Members present were: Barber, Canfield, Cross, Stoner, and VanDeWeert. The minutes of the December 6,1982 meeting were read for in- formation only. The bills listed on Highway abstract#I, claims 1-6, payroll abstract#12, and General abstract#1 , claims 1-6 were read. Canfield made a motion to pay these bills. Stoner seconded. All were in favor. The Supervisor's Monthly Statements were presented. Barber made a motion to approve these. Canfield seconded. All were in favor. The notice of advertisement for the 1982 or newer pick-up truck as it appeared in the Cortland Standard was read. The following bids were received and opened: Ray Stafford's Garage, $8,474.50, Maguire Ford, $8,626.001 Anderson Olsmobile G.. M. C. Inc., $8,935.00. Canfield made a motion to accept the bid from Ray Stafford's Garage. Barber seconded. All were in favor. Legislator informed us that the County budget had been passed. He said that he had received many calls- � a lot in favor of funds for Cooperative Extension. He said the County will probably be building a new jail in the near future and will also have to revamp the County Court house for the County'Clerk's motor vehicle office. George Chevalier was present to express his opinion that more parking area was needed around the Town Hall. He felt that the Town Board should approach officials about getting some of their adjacent land for this purpose. 110 suggested that John Brundage might have some helpful ideas for the landscaping,ete.. He volunteered to contact a few people to see if they could got some committee started to work on this project. Donald Ketcham, representative from the Strong Agency was present to discuss our insurance coverage and to give estimates for the corning year. He suggested that the coverage on the Highway Gaaage be increased to $92,000 and the Town Hall be reduced to $62,000. He also felt that the flail mower should be raised to $2,000 and the grader should be reduced to $5,000. Joseph Draghi and. Brian Pendell were present in behalf of' the Teen Club. Draghi reported that there are a group of very young People as officers in the club now. He was concerned with what will happen to the money in their treasury which amounts to &bout $600. The treasurer us fourteen years old and he said that he didn't feel that anyone that age is capable of handling that money. Barber advised that the Club get a Charter or some type of rules for them to follow. He said that the Town Board doesn't have any authority to tell them how to spend the money. It was felt that the Town Board could insist that they have adult supervision. Stoner suggested that they consult with Pat Pendell f'or advice. Barber seconded. All were in favor. The Town Clerk reported that Edward Griffin had resigned his Position as Dog Control Officer. The reason being that he was moving out of Town. Cross made a motion to appoint Ralph Canfield Dog Control Officer for 1983. Barber seconded. All were in favor. Stoner introduced a resolution tc designate the Cortland Standard as the of'f'icial newspaper of the Town and the First National Bank of Dryden as the i:-)f'f icial depository. Further resolved to appoint Lewis G.Sager; Deputy Supervisor, Joyce VanDeh'eert;Registrar, Doris Canfield and Garret VanDeWeert as Deputy Towrr- Clerks and Registrars, Leonard 1Gimmich; chairman of the assessors,. Phiftip Rumsey; Town Attorney,Gordon Leete; Code Enforcement Officer of ' the Land Use Ordinance and Water Superintendent of the Harford Mill Water District #1. Further rbsolved to set the Town salaries as follows: The Supervisor's salary of $1,000 to be paid as follows: $1,000 on or about Dec. 1. The Councilmen's salaries of $1,0009 to be paid as follows: $250 each on or about Dec.l. The Town Justice's salary of $1,200 to be paid as follows: $600 on July 1 and $600 on or about Dec. 1. The Town Highway Superintendent's salary of $14,500 to be paid as follows: $557.69 bi-weekly. The balance on or about Dec. 31• The Town Clerk's salary of $1,600 to be paid as follows: $116 a month the balance on or about Dec. 1. The Assessor's salaries of $1,150 to be paid as follows: Chairman $650, Canfield,'300, Highfield, 250 on or about Oct. 15. The Budget'officer to be paid once a year, $700 on or about July 1. The Dog Control Officer to be paid $250 on July I and $250 on or about Dec. 1. The Code Enforcement Officer to be apkid $375, $187.50 on July 1 and $187.50 on or about Dec.l. The Harford Mills Water Dist. Irl Superintendent to be paid $350, $175 on July 1 and $175 on or about Dec.l. Board of Review members to be paid $20, each on or about Oct.15. Further resolved to authorize the Highway Superintendent to spend up to $1,000 on small tools and implements. Further resolved to set the Town mileage rate at 20,� a mile.. Further resolved to set the Town Jury rate at $4.00 qday, plus mileage. Further resolved to establish a pett y cash fund of $50 for tax collection and $20 for Town Clerk. Further resolved to hold regular Town Board meetings on the first January 3,10,83 State of New York County of Cortland Town fo Harford Monday of each month, except when it falls on a holiday, when it would be the next business day. The meetings to be held in the Town Highway Garage at 7:30p.m.. Further resolved to authorize 'the Supervisor to pay utility or an- other bills that would offer early discounts. Canfield seconded. Barber made a motion to authorize the Supervisor to transfer $2,300 from Item I to Item III for machinery rental on the Bleck Rd. bridge project, Stoner seconded. All were in favor. Stoner made a motion to authorize the Town Clerk to write a letter of appreciation to the Cornell T& R Center Safety Division for their patrolling of the Town. Canfield seconded. All were in favor. Stoner made a motion to accept the following road changes for the Town of Harford: Bell Rd. to Hilsinger Rd., Fisher Rd. to Adams Rd., Munson Rd. to Burvee Rd. , Ridge rd. to Lidd.ington Rd., Short Rd. to Alcorn Rd. , Beam Rd. to Beam Hill Rd.. Town Highway Garage. Members present were:! Barber, Canfield, Cross, Stoner, and VanDeWeert. The minutes of the January 3,1983 meeting were read for infor- mation only. The bills listed on abstract(Highway) 2, claims8''-20, payroll abstract 1, and General abstract 2, claims 7-12 were read. Barber made a motion to authorize the Supervisor to pay these bills. Can - field seconded. All were in favor. The Supervisor's Monthly Statements were presented. Canfield made a motion to approve these. Barber seconded. All were in favor. Legislatb r Anderson reported that the County is expecting to go ahead with planning the new jail. At the present they think the ex- penses should,be less because of the 'conomy. Stoner suggested that a switch for the furnace upstairs in the Town Hall be installed inside the cellar. Linda Co,;c, president of the Teen Club was present. She reported that Gaynor Russell was their advisor. She said that they had been i having a probilem getting adult chaperones for their dances because of the loud t3'rpe of music they play. They were wondering if they could have three adult chaperones instead of four because of'the difficulty of getting four. Stoner suggested that they try to get four chaperones i for the dance6, but if they are unable to, they may still use the Hall if they have three as a minimun. It was also recommended. that there be no smoking at%the dances. Linda also asked for permission t0 'use an area in the Town Hall to store a stereo, if the Club purchases one, where it could be locked up. She reported that the Club had established a form for their meetings. Furthermore, she asked if the Club could use -the sown Highway far-fie for a car wash. Members felt as longas there were three adult chaperones present they use it. The ambul;a.nce report for 1982 from the Dryden Neptune Hose Co. was re ad . - A letter;f'L oma % ary Ann Negus was read asking for any ideas f row Board members ;for the County's 175th anniversary CeleblaLion. Tho Supervisor reported tit he 4ad received $4,4981.90 from the County Treasurer far sales tax monies. Willis reported that Griggs Gulf Rd. was in bad need of repair and should be resurfaced. He also stated that Robert Glade was throwing debris over tho bank on that road and that it was getting into the creek and causing ----- g th i�sluices 'to plug. It was suggested that the County Health Dept. be contacted about this. Canfield ireported that Roger Scales was interestedin talking to the_ people in the Town of Harford about cable television service for the area. He has satelite receivers for television service and wondered .how much interest there would be here. His program would consist of a. slide presentation and an explanation of the service. Stoner suggested that the meeting be held on February 28 at 7:30p.m. in the Town Hall. State of New York County of Cortland Town of Harford Barber reported that the Fireman are going to install a new fan in the kitchen of the Town Hall. Canfield asked for permission to use the copier in the Town Hall for his car club . Barber made a motion to permit Danald Canfield to Use the copying machine in the Town Hall but it is to be kept available if needed by the Town. Stoner seconded. All were in favor. Gordon Leete reported that he had told the owner of the car par by the railroad in Harford to remove the car or it would be moved at is expense. Willis reported that the furnace in the highway garage hadnat been working properly. The Supervisor said that he would have a re- presentative from the Booth Co. look it over as soon as possible. Stoner made a motion to authorize Lewis Sager,,Jre to attend the Association of Town meetings in New York City on Feb. 20,21,and22 and to vote for the Town. Barber seconded. All were in favor. Willis reported that Walter Tennant had requested that the Town abar don Cotterill Rd.. Cross made a motion to adjourn the meeting with the reading and approval of the minutes. Stoner seconded. All were in favor. March 7,1983 State of New York County of Cortland Town of Harford. The Town Board of the Town of Harford met for a regular meeting on March 7,1983 at 7&30p.m. in the Town Highway Garage. Members present were& Barber, Canfield, Cross, Stoner, and VanDeWeert. The minutes of the February 7,1983 meeting were read for in- formation only. The bills listed on Highway abstract#3, claims 21-28, payroll abstract#2, and General abstract#3, claims 13-21 were read. Stoner made a motion to authorize the Supervisor to pay these bills. Can- field seconded. All were in favor. The Supervisor's Monthly Statements were presented. Canfield made a motion to approve these. Barber seconded. All were in favor. Legislator Anderson reported that the County Legislators were still working on plans for a new jail, but he didn't think they would do too much this year since it is election year. He invited any Board members who were interested to to up and go through the present jail. Don Darrow, from Don's Plumbing and Heating, was present to discuss the problem with the oil burner in the highway garage. He felt it could be repaired to work properly and if fans were installed in the bay area, air would be circulated to heat more efficiently. He stated the cost of the three fans and repair to the furnace would be approximately $1,500 to $1,600 and should save 15% on fuel efficiency, with a new hot water heater the total cost would be $1,700 to $1,800. 26 9' March 701983 State of New York County of Cortland Town of Harford Stoner made a motion to authorize Don Darrow to repair the old furnace in the Town Highway Garage by installing a new gun, to install three fans width thermostats and the canter fan with a seperate control, and to install an electric hot water heater, with the total cost not to exceed $2,Q0,and to authorize the Supervisor to pay, Mr. Darrow at the completion of.the job. Barber seconded. All were in favor. Bruce Neff'was present representing the firemen,to ask the high- way mento cold patch an area in front of the big doors at the Fire Hall and to put some gravel in the parking lot. Willis.said that they mould d.o it. The Sup(*rviosr reported that our State equalization rate was 87.94%. " . Marvin Chase was present to discuss cable television service for the Town. The Town Clerk informed members that she had contacted the State Cable Commissioner to see what steps must be taken. She found that`the first step was to aontact interested companies and to let theip -know that they must let the Town Board know they are interested by letter. Then a cable 6ommission is to be appointed. Stoner a0de a motion that the Town Boardmeet on March 21 at 8p.m. in the hi hwa g y garage to read the lettere received of interested cable services and to appoint an advisory cable committee. Barber seconded. All were in favor. The Town Clerk reported that Ann Nafziger had contacted her about what the cost ',should be f'or Alfred Eisenhardt renting the Town Hall for two days, ;she wondered if' the cost should be $25 a day or $25 for each day. Barer made a motion to charge the Alfred Eisenhardt $25 a day and a deposit for only one da,y, for a total of $75. Canfield seconded. A11',were in favor. George Chevalier was presnt to inform members that he would be interested inlserving as chairman ofhe Town Planning Board.He said that he hopes that. -land can be obtained from Cornell: for more parking around the town Hall Stoner said that Harlan Nafziger had indicated that hes felt that there would be no problem because the land around the Hall waa a not good growing land for Cornell. Chevalier said he he also felt there were some other improvements that could be made in thei 'rown. Ile thought_ John Brundage might be interested in drawing up someplans for these improvements. Stoner made a motion to appoint George Chevalier to serve as Chairman of the Town Planning Board for a five year term. Canfield seconded. All were in favor. Barber authorized the Supervisor to transfer $8,474.50 from the General fund to Item 3 in the Highway fund. Stoner seonded. All were in favor. All were in favor. 27O� :larch 11 ,1983 State of New York County of Cortland Town of Harford The Town Board of the Town of Harford met for a special meeting on March 21,1983 at 8p.m. in the Town -Highway Garage. Members present were: Barber, cross, Stoner, and VanDeWee rt. Vistors present were: Terry Macomber, Otis Pendell, Marvin Chase, Harlan Nafziger, and Lee Haefele. The purpose of the meeting was to discuss and open letters from any interested cable companies or individuals offering satelite stations. A latter from Lee Haefele was received and opened. The follow- ing stations werelisted in his proposals Syracuse channells, 3,5,&9, Binghamton channells, 12,40,34,&46, Satellite channells,.USA network sports and specials, 14TBS, Atlanta Independent. Stations , CBN, Christian Broadcasting Network, also a satellite pay channell Home Box Office with movies and specials at $10 additional cost. Mr Haefele stated that he would wnat at least 100 hook ups. 1 Stoner made a motion to appoint Terry Macomber, Harlan Naf- ziger, Marvin Chase, and, Otis Pendell to the advisory cable committee for the Town of Harford. Barber seconded. All were in favor. A call from Roger Scales was received during the meeting to notify the Board that he was definitely interested in in providing cable service for the Town but that he had mailed his letter late. Cross made a motion to adjourn. April 4,1983 State of New York County of Cortland Town of Harford The Town Board of the Town of Harford met for a regular meeting on April 4,1983 at 7:30p.m. in the Town Highway Garage. Members present were: Barber, Canfield, Cross, Stoner, and VanDelleert. The minutes of the March 7 and March 21,1983 meetings were read. for information only. The bills listed on Highway abstract A, claims 29-39, payroll abstract #3, Gendral abstract#4,claims 22-28, and Harford Mills Water District #1 abstract #1 claim 1 were read. Canfield made a motion to authorize the Supervisor to pay these bills. Barber seconded. All were in favor. The Supervisor's Monthly Statements were presented. Barber made a motion to approve these. Stoner seconded. All were in favor. Legislator Anderson discussed the 'ounty jail again and said they are visiting other jails to get an idea what would work out best for Cortland County. The Supervisor asked Board members what they wanted to do with the old town pick up truck. Stoner made a motion to authorize the Town Clerk to advertise for bids on the 1976 town pick up truck. Canfield seconded. All wer in favor. The bids are to be opened at the next board meeting on May 2. Anyone interested in inspecting the truck, is April 4,1983 State of New Fork County of CorlIIpland Town of Harfotd to contact ithe Highway -Superintendent for an appointment. Richard Willis reported that April 25 would be Town Clean i. Up day. Gordon Leete asked if it would be possible to offer some kind of' guarantee that he could keep his job in the highway depte no matter who the Highway Superintendent is. It was felt that our Town Attorney should be consulted for advice. The Supervisor reported that John Marshall3hadn't paid his water bill ford about a year. He said Marshall had *`,ad been given a thirty day notice over a month ago, but that he still hadn"t paid. It was decided to all the Social Service office -to see if' payment could come through s hem for Marshall's bill. Stoner reported that Willard Hackett had a Kiwanis team consisting of several children from Harford and asked if they could use the Town field for their games. Stoner made a motion to authorize Hackett's Kiwanis team �o use the Town field for their games as long as they don't conflict with other Town scheduled games..Barber seconded. All were in favor. Willis informed members that the County had asked if wa would like the Town ball' field rolled. It was felt that this should be done. The books of the Supervisor were audited and found to be correct. May 2,1983 State of New 5�ork County of Cortland County of Cortland Town of Harford I The Town Beard of the Town of Harford met for a regular meeting; on May 2,1983 at 7:30p.m. in the Town Highway Garages Members present were: Barber, Cross, Stoner, and VanDeWeert . The minutes of the April 4,1983 meeting were read for in- formation only,. The bills;,listed on Highway abstract 5, claims 40-50, ,payroll abstract 4 and;General abstract 5, claims 29-31 were read. Barbar made a motion to authorize the Supearvisor, to pay these bills. Stoner seconded. All Taesre in favor. The Supervisor's Monthly Statements were presented. Stoner made a motion to approve these. Barber seconded. Aliwere in favor. Legislatr Anderson reorted that there was no new news on the the county jail , but they are studying a pla n at present. He said that Legislators are considering making changes at the county court house for the motor vehicle departmant. He also reported that they had given approval for the purchase of two new snow plows and a grader for the county highway dept. The notice; as it appeared in the Cortland Standard for bids on i May 2,1983 State of New York County of Cortland Town of Harford the Town's 1976 pick-up truck was read. The following bids were received and opened: C'arpenter's Garage: $200, Daryl Cross: X350, and Gordon Leete: $251. Barber made a motion to accept the bid from Daryl Cross for $3DU. Stoner seconded. Ali were in favor. . Rhonda Sturdevant and Julie Baker were present to notify the town Board. that they were interested in coaching a girls softball team for the Town. The Town Clerk informed members that the arobic dancing in- structor was asking for a refund from the Town Hall deposit of $oW., because she hadn't been able to enroll enough in her classes to continue with them. Stoner made a motion to refund $2� f'or the Town Hall rental to the arobic-dancing group. Barber seconded. All were in favor. Karl Allen was present asking what could be done about John Marshall having to msry chickens in his yprdso close to Karl's house. Gordon Leete reported that he had contacted George Chevalier about the situation, but George was afraid if we statrted with Marshall, there would be others complaining about animals. It was suggested that Marshall be asked to move the chickens to the other side of the driveway . Members felt that he should be asked first and then if' he doesn't further action will have to be taken. The Supervisor reported that Board of Review members were needed. Stoner suggeted asking Harland Nafziger,- Otis Pendall, and Terry Macomber to serve on this board. - Willis reported that the wooden decking had come off the bridge on Griggs Gulf' Rd. by Glave's house, and that the decking on the bridge by Alcorn Rd. was broken. He said that they are repairing both and have put a 10 ton warning sign up and have notified Marathon school not to let the bus cross it. Stoner asked what the Town had been doing about the Cemetery Association. The Supervisor reported that he hadn't done the final work to get the cemeteries turned over to the Town. A discussion was held on what types of work the Town would have for boys who ere ordered to work for the Town on community projects to fill out their sentences. The meeting was held at 7::30p.m., in the Town Hall. Planning Board members present were: George Cnevalier, Jzmies Warnow, and John Brundage. Town Board members present were: Salvador Barber, Donald Canfield, David Stoner, and Garret Van De We.ert. Stoner made a motion to authorize the Town Clerk to write a letter to Mayo Snyder informing him that the Town of Harford is interested in participating in the program to obtain trees to plant on Town properties. Canfield seconded. All were in favor. It was decided to have another joint meeting andto invite Mayo Snyder to attend, since it was felt he would offer input. Stoner made a motion to adjourn. June 6, 1983 State of New Ydrk County of Cortland Town of Harford The Town Board of the Town of Harford met for a regular meet- ing on June 6, 1983 at 7:30 p.m. in the Town Highway Garage. Mem- bers present were: Barber, Canfield, Cross, Stoner, & Van De Weert. The minutes of the May 2 and May 12, 1983 meetings were read for information only. The bills listed on Highway abstract 6, claims 32-37 were read. Canfield madela motion to authorize the Supervisor to pay these bills. iarber seconded. All were in favor. Legislator Anderson reported that the county motor vehicle office will use two more rooms across the Hall in the court house. He also said he would work with the Town to get the pavilion started and said he would donate $500 toward the project. He re- ported that Daisy Hollow Road -is being repaired but will take 5 to 6 years to com�lete. The SupenIisor reported that he had received a reply from the request for the land by the Town Hall owned by Cornell. He was informed that the land belongs to N. Y. State, not Cornell, there- for, we must get permission from them to use the land for parking. Stoner made�-a motion to authorize Gordon Leete to attend the rural water association workshop June 16, 1983 at T.C.3. Canfield seconded. All were in favor. Shirley Sith was present, prepresenting the Grange, to invite the Town Board�to a community service award presentation on July 7, 1983 at 8 p.m. in the Town Hall. Karl All e. was present asking what has been about John Marshalls`: -",,`': i 27-4 June 6, 1983 State of New York County of Cortland Town of Harford dogs and chickens. He wants the Board to -take prompt action. It was decided -that Gordon Leete should tell Marshall to get rid of all the chickens on his property. They said that 158 persons had agreed to sign up fca- they possible cable servicea.The area covered would be north to Carpenter's Garages, south to Route 200 in Harford Mills, Route 200 to Chicken Point, out Route 221 to Lawrence Chase's farm, the Creamery Rd., and Owege Hill Rd.. The service will not cover the entire Town. Two companies are interested in providing the cable service, Lee Haefle and Scoble. At the prersont the committees is waiting for the State to notify them of the bidding procedure. It is expected that they installation fee will be about $25. They are looking into the passibility of hooking up to the County fire control in the future. John Brundage pointed out that the environmental impact of removing trees from front yards should be considered. Barber reported that the estimate for the material for the proposed pavilion 30x60 ten feet high was $3297.00. John Brundage informed us that he had received grant applications for small rural housing and community development. The Municipality accepts all financial and other responsibilities resulting from its (failure to obtain, or its delay in obtaining, adequate permits, land and water rights, licenses and clearances needed for the treatment measures. �I 4. The Municipality will designate an individual to acquire land rights, assure, coordination with the appropriate agencies, and perform other duties necessa; to carry out the responsibilities of the Municipality under this Agreement. 5. The Municipality will hold and save the District free from damages due to design and construction of the treatment measures. I 6. The Municipality will accept all responsibility for operations and maintenan of treatment measures and the District will make annual inspections of the treatment',measures and make recommendations annually to the Municipality ifs maintenance steps are necessary. %. The Municipality desires to construct various treatment measures as specified in the Attachment to this Agreement and accepts the engineering designs and cost estimates as drawn up by the District. 8. The Municipality will be responsible for seeing that all current OSHA safety regulations are being abided by all connected with the installation of the treatment measures. 9. The Distm'ict will have the right to inspect all equipment to see that the appropriate size is being used for each intended aspect of the Attachment to this �Igreement. 10. The Dist I ict will contract directly for rock riprap, if needed, and see that it is delivered to each site. The Municipality will contract for any equipment rental, seed, mulch, fertiliz r, etc., in its own name and then submit the bills to the District. The Municipality will be responsible for advising the contractor that a Certificate of Insurance must be on file with the District. 12. The Dist ict will carefully document all costs associated with the construction of the t eatment measures and will submit vouchers for full or partial pay- ments to the NYS Department of Environmental Conservation and will keep the Municipality advised of the status of the account. 13. The Municipality understands the extent of funds available through state local aid and the items that can be funded as per the Attachment to this Agreement and will be responsible for any costs beyond that extent. The Municipality also understands that the District will not disburse funds for equipment rental, seed, mulch, fertilizer, etc., until the total work of con- structing the treatment measures is completed and certified by the District as meeting standards and specifications. 14. RUMSEY 261- State 6 November 7,1983 State of New Fork County of Cortland Town of Harford The Town Board of the Town of Harford met for a regular meeting and for the purpose of holding public hearings on the Preliminary budget for 1984, the spending of federal revenue sharing monies, and the ambulance contract with the Dryden Neptune Hose Co., on November 7,1983 at 7s30p.m. in the Town Hall. Patrick Guard and Bud Rigg from the Cortland County Chamber of Comm- erce were present to discuss with is a plan to encourage economic development in Cortland County. They explained that they are requesting funds from each municipality in the County to establish economic devel- opment in the County and to employ a full time director to actively seek businesses and industries for the area. The amount requested from our Town is $1,798.00. '`The notice f or the:_ public hearing on the Town's spending of federal revenue sharing monies was read as it appeared in the Cortland Standard. The Supervisor opened the hearing. He explained that the funds were used to help pay the Highway Superintendent's salary. There were no comments. He declared the hearing closed. The notice as it appeared in the Cortland Standard for the public hearing on the ambulance contract with the Dryden Neptune Hose Co. was read. The Supervisor reported that $2,250.00 was budgeted for the service and was acceptable to the Dryden Neptune Hose Co. There were no comments. He declared the hearing closed. . The minutes of the October 3,1983 meeting were read for information only. The bills listed on Highway absttact 11, claims 85-93, payroll abstract 10 and General abstract 11, claims 51-55 were read. Canfield made a motion to authorize the Supervisor to pay these bills. Stoner seconded. All were in favor. The Supervisor's Monthly Statements were presented. Barber made a motion to approve these. Canfield seconded. All were in favor. Legislator Anderson reported that two signs had been placed on Babcock Hollow Rd. by McAllister's as was requested to slow down traffic in that area. He also encouraged the Board to suuport the Cortland County Chamber of' Commerce economic program. A letter 'was read from Attorney Edmund J. Hoffman, representing Donald Marsh, warning that he considered Burvee Rd. in dangerous condition and that if any injury or damage was received by he or any of his family because of it, a claim would be made against the Town. It was decided to ,contact our attorney to see what the Town can do to have Marsh remove brush which he had cut and thrown in the ditches along Burvee Rd.. Then the Town can go in with their equipment to repair the road. Willis inf'o'rmed the Board that the Town grader is in very poor condition and that something will have to be done soon about it. A discussionwas held concerning whether the Board should appropriate November 7,1983 State of New York County of Cortland A Town of Harford the requested funds for the Cortland County Economic Development program. The feeling was that they should wait before making a definite commitment to see what the other municipalities were going to do. It was decided to increase the contigency fund in our 1984 budget from $1500.00 to $3500.00 to have available the money if the Board feels the program is supported sufficiently by other municipalities. The Supervisor recommended that the money come from the unexpended balance. The Preliminary budget estimates were read. Stoner offered a resolution whereas, this Town toard has met at the time and place specified.in the notice of public hearing on the preliminary budget and heard all persons desiring to be heard thereon, now thereforl, be it resolved, that th&_Pre-lim nary -budget be amended by making the following change s', therein: That the General Fund es- timated unexpended balance be $2000.00, That the Contigency Fund be increased from $1500.00 to $3500.00. Further resolved that such Pre- liminary -budget as herein before amended be and hereby is adopted as the annual budget of the Town for the fiscal year beginning on the 1.st day of January 1984 and that such budget as so adopted be entered in detail in the minutes of the proceedings of this Town Board, and be it, Further resolved that the Town Clerk of this Town shall prepare and certify, in duplicate, copies of said annual budget as pursuant to Section 202-subd. 2 of the Town Law and deliver two copies thereof to the Supervisor of this Town to be presented by him to the Board of Legislators of the County. Linda Cox, Vivienne Lawson, and Andrea Lawson were present in behalf of the Teen Club to explain to the Board what had happened at their dance the previous Friday night. They reported that someone had put a hole in the wall in the boy's bathroom. They contacted Don Canfield to see what they should do. He recommended that they call the State Police. A State Policeman and ,,a security guard from Cornell, who is also a County Sheriff came to investigate. The boys were questioned , but noon would admit who had done it. Don Can- field estimated. the damage to be about $60. He and Dave Stoner felt that the teens handled the situation very well. Cross made a motion to appoint Don Canfield and Dave Stoner to a Harford - Harford Mills youth committee to work with the teen club members. VanDeWeert seconded. All were in favor. Don Canfield stated that Effie Earl had expressed an interest in being an advisor for the teens and would be glad to do anything to help them. She's also interested in trying to get something started in Harford to make use of the youth bureau f unds . The Board discussed getting a telephone for the town Hall again, especially since the Senior Citizens are using the Hail re- gularly. It was decided to see what: system would be best- public or Possibility an extension form the highway garage. The Supervisor mentioned that the next regular meeting is January 2, which is a legal holiday. He asked if members wanted to meet the next night instead. The Board felt that it should be left on Jan. 2, The Supervisor asked the Board's opinion on making an extra loader payment this year. It was decided to have a meeting near the end of tte month when the Supervisor will know more about the money situation. The meeting was set for December 29 at 7p.m. in the highway garage. The Town Clerk informed the Board that the license from Cornell University for the parking lot at the Town Hall had been received.
