Present: Robert Brown, Heather Filiberto, David Kerness , Sue Poelvoorde, Sue Ritter,
David Tyler, John Wertis, Deputy Supervisor Dick Coogan
Absent: Darien Simon, Elizabeth Thomas, Debbie Watkins, Robert Weatherby
Ms . Poelvoorde called the meeting to order at 7 : 20 pm . She presented the minutes from
the January 9 , 2007 meeting, she noted a name spelling correction to be made . Mr. Wertis
made the MOTION to approve the minutes, Mr. Tyler seconded the MOTION. The vote
on the MOTION was unanimous, MINUTES APPROVED .
Ms . Poelvoorde stated the first item of business if following up on the emails sent from
Liz Thomas and Roxanne Marino regarding the Agricultural area on the survey.
Ms . Ritter clarified that the proposal is they would add questions 6 , 7, 8 and 9 which
provide a range of size of agricultural operations to the Commercial area, they would add
four but the one email clarified what the small to medium would be .
Ms . Poelvoorde stated that was correct, they had determined at the last meeting that the
survey was complete . This was the one area they felt they still needed to investigate .
Liz Thomas offered to research this with Monika Roth and then the emails were sent to
update the committee with her answers . The recommendations were sent to the members
via email and mail . She stated these would be listed in the Commercial area for
agricultural items to choose from.
Mr. Wertis stated they seem to be as clear as the other items that are listed in the
commercial section . His vote is to move the survey along .
Ms . Ritter asked if Liz Thomas would be making the changes .
Ms . Carlisle Peck offered to do the revisions, add comment lines and clean up the survey.
Ms . Ritter stated once she has the final version she will get it to Yasmin for review .
Ms . Poelvoorde stated once this is done we can get an idea of the turnaround time .
We have to figure out folding and mailing.
Ms . Ritter asked if the committee would want to have it come back to the committee.
Ms . Poelvoorde stated they would like to try to do the tri - fold with mailing labels and
return labels, if they need to do envelopes they will .
Ms . Filiberto stated she was not under the impression they would lay the format out.
Ms . Ritter stated they would have to do something to format, it has to be in a scannable
format, she will check with Yasmin.
Ms . Poelvoorde stated once we find out the format, if it is okay with the committee
Ms . Ritter, Ms . Marino can make the decision regarding mailing, etc . The members
agreed this would be acceptable to maintain momentum with the survey process .
She asked about the mailing labels .
Ms . Ritter stated she had been doing some work with the database from the assessment
office and the elections office . She took out cemeteries , duplicates, there is still work to
be done but she feels she has a good handle on the counts . She used the apartments listing
from the voter registrations .

She asked if the data would be going out to property owners not living in the area.
The members stated they would like to include these people in the survey.
She stated she still has some edits to make but she would approximate 2200 surveys
would be going out once she has compiled all the data if out of town people are included.
The member discussed using this data. They agreed if Ms . Ritter is willing to compile the
addresses this would be a valid database to access the residents .
Ms . Ritter stated she would try to get it completed as soon as possible . She asked if there
is not a specific name should it be listed as Resident, i . e. for apartment listings .
The members agreed they would prefer personalization but in reality this is not always an
option. The decision to use a generic Resident as addressee was made in necessary cases .
Ms . Poelvoorde informed Ms . Ritter she would be willing to help her compile the data.
Ms . Ritter stated when a friend mentioned not copying the survey, she stated it may be
helpful to have SRI put this on the survey. Inform people they cannot copy the survey in
case of accidental spill etc .
Ms . Filiberto stated Yasmin had informed them if a couple of people copied the survey it
is not a big deal, they would have to enter the survey manually.
Ms . Ritter stated she would verify this with Yasmin, see if they have noted on other
survey' s to not copy the document if additional copies are added.
Ms . Poelvoorde stated the next item of business is developing a task list for a potential
consultant.
Ms . Filiberto reminded the group she had drafted a task list several months ago .
She provided copies for the members to reference . She stated she would strongly like to
see a consultant brought on to help run the meetings, draft agendas etc .
Mr. Kerness asked if they still had the funds available to hire this person, he asked if the
members had any idea of what a planning consultant would charge .
Mr. Coogan stated the Board had $20,000 . 00 available for expenditures .
Ms. Ritter stated a planning consultant would range $ 75 . 00/$ 100 . 00 per hour.
A lengthy discussion regarding the different duties of the consultant the hours ,
the SEQR process , the Public Hearing process . The committee agreed if they could get
thru the preparation of the document if additional funds are not granted this would be the
bulk of the work. The need to have additional meetings in different parts of the Town
would be important, this would make the statement that they view the Town as being
different areas, i . e . the South end of Town have people that attend Ithaca City Schools but
are Town of Ulysses residents .
Mr. Kerness offered he would like to have the list of consultants to contact. He has done
this in the past and it is effective in prescreening the potential .
Mr. Tyler stated he was not sure this would be a good idea.
A length discussion for Mr. Kerness ' prescreening the consultants was held. It was
decided he would not cull out any potential consultants . He initially would be researching

any individuals that would be interested in bidding on the project. Mr. Coogan stated
there is not a problem with Mr. Kerness doing this . He would not be doing the hiring or
offering a contract. The members agreed this would be an acceptable process .
Mr. Coogan gave Mr. Kerness the County Planning phone number to obtain a list of
consultants .
Ms . Poelvoorde stated the committee still needs two members, Charles Schlough had
expressed interest and his name was submitted to the Town Board . The Town Board
denied his application due to his residency being outside of the Town. He owns property
in Ulysses however his residency is in Seneca County.
The members expressed they would like to have Mr. Schlough, his residency is 3 houses
out of the township, he offers a chance to have intermunicipal cooperation. The
committee would like to incorporate the other counties surrounding the Town in the
Comprehensive Plan process, having Mr. Schlough could promote this .
Ms . Poelvoorde stated she received interest from Mr. Rod Hawkes to serve on the
committee . Ms . Watkins has not attended any meetings and Ms . Wapinski-Mooradian
resigned thus they have two positions they should fill.
A discussion regarding the two individuals resulted in support to have these people
appointed by the Town Board. Ms . Poelvoorde will contact Ms . Marino to indicate the
committee would like to have these people appointed .
