PUBLIC HEARING BUDGET
NOVEMBER 4, 2004
PRESENT : Supervisor Doug Austic , Town Councilpeople Lee Scott and Roxanne
Marino ; Town Clerk Marsha Georgia; Deputy Supervisor Richard Coogan; Town
Councilpeople Robert Weatherby and Don Ellis absent.
Others Present : Bruce Wilson (arrived — 7 : 25p .m . )
Proof of Notice having been furnished, Supervisor Austic called the Public Hearing on
the 2005 Preliminary Budget to order at 7 : 10 PM .
Mr. Austic explained that the salaries for the two Justices and the Court Clerk had not
been increased by the 3 % and the amounts change as follows :

Mr. Austic also stated that he had received updated taxable assessed values from
Tompkins County Assessment Department on November 1 , which will change (Amount
to be raised is based only on difference between revenues and appropriations?) the tax
rate from that in the Preliminary Budget. The original amount Mr.. Austic used was
$289, 839, 721 and the new figure is $297 , 008 , 935 . The revised assessment to be used for
the fire protection fund was lower than the original figure of 227,429,002 ; the new figure
is $227 , 349, 002 . Mr. Austic provided new pages to the Board for the Tax Rate Schedule.
Mr. Austic explained with these changes the total Town tax rate would be $ 1 .47 , which is
$ . 20 less than 2004 so that is a 12% decrease over last years rate. He feels that it is
possible that everyone (some people ' s assessment went up above 12 %) could save tax
money next year. The total tax levy for 2005 is $ 1 , 100 less . What this means is if a
property assessment stayed the same as 2004, the property owner would see a 12%
decrease in the Town Tax .
The following persons spoke in favor of the 2005 Town of Ulysses Budget :

No one spoke against the 2005 Town of Ulysses Budget.
Ms . Marino asked if the Auditor was scheduled to attend the Regular Town Board
meeting on November 12th, 2004 . Mr. Coogan explained that he could not make it to
that meeting but would most likely be at the December meeting to explain the different
audit processes .
Ms. Marino also reminded Mr. Coogan to prepare a statement of the justification to
purchase the truck for the Board members and the general public .
Mr. Austic stated technically speaking no elected official will be driving the truck
because he is appointed for the water position.
Ms . Marino stated she was just interested in how the math works and how it is less
expensive to purchase the truck than to have employees reimbursed.
Mr. Coogan will put something together.
With the lack of public attendance and news media at this public hearing, Ms . Marino
asked that a statement be prepared for the residents and to give to the media summarizing
the highlights of the budget, the changes from 2004, and the overall tax levy and tax rate
changes .

Ellis absent; Deputy Supervisor Richard Coogan ; Attorney Bruce Wilson.
Supervisor Austic opened the Special Town Board meeting at 7 : 45 PM following the
Public Hearing of the 2005 Budget .
Continued Review of the Draft Zoning
Note : These minutes reflect the changes to the ordinance ; the tapes are available for any
discussions that took place at the meeting. There is also an electronic version of the draft
Ordinance that was updated by Mr. Coogan as changes were made at this meeting.
Review reconvened at section :
16. 14 Standards for Manufactured Home Parks
Next to last paragraph — deleted side elevation and changed to — longer side — parallel to
changed to facing.
Ms . Marino stated that she recollected there was a comment submitted by a Town
resident (Mr. Dunnam) regarding requiring foundations for manufactured homes . There
was some discussion of the NYS and HUD requirements, and that some types of
doublewides aren ' t designed to be put on foundations . Mr. Wilson and Mr. Austic felt
the Town probably couldn ' t require foundations on manufactured homes because they are
not required for other types of housing. Ms . Marino requested Mr. Dunnam revisit this
j after we look at the specific suggestion.
16. 15 Standards for Land Development in the RM - Multiple Residence District
1st paragraph — insert direct in front of access .
2nd paragraph — delete - so as to before be properly drained. Ad new sentence — If the
length of drive is more than 100 feet or serves more than 4 residences then the Planning
Board may it its discretion set further requirements .
6th paragraph — add at the end of the first sentence — in addition to set back requirements .
16. 16 Standards for Residential Swimming Pools
No changes .
16. 17Standards for Roadside Stands
1st paragraph — change to read — Non-agricultural roadside stands shall not occupy more
than 240 square feet of area.

16. 18 Standards for Sawmills
Last paragraph — change 8 feet to 6 feet .
Ms . Marino asked about large sawmills and whether they would be allowed in the Al
district under "Ag Commerce". The Town has Ag Commerce in the Zoning Ordinance

definitions, but there doesn ' t seem to be a definition of Ag Commerce in NYS law AA25
from Ag and Markets ; Mr. Wilson will check on this . Ms . Marino stated that the
definition of Ag Commerce in the Ordinance needs to be re-examined with regard to
large sawmills and other sorts of agriculture-associated industry.
16. 19 Standards for Self-Service Storage Facility
#2 — check height requirements
#3 - check where it refers to Section 15 . 10
16.20 Standards for Stables, Commercial
No changes.
Note : Allow in the A2 District and also check with the letter received from Ag and
Markets .
The Board set the next review meeting for November 18th, 2004 at 7 : 30 PM to discuss
the last 3 Articles in the Ordinance ( 17- 19) . Mr. Austic stated that we would need one or
more separate meetings to go over the proposed zoning map, in order to finish review of
the zoning ordinances .
Ms . Marino moved, seconded by Mr. Scott to adjourn the meeting. Unanimously
approved, meeting adjourned at 9 : 10 PM .
