Town of Ulysses
Comprehensive Plan Committee
April 24, 2007
Approved with corrections 08/20/07
Present: Sue Poelvoorde, Bob Brown, Heather Filiberto , Rod Hawkes, David Kerness,
Sue Ritter, Bob Weatherby, John Wertis, Deputy Supervisor Dick Coogan
Absent : Elizabeth Thomas, Rod Hawkes .
Ms . Poelvoorde called the meeting to order at 7 : 12 pm . She presented the minutes from
the March 27 , 2007 meeting; she noted content corrections to be made . Mr. Wertis made
the MOTION to approve the minutes , Mr. Tyler seconded the MOTION. The vote on the
MOTION was unanimous, MINUTES APPROVED WITH CORRECTIONS .
Ms Poelvoorde stated the Survey update is as follows :
a. survey has been provided by SRI, this is the scannable form .
b . we will be doing the letter on Town letterhead, envelope to return will be included to
send to SRI.
c . Business reply permit, we are allowed to use SRI ' s .
d. Eagle envelope will be printing letters and surveys , they have done printing for SRI.
Ms . Ritter stated Penny at Eagle Envelope states they can get the work back quickly. The
survey involves multiple machines for printing and stapling. They cannot trifold the
survey. She stated we would need volunteer groups to assemble the packets for mailing.
Mr. Tyler asked what the cost would be in large envelopes vs . letter envelopes so
everything is not folded .
Ms . Ritter stated there might be an issue with bulk mailing rate, the cost was based on
letter envelopes using Mailboxes of Ithaca.
A discussion led to having committee members have a "stuffing party" Saturday, May 5 ,
l Dam to 1 pm, and Tuesday, May 8 . 7pm to 9 pm .
Ms . Poelvoorde stated the RFQ was completed and posted on the Planning Federation
website . She has had six companies respond, Bergman Associates (Andy Raus) she met
with him Friday and drove around town . he had done work for the Town of Dix and
Cayuta. She has had responses for LaBarge, Sakordy, Toma, McKenna Associates and
Environmental Design Research, Inc . She was very happy with the number of responses .
She stated Mr. Coogan had emailed to her draft for the Corridor Access Plan multiple
municipalities are working on. This involves Tompkins County, Town of Ulysses, Town
of Ithaca, and the City of Ithaca they are looking to review the impacts of development
along Route 96 , especially in relationship to transportation needs, housing growth and
further impacts on the Town. He asked the committee to review for comments .
Mr. Coogan stated this is a preliminary draft by Ed Marx , Jonathan Kantor, Tim Loge.
They are all contributing funds to compile the plan, the County is providing $25 ,000,
the municipalities are contributing $ 8000 , Ithaca Tompkins County Transportation is also
involved .
Ms . Poelvoorde noted there are a lot of processes happening simultaneously but this
process could be incorporated into the Comp . Plan, they recognized transportation and
traffic is an issue .
Mr. Tyler stated Route 79 , Route 96 and Route 89 are all channeling from and to Ithaca,
this has been an issue for years . ..

A lengthy discussion involving the improvements with the Main St. Project, areas to
focus, it was brought to attention this is a long term plan to address transportation in the
County, Route 13 via Dryden was reviewed, Route 96 is next on the list, the other Routes
will be reviewed at a later time. It was decided it would be advantageous to have this
information.
Mr. Coogan asked if after reading the draft if there were comments or suggestions to get
them to him by May 9`h
Ms . Poelvoorde stated at the last meeting Mr. Coogan had informed the member there f
maybe funding available. Since, that time Krys Cail had approached the Planning Board
regarding this potential planning source.
Mr. Kerness stated she would like to do this for this area, but she does not feel they she
can take the money for this .
Ms . Poelvoorde stated they would probably roll it into the consultant position. She got the
information via email yesterday and they are not 100% sure how it would work.
Mr. Coogan stated they are offering the funds for farmland planning, development. It is a
first come, first serve basis . She has done some work on a project that could tie into this
and she is willing to share and assist with this process to obtain the funding.
A discussion of the grant concluded the members would like to have Mr. Coogan work
with Ms . Cail, Ms . Poelvoorde and others as needed to obtain the grant for the farmland
planning portion of the Comp . Plan. The information was not available but he will pursue
the grant application information.
Mr. Kerness will be meeting with Yasmin SRI regarding the statistical analysis, what will
be provided and what the committee is looking for.
Ms . Filiberto stated the statistical data is provided in the Code Book, this contains the
mean, minimums and maximums . We need to provide the statistical format we want as
the final product.
Mr. Kerness stated the West Shore Homeowners Association survey is out, he would like
to inquire if this group would like the results from that survey once compiled.
The general consensus was this would be a valuable tool for the members to have.
Ms . Poelvoorde stated the next meetings would be
Assemble survey-05/05/07 loam to 1p, 05/08/07 7pm to 9pm .
Regular Meeting- 05/22/07 7 pm .
She stated for the next meeting she would have RFQ Responses, West Shore Survey, and
Mr. Coogan will follow-up on the grant .
