SPECIAL TOWN BOARD MEETING
REVIEW OF ZONING MAP
MARCH 3 , 2005
PRESENT : Supervisor Doug Austic , Town Councilpeople Lee Scott, Robert Weatherby;
Roxanne Marino and Don Ellis ; Town Clerk Marsha Georgia.
Others Present : Curt Dunham, Gunther and Gerry Keil
The Board reviewed the map and discussed different changes . The following are the
changes that the Town Board made to the Zoning Map :
• Intersection of Podunk Road and Perry City Road change R1 to Al
• Intersection of Jacksonville Road and Perry City Road change R2 to R1
• Halseyville Road, east side (below Perry City Road) change R2 to R1 and extend
the R1 north meet the R1 on map
• West side of Halseyville Road (below Perry City Road) change the R1 to Al
• Route 89 and along the lake change ALL of the R2 to R1
• The section that was changed at the last meeting to Al - the slopes between Route
89 and Dubois Road and along Black Diamond Trail back to R1
• Rabbit Run Road — change the Keil ' s property to R1 from R2
• Reynolds Road and Podunk Road remove the R1 on both sides of the Road
change to Al
• Halseyville Road from the intersection of Mekeel Road North change to R1 (not
the large parcel on the corner of Halseyville Road and Swamp College
• Waterburg Road on the east side from Perry City Road up to include the old
house make R1
Curt Dunnam spoke on behalf of several property owners in the area around his property
on Perry City Road, requesting that the Board return this area (proposed for R1 ) to Al , to
be consistent with the surrounding land use. The Board did not make this change because
they felt what they had previously decided was there best call .

PDD #1 - Spruce Row Campgrounds— remain as a PDD
PDD #2 -abolished 1986 - established as a B1 see insert)
PDD # 3 — Mobile Home Robinson — abolished
PDD #4 — Mobile Home Parker - abolished
PDD #5 Podunk Ski Center PDD — remain as a PDD
PDD #6 —Mobile Home Snyder - abolished
PDD #7 Bar/Restaurant/Trailers Grant (Barangus) — remain as PDD
PDD #8 - Stover Saw Mill — remain as PDD
PDD #9 — Kline PDD — along Route 96 remain as a PDD
PDD # 10 Koskinen ' s PDD — remain as PDD (the map has it on both sides of the road it
should only be on the East side .
PDD #11 Fellows PDD — this PDD should be removed because the occupants are
deceased — Mr. Rachun will check into this .
PDD #12 Alpine Machine PDD — remain in the Ll — Light Industrial District

PDD # 14 Cayuga Inn — Removed 1994
PDD # 15 ISA Babcock PDD — the office complex. and hatchery remain as PDD
PDD #16 Sleeping Bear Futon PDD _remain in the B1 Business District
PDD # 17 Vandermark PDD — Route 96 remain in L1 Light Industrial
PDD# 18 Finger Lakes Insurance PDD — on Route 227 remain as PDD
PDD #19 Moore ' s Outboard Motors PDD — on Dubois Road - remain as PDD
PDD #20 T'aughannock Timber PDD # 20 — to be purchased by NYS Parks
PDD #21 Flo Tech PDD — remain a PDD

SCHEDULES
Mr. Ellis said he had been working on the schedule ;
• March 17th, 2005 — finish up Sub-Division Regulations
• Mr. Ellis has talked with two editors and should have a answer on 3 /4/2005
• Draft Zoning Law may be ready for an editor as early as 3 /8/05 , although there
are still items that George Frantz needs to address .
• An editor should not require more than two weeks
• Town Board to finish Sub-Division and be in the hands of the editor by 3/22/05
• If these things could be accomplished the Town should be able to schedule a
Public Hearing around April 15th, 2005
• Submit the draft to Tompkins County Planning for a 2391/m review ASAP .
Mr. Ellis said that he would like to see the finished map posted in several public places so
that residents would have an opportunity too view the map . Having the map on display
my help to increase public attendance for the hearing.
The Board feels that it may be possible to get a good draft to the public by the 1st of
April .
Mr. Austic asked if the Board knew about the Judy Cone ' s computer business on Krums
Corners . Ms . Cone does not live on the property and she did not have enough land to
apply for a PDD . The business is in an old house and barn with a trailer next to it that
business uses for testing. Ms . Cone is currently in the process of purchasing additional
land .
Mr. Ellis stated that he feels this business is not consistent with current zoning ordinance
and that it should be relocated to an appropriate place .
Mr. Austic said that Ms . Cone might come in to ask the Board for a reclassification or
some other means of continuing the business in its present location.
This business has been ignored for several years . Mr. Ellis stated that he is aware of Ms .
{ Cone ' s business and knows that the zoning inconsistency has been ignored for several
years .
Mr. Ellis said that he started a business in his home and than it got a little gray as to the
appropriateiness of the location, then became a little grayer so he moved it. Mr. Ellis feels

that this was the correct, right thing to do . Ms . Cone ' s business is getting pretty gray and
it is time to move .
Mr. Ellis would like to find as acceptable method for the Town to support businesses that
get in that spot. Mr. Ellis commented that he would like to think about this problem and
try to find a solution.
Mr. Ellis feels that the Town should invite Ms . Cone to a Town Board meeting to talk
about her situation .
Ms . Marino entered the following statement into the record :
I disagree with the decision not to consider occasional rescheduling a regular
monthly board meeting at the request of Town Board members who cannot be present
when there is important or timely business to be done, on the basis that the meeting has
always been at this time and a change might be missed by members of the public. I think
the public would prefer participation of as many elected officials as willing and possible
in the decision-making of the Town over an absolute adherence to a schedule. The
citizens who elected us deserve the broadest possible participation from their elected
officials, and we should try to achieve that as a priority.
We can post meeting change as we have been for many meetings the Town Board has
scheduled over the past few months.
The policy represented by this decision is in stark contrast to the Village Board, which I
am told often reschedules meetings to deal with travel schedules of members in order to
promote full participation whenever possible.
Hearing no further business Mr . Weatherby moved, seconded by Mr. Ellis to adjourn the
meeting. Unanimously approved, meeting adjourned at 9 : 10 pm .
