NOVEMBER 18, 2004
PRESENT : Supervisor Doug Austic , Town Councilpeople Robert Weatherby; Roxanne
Marino and Don Ellis ; Town Clerk Marsha Georgia; Councilman Lee Scott absent;
Deputy Supervisor Richard Coogan; Attorney Bruce Wilson.
Others Present: Curt Dunham, Heather Filberto, John Wertis, Chair Planning Board,
John• and Martha Ulburg and two other residents ' names unknown.
Note : These minutes reflect the changes to the ordinance ; the tapes are available for any
discussions that took place at the meeting. There is also an electronic version of the draft
Ordinance that was updated be Mr. Coogan as changes were made at this meeting.
During the meeting, many comments and suggestions were made by members of the
public present.
Article XVII — Communication Transmission Towers and Telecommunications
Facilities
Note : exemptions for private or non-commercial use need to be discussed.
17 . 1 Purpose
Add in the 1st paragraph 4th line after minimizing visual - and environmental

Add in definitions : Height — Height includes height of structure and any attachments
on principal structure.
17.3 Standards
A. Height — delete or antenna and do not capitalize tower
C. Aesthetics
Add — to the title - and Environmental Considerations
Add to the fourth bullet — accessory facility, or fencing
Make a fifth bullet to read — Towers shall be designed to minimize the impact on
migratory birds and other wildlife .
F. Shared Use of Towers
Delete shall after Planning Board in first line and replace with may.
Delete — everything after telecommunications facilities and replace with — and provide to
the Planning Board ' s satisfaction the same .
17.4 Filing Application
1st line - check the title being used throughout the draft - title Building Inspector for
consistency. Check this term throughout the Zoning Ordinance for consistency.

Application
Under #5 — first sentence — after existing facilities add in — or structures, within the
technically feasible are
Add #8 — Application shall provide a five (5) year plan for build out propagation studies .

Add #9 — Analysis of alternative sites that includes a preliminary view shed analysis . . ,
Add # 10 — Name, address and phone number of the applicant, landowner, engineering
consultant, and service provider.
There was discussion on the wording and intent of the co-location requirements , and how
legally requiring co-location commitments, might justify taller towers than otherwise
needed for the specific application being considered. This issue needs to be considered
and discussed further.
Reviewed ended at section 17 . 5 Planning Board Procedure
Mr. Weatherby moved, seconded by Mr. Ellis to adjourn the meeting . Unanimously
approved and meeting adjourned at 9 : 10 . No other meeting was set at this time .
