013. Therefore, he thought this would be the appropriate time for
the wall and walk work to be performed. There were discussions about the degree of wall
repair, location of the sidewalk, history of the previous wall, easements, pedestrian safety,
liabilities and alternatives. More information will be gathered to discuss at next month’s
meeting.
6. Fleet Replacement:
Mr. Weber adjusted the Fleet Replacement Budget to better reflect the goal of $650,000.
to $700,000. per year. A correction will be made on the amount listed for a shoulder
machine that should be moved to the Sewer Jet and Sewer Vacuum lines in 2016. He
also noted that the cost for diesel motors will go up because of Tier IV Air Quality Act.
7. Project Updates (Mr. Weber):
Triphammer Road T-main final pavement repair and trees are being replanted by the
Town for Bolton Point.
Sewer relining on Penny Lane.
Culvert replacement at Juniper and South Hill trails.
Looking at Stream Set Back Law for Six Mile Vineyard Project.
Waiting to hook into Longview. Danby Road water main will connect to the new main
being constructed by Longview.
DOT is repairing a culvert on East Shore Drive between East Shore Drive Park and the
Sailing Center.
