The meeting was held via videoconference on the Zoom platform. Videoconference chat is saved in the appendix. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board. CALL TO ORDER: Ms. Olson called the meeting to order at 6:07pm. ATTENDANCE: TOWN OFFICIALS PRESENT: Supervisor- Katelin Olson Board members- Michael Boggs, Rich Goldman, Mary Bouchard Town Clerk- Carissa Parlato Attorney for the Town- Nate VanWhy OTHERS: Roxanne Marino, Linda Liddle APPROVAL OF AGENDA: Mr. Boggs made a motion to approve the agenda for Feb. 8, 2022 with the addition of discussions of interviews for the Town Board vacancy, Camp Barton, and the Planner vacancy. This was seconded by Ms. Bouchard and passed unanimously. PRIVILEGE OF THE FLOOR: (none) LIAISON & CHAIR REPORTS: (none) OLD BUSINESS: CAMP BARTON UPDATE: Ms. Olson noted that a meeting is scheduled with Covert and Trumansburg on 2/15 at 6:30pm and that NYS is willing to purchase the property but not manage it. Baden-Powell Council (BPC) is planning to list 2 parcels for sale, leaving ~90 acres for purchase by NYS, who is willing to pay the appraised value. If the appraised amount is agreeable to BPC, they will proceed. Local municipalities must come up with a plan for on-going maintenance but can capture all of the revenue. The next step is developing a draft operating agreement. Assemblywoman Kelles, Sen. Pam Helming, Legislator Anne Koreman, FL Land Trust, and alumni Boy Scout council have all been working together. Ms. Olson’s priority is to make sure revenues can offset mgmt. costs. The process for state purchase will take about 18 months. NOISE ORDINANCE: Ms. Olson said that based on feedback from the last meeting, the town will proceed with the “reasonable man” standard for noise. She will share drafts from other municipalities who have ordinances based on this. Mr. Goldman drew attention to the time and effort put forth on creating a draft by Ms. Bouchard. The group discussed the process moving forward, the difficulty with enforcing noise ordinances and how other municipalities have handled it. Mr. Boggs suggested that we get the sheriff’s opinion on the law. NYS COMPTROLLER AUDIT: Ms. Olson noted that an exit conference with the comptroller’s office is scheduled for Friday. Ms. Bouchard inquired about shared IT services through TCCOG. Ms. Olson suggested reaching out to neighboring municipalities. NEW BUSINESS: SUPERVISOR AUTHORIZATION TO SIGN CONTRACT FOR 2021 AUDIT RESOLUTION #50 of 2022: AUTHORIZING CONTRACT FOR ACCOUNTING SERVICES TO PREPARE 2021 AUDIT WHEREAS, the Town received $160,319.33 in American Rescue Plan Act allocations; and WHEREAS, the Town received $847,452.36 for the Cemetery Bridge project; and, WHEREAS, federal funds received by the Town in 2021 totaled $1,007,771.69; and, WHEREAS, the Town is responsible for preparing a single federal audit to comply with federal requirements for funds received in excess of $750,000 in a single financial year; and, WHEREAS, the Town solicited quotes for auditing services in January 2021 per the Town’s Procurement Policy; and, WHEREAS Insero provided the most affordable quote; and, WHEREAS, $12,800 was budgeted in the 2022 budget for the preparation of a single federal audit; NOW, THEREFORE BE IT RESOLVED, that the Ulysses Town Board authorizes the Supervisor to contract with Insero for the preparation of a single federal audit at an amount not to exceed $12,800. Mr. Goldman shared updates from the Planning Board meeting. UPCOMING EVENTS: • February 10th – Deadline to submit written comments to Clerk regarding applicants to Town Board • February 11th - Special Meeting to consider filling Town Board Vacancy, 8am, via ZOOM • February 15th – Special Joint Meeting with Town of Covert and Village of Trumansburg, 6:30pm at firehall • February 22nd – Regular Meeting cancelled APPROVAL OF MINUTES RESOLUTION #51 of 2022: APPROVAL OF MINUTES RESOLVED, that the Ulysses Town Board approve the meeting minutes from the 1/25 public hearing, 1/25 regular meeting, and 1/28 special meeting. Moved: Ms. Bouchard Seconded: Mr. Boggs Olson aye Boggs aye Goldman aye Bouchard aye Vote: 4-0 Date Adopted: 2/8/22 BUDGET MODIFICATIONS: RESOLUTION #52 of 2022: BUDGET MODIFICATIONS RESOLVED that the Ulysses Town Board approves the budget modifications as follows: Moved: Ms. Bouchard Seconded: Mr. Boggs Olson aye Boggs aye Goldman aye Bouchard aye Vote: 4-0 Date Adopted: 2/8/22 PAYMENT OF CLAIMS: RESOLUTION #53 of 2022: PAYMENT OF CLAIMS: RESOLVED that the Ulysses Town Board has reviewed and approves payment of claims for • HA fund (Water District 3 Capital Project) voucher 43 in the amount of 832.50 • HB fund (Cemetery Bridge Replacement Project) vouchers 35 and 36 in the amount of $33,692.49 • all other funds vouchers numbered 20 through 72 in the amount of $754,277.52 Moved: Ms. Bouchard Seconded: Mr. Boggs Olson aye Boggs aye Goldman aye Bouchard aye Vote: 4-0 Date Adopted: 2/8/22 PRIVILEGE OF THE FLOOR: (None) ADJOURN Mr. Goldman made a move to adjourn at 6:59pm.
