HomeMy WebLinkAbout2021-10-5 FINAL MINUTES-PBTown of Ulysses Planning Board Meeting (via Zoom) FINAL Meeting Minutes October 5, 2021 Approved: November 2, 2021 Call to Order: 7:08 p.m. Present: Chair Linda Liddle, Rodney Bent, Rebecca Schneider, Mo Klein, Pete Angie, John Wertis, Town Board Representative Rich Goldman. Members of the Public Present: Scott Sherwood, Bob Winans, Pat Seaman, Stephanie Teberio, Michael Cohen, Nancy Cusumano, Rebecca VonBergen, and Garrett Steiner (w/ Bob Winans). Agenda Review: Chair Linda Liddle moved Privilege of the Floor to the end of the meeting. Minutes Review: (September 7th): Minutes were approved after corrections provided by Ms. Schneider and Ms. Liddle. Business Public Hearing for Minor Subdivision: Pat Seaman proposes to subdivide the property located at 7202 Willow Creek Rd, Town of Ulysses, Tax Parcel Number 19.-2-2, into two lots. The property is located in the A/R Zone District. Mr. Seaman told the Board he is looking to build a smaller and “more easily maintained” home on a lot subdivided from his 47 acres. No issues were raised by members of the public or the Board. Ms. Liddle then read the following resolution into the minutes: Town of Ulysses Planning Board Resolution #8 (2021) for Negative SEQR Determination 7202 Willow Creek Rd, Tax Parcel Number 19.-2-2 October 5, 2021 WHEREAS: 1. This is in consideration of a Minor Subdivision located at 7202 Willow Creek Rd, Tax Parcel Number 19.-2-2, for the creation of two lots. The proposed project is located on a 46.79-acre parcel in the A/R Zone. NOW THEREFORE BE IT RESOLVED: That after careful consideration of the Short Environmental Assessment Form and evaluation of the possible impacts submitted by staff, the Town of Ulysses Planning Board hereby determines that: 1. the action is Unlisted and will act as Lead Agency in an uncoordinated environmental review with respect to the project; and 2. the project will not result in significant adverse environmental impacts, and makes a negative determination of environmental significance for the reasons set forth in the Environmental Assessment Form Parts 2 and 3 referenced above, in accordance with the New York State Environmental Quality Review Act for the above referenced action as proposed, and 3. therefore, an Environmental Impact Statement will not be required. Motion passed unanimously. Sketch Plan Conference: Burke Carson, applicant, proposes to construct a 182-sq ft addition to the existing home on the property located at 1282 Taughannock Blvd, Town of Ulysses, Tax Parcel ID 27.-4- 7. The property is in the Conservation Zone District and Unique Natural Area and Slope Overlay Area. Mr. Carson explained he is looking to add more living space to his current home. He noted that the foundation pour would be small in size and the only disturbance. Discussion ensued about what appeared to be a unique natural area (UNA) on the Tompkins County area map provided by Ms. Schneider. Ms. Liddle noted that the summary provided by Mr. Zepko did not mention a UNA and she wondered if it may be a mistake on the County map. Ms. Schneider requested the Board not vote on the sketch plan until she had done more research about the supposed UNA; Mr. Carson requested the plan not be held up for the one issue and several board members agreed. Mr. Wertis and Ms. Schneider suggested the negative SEQR resolution be passed pending an evaluation of UNA description associated with site and visits by Planning Board members to assess potential run-off problems near on-site stream. The motion passed unanimously. Sketch Plan Conference: SHH Properties, LLC, proposes to add camping sites to Spruce Row Campground located at 2271 Kraft Rd, Town of Ulysses, Tax Parcel ID 26.0-01-05.002. The property is located in Development District No. 1. Ms. Schneider thanked Mr. Sherwood and his team for the additional information they had provided, saying she appreciated their “due diligence” on getting maps of the area’s steams and water-flows. She added that she felt more comfortable about the impact of the Spruce Row project. Boards members commended the material provided about traffic speeds, providing water to the new campsites, and noise concerns provided by Mr. Sherwood. A public hearing on the Spruce Row project is scheduled for October 19th. Board members then discussed the number of trailers and boats being stored in front of the building at 1616 Taughannock Road, where Mike’s Marine is located. All said that the intent of the original site plan said trailers and boats would be stored behind the building. A motion was made to request the Town look into why so many trailers and a car were being stored in front of the building. Privilege of the Floor: None. Meeting adjourned: 9:00 PM.
