HomeMy WebLinkAbout2004-09-22 - TB TOWN OF ULYSSES SPECIAL TOWN BOARD MEETING SEPTEMBER 22 , 2004 PRESENT : Supervisor Doug Austic , Town Councilpeople Roxanne Marion; Lee Scott, and Robert Weatherby; Town Councilman Don Ellis absent ; Town Clerk Marsha Georgia; Deputy Supervisor Richard Coogan; Attorney Bruce Wilson and George Frantz . 1 Note : These minutes reflect the changes to the ordinance ; the tapes are available for any discussions that took place at the meeting. Supervisor Austic opened the meeting at 6 PM . Mr. Austic asked Mr. Frantz if it would be possible to demonstrate what 65 (dBa) decimals would be so that the Board would understand what is in the law. It is possible that 65 is too low to be in the law. Mr. Frantz will look at his manual at the different levels and maybe someone could get a decimal meter. Article XVI — Design Standards Noise 1st paragraph — change shrillness to pitch. 2nd paragraph — delete — nearest the receiving land use category — add at the end — and shall not exceed 65 dBa. 3rd paragraph — delete — where the receiving land use is residential, educational in character, a medical or religious institution, community or regional park or campground ; 65 dBa. 4th paragraph — delete all . Odors Delete — objectionable — replace with reasonably obnoxious to a — delete the s on inhabitants . Minimum Requirements for Off-Street Parking Light industry: 1 space for every shift employee Lodge : the greater of 1 space for each sleeping room or 1 space for every 2 beds Parking Design Standards 4th paragraph - delete at breast height - replace with four (4) feet from the ground Standards for Signs General 1st paragraph — delete in this section — replace with in the law — delete — be closer than fifteen ( 15 ) feet from any road or highway right of way line — replace with — extend beyond the road or street right of way. 3rd paragraph — delete or after non-commercial replace with a comma and put comma after free speech #3 — delete — no more than — change ten ( 10) square feet to nine (9) square feet #4 — delete — no more than - change ten ( 10) square feet to nine (9) square feet #5 — delete — no more than — change 4 square feet to 6 square feet — at the end add in — Special Townl, Board Meeting 2 09/22/2004 and for a period of time not to exceed two weeks in a two month period. Last paragrajh change to Certificate of Zoning Compliance . The Board finished review and will start at the Standards for Adult Entertainment Businesses at the next meeting. A meeting was not set for the next zoning review. There is the budget, meeting set for October 5th, 2004 at 7 PM and the Regular Town Board meeting is on October 12th, 2004. The general ;consensus of the Board was that all of the changes made to the Draft Zoning Law will be considered agreed upon and final changes . Mr. Coogan may accept the changes .
