I.4embers present were: Barber, Canfield, Cross, Stoner, and VanteWeert. The minutes of the December 7,1981 meeting were read for in- formation only. The bills listed on Highway abstract l,clai_ms 1-6, payroll abstract 12, and General abstract 1, claims 1-10 were read.. Barber made a motion to authorize the Supervisor to pay these bills. • Canfield seconded. All were in favor. The Supervisor's Monthly Statements were presented. Canfield made a motion to approve these. Stoner seconded. All were in favor. Legislator Anderson reported that Mayo Synder wa s going to resubmit our application for a. grant to the Rockfeller foundation for money for our proposed. town pavilion. Stoner made a motion to appointEhnward.Griffin dog control officer for the Town of Harford for 1982.. Barber seconded. A l l were in favor. Richard Willis reported that all the fire extinquiahers had been checked and updated. He is going to purchase exit signs for the high- way garage and the town hall. Barber introduceda resolution to designate the Cortland Standard as the official newspaper of the Town and the First National Bank of Dryden as the official depository. Futher resolved to appoint Lewis G. Sager; Deputy Supervisor, Joyce VanTjeWeert; Registrar, Loris Canfield and Garret VanDeldeert ; Deputy Town Clerks and Registrars,Leonard Kimmich, chairman of the assessors, Phillip Rumsey; Town Attorney, Ed.ward Griffin; l.og Control Officer, and Gordon Leete ; Code Enforcement Officer of the Land. Further resolved to set the Town salaries as follows: The Supervisor's salary of 1,000 to be paid as follows: $1,000 on or about December 15. The Councilmen's salaries of 1.,000 to be paid as follows; $250 each on or about December I. The Town Justice's salary of 1,200 to be paid as follows: $600 on July 1 and $600 on or about December 1. The Highway Superintendent's salary of $13,500 to be paid as follows: $519.23 bi-weekly. The balance on or baout December 31. The Town Clerk's salary of 1,400 to be paid as follows: $116 a month and the balance on or about December 1. The Assessor's salaries of $1,150 to be paid as follows: chair- man, $650.00, the other two $250 each on or about October 15. The Budget Officer to be paid once a year $700 on or about July 1. The Log Control Officer to be paid $150 on July 1 and $150 on or about December 1.The Town Clerk to be paid from the Dog fund as follows $100 July 1 and $100 on or about December 1. The Harford. Mills Mater Dist. #1 water superintendent to be paid 350 as follows: $175 on July 1 and $175 on or about December 1. The election inspectors to be paid. as follows: primary day,3.35 an hour, election day 3.35 an hour, with pay for two extra hours. Futher resolved to authorize the highway superintendent to spend up to $1,000 on small tools and implements. Further resolved to set the Town mileage rate at 20(,, a mile. Further resolved to set the Town Jury rate at $4x00 a day, plus mileage. Further resolved to establish a petty cash fund of $50 for tax collection and $20 for Town Clerk. Further resolved to hold. regular Town Board. meeting on the first Monday of each month, except when it falls on a holiday, when it would be held the next business day, The meetings to be held in the Town highway Garage at 7:30p.m.. Further resolved to authorize the Supervisor to pay utility bills and any other bills that would offer early pay discounts. Canfield seconded. Tt was decided that on January 18 the Board would meet to audit the books of the Supervisor,Town Justice , and TownCderk at 7:30p.m. in the highway garage . Cross made a motion to authorize Lewis G.Sager,Jr. to attend the annual Association of Town's meeting in February and to vote for the Town. Stoner seconded. All were in favor. Stoner asked the Board's opinion of whether the Townhighway men should keep the area around. the fire house clear from snow. It was the feeling of the Board that it should be their responsibility. Stoner made a motion to authorize the Highway Superintendent to remove the snow from the parking lot and tr:om in front of the fire house when it is necessary. Barber seconded. All were in favor. The purpose of the meeting was to audit the books of the Supervisor, Town Justice, and Town Clerk. The books were audited and found to be correct.. Canfield made a motion to adjourn. Legislator Anderson reported. that the County Legislators were still working on the railroad situation , hoping that it will be bought and kept in operation. The Supervisor informed board members that they must all sign the oath of office book at the County Clerk's office at the beginning of each of their terms... George Chevalier was present to complain that snow had been piled•in front ofhis house and in his driveway when the roads were plowed by the highway men. He requested that they pile it on the opposite corner. Bordon Leete -reported that on January 13 there had been reports that road' conditions on Seaman's Rd. and the O'Brien Hill area were bad. After checking them out personally, he didn't feel the complaints• were necessary. Canfield. offered a resolution to accept the application with the New York State Electric L Gas Corp. for lightning the streets of the J. Town of Harford. Stoner seconded. All were in favor. Act set forth.in Article 18 of the Executive Law, which Code is applicable beginning March 1, 1982, and WHEREAS, said Act requires local governments to report in writing to the Chairman of the County Legislature regarding administration and enforcement of said Code, NOW,; THEREFORE BE IT RESOLVED, that the Town of Harford at this point in time contemplates that it will be responsible for administering and enforcing the State Uniform Fire Prevention and Building Code within the Town of Harford, and be it further RESOLVED, that this Resolution is subject to change or re- scission when more information is available to the Harford Town Board concerning regulations, requirements, financial burden and other considerations involved with the Uniform Fire Prevention and Building Code Act, and be it further RESOLVED, that a copy of this resolution be forwarded to the Chairman of the Cortland County Legislature pursuant to said Act. Barber made a motion to authorize Natalie Doscher to have alcoholic --beverages at her wedding reception on May 22 in the Town Hall. VanDeWeert seconded. All were in favor. All were in favor. • Canfield made a motion to increase the Town's marriage license fee from $5.00 to $6.25. Stoner seconded. All were in favor. Stoner reported that he had talked to Legislator Anderson and that Anderson had said he would be unable to attend our meeting but wished to.let us know that the railroad had been bought. A letter form Mary Ann Negus was.read reporting her 1981 Historian business. Stoner submitted a list of the people who signed the petition f'or obtaining,television cable service in this area. He suggested that the Town�Clerk write to a cable service company informing them that we have at least a hundred people interested in the service and find out if they would come into this area and what we:c need to do to get it started. All were in favor. • March 24,1982 State of New York County of Cortland Town of Harford The Town Board of the Town of Harford met for a special meeting on March 24,1982 at 7p.m. in the Town Highway Garage. Members present were : Barber,Cross,Stoner, and Var&*eert. The purpose of the meeting was to discuss the proposed location and redesigning of the Bleck Rd. bridge project. Paull Sweeny from the County Highway Dept. was present to present the revised plans for the proposed bridge project. He explained that since flooding had washed out the original bridge abutments, it would be impossible to use any part of the old bridge structure. lie stated that since a whole new structure nad abutments would be needed, it would be advisable to move the bridge location in order to straighten the stream out. He said more bridge decking and interlocking blocks could be used to make a better bridge. He estimated that the total cost should not ex- ceed $23,761.00. Stoner made a motion to authorize Paul Sweeny to proceed with the revised plans. Barber seconded. All were in favor. Stoner made a motion to adjourn. It was decided to invite Donald Ketcham to come to a Board meeting in the near future to explain the policy more fully, especially he umbrella coverage. VanDeWeert made a motion to grant permission toNancy Bowen to serve alcoholic beverages at her daughter's wedding reception in the Town_ Hull on Mayl. Barber seconded. All were in favor. May 3, 1982 State of New York County of Cortland Town of Harford The Town Board of the Town of Harford met for a regular meeting on May 3, 1982 at 7:30 pm in the Town Highway Garage. Members pre- sent were: Barber, Canfield, Cross, Stoner, and Van De Weert. The minutes of the April 5, 1982 meeting were read for inform- ation only. The bills liv ted on Highway abstract 5, claims 34 to 4.7, payroll abstract 4, and General abstracts, claims 32-34, were read. Barber made a motion to authorize the Supervisor to pay'these bills; Can- field seconded. All were in favor. The Supervisor's Monthly Statements were presented. Canfield made a motion to approve these. Barber seconded. All were in favor. The Supervisor informed members that Legislator Anderson would be unable to attend our meeting because he hada county meeting. Debby Simmons was present to infnrm the Board that several women in town have indicated an interest,in aerobic dancing. She said that she would be interested in teaching such a class and asked for per- mission to use the Town Hall for the classes. However, she said she could not pay the $50 rental fee for each class, but asked the Board to consider a special rate for the six week course. Stoner made a motion to permit Debby Simmons to use the Hall for the classes and to charge her $50 for the six week period, with $25 to be returned to har at the end of the period as long as the Hall was left in good condition. Barber seconded. All were in favor. Shirley Smith representing the 4-H group, Little Acres, asked permission to clean up the Harford cemetery; she also said that the group was having a rummage sale May 15 & 16 at Karen Em-ery,'s. They welcomed any donations. Sh,_irley was also representing the Harford Grange. They asked her to inform the Board that they wanted to contribute money to re- pair the cement slab in front of the Town Hall or to repair the doors going into the dining room from the lobby. The Board felt that the step in front of the Hall was most in need of repair. The Board -50. May 3, 1982 State of New York County of Cortland Town of Harford suggested that Shirley find out exactly how much the Grange members wanted contribute and then to get an v,estimate of what it would cost to ,pTIt in a new step with a wheelchair ramp. Shirley asked what could be done about -the creek in back of her property where the banks have, been washed out. Richard Willis said he would check to see what the Town can do. Willis said that the easement for the Bleck Rd. bridge had been signed. Canfield made a motion to authorize Gordon Leete to attend the Rural Water Workshop at T -C3 on May 5. Stoner seconded. All were in favor. George Chevalier came in during the meeting -to pay his six month rental fee for the old Town barn. Richard Willis presented an estimate to redo the cab of -the town pick up truck. The estimate was $1, 480.80 from the G. L. Mullen Body shop. After discussion, the Board felt that it was -too much money to put in a truck that has 61,000 miles on it. They decided to leave the cab as it is for now. He asked if he would be able to put a trailer on the property. He was told to contact the County health Dept. about the septic system first. June 7,1982 State of New York County of Cortland Town of Harford Donald Ketcham was in attendance to discuss the Town's in- surance policy. He suggested that we have the Highway garage and the T©hn Hall appraised. He strongly,recommended liability insurance f. or public officials for Town Board members. He said the cost would be about $500. He is to get the exact cost for us. ,It -was suggested that next year we have Don come sixty to ninety daysbefore the policy is written to go over coverage. Shirley Smith called the highway garage during the meeting to inform the Board that the Grange had accepted a bid for $400 to build the step for the Town Hall. It was suggested that a Grange representative.be invited to the next meeting to explain more about the proposed construction. A letter from W. C. Hennessy, Commissioner of New York State Dept. of Transportation, was read stating that the Town of Harford had been apportioned $11,420.00 under the Consolidated Local Street and Highway Improvement Program. More information is to follow to explain how the money can be.used. Richard Willis said that Ronald Birdsall had asked for more money per hour. The Board told Richard to settle this with Ron. The Town Clerk reported that Julie Warnow had ,contacted her ._asking about starting a neighborhood watch program in her area. She asked what had to be done to get on statrted.Board members felt she should contact The sheriff's dept. to find out. Donald Canfield asked if anything could be done to clean up the area around the entrance to the Harford Mills cemetery. The Super- visor said he Aidn't knew what.we could do about it since the cemetery association deesn't own the land. A letter from Daniel Horton was read submitting his resignation ,.as Town assessor, effective July 191982'. Barber made a motion to accept the resignation with regr et. Stoner seconddd. All were in favor. Stoner said Gerald;,41hitehead might be interested in filling the assessor position. The Supervisor asked Stoner- to speak to Mr. Whitehead about it. Stoner requested that the Town Clerk contact the American Cable • T.V. service to find out why we haven't anything about geeting the service into the Town. Willis reported that Charlie Edmonde had informed him that' the Town .had had an agreement with Fred Endler to oil and stone the road from his 'house to the. T in the road. Barber reported that the Grange had received the estimate for the step in front .of the Town Hall from for $4500-00. He said it would be made &rem treated'wood with a wheelchair ramp on the north side with a railing along the .Willis reported that the Bleck Road bridge was near completion that the detour had been taken down, and that traffic was using it. Stoner made a motion to authorize the Supervisor to pay Richard Russell,Jr. two weeks vacation pay since he did not receive it when he left. Canfield seconded. All were in favor. The Supervisor read a letter from the Insurance Co. of North America recommending changes to be made to update. the Town Hall and Highway garage for safety purposes. Stoner made a motion to grant the fireman permission to use the Town picnic tables and the tables and chairs from the Town Hall for Empire Farm days an August 10,11, and 12.' Barber seconded. All were in favor. The Town Clerk reported that Ann Nafziger had told her that she had received complaints about the teen dances. They were that alcholic beverages had been the re and that there was some rowdiness. Board members suggested that we- find out who the chaperones are for the dances. Stoner also reported that the Cornell security guards had been patrolling the area in the middle of Harford for Cornell. He felt that this should help the situation. Aletter was read from Donald Ketcham giving the estimate for public official liability insurance. Canfield made a motion to.autherize Donald Ketcham to add the public liability insurance to our Town insurance policy and to authorize the Supervisor to pay"the'annual installmant of $278.00. Members present were: Barber, Cross, and VanDeWeert. The minutes of the July 6,1982 meeting were read for in- formation only. The bills, listed on Highway abstract #8, claims 73-78, pay- roll abstract 0. and General abstract #8, claim 45 were read.. Barber made a motion to authorize the Supervisor to pay these bills. Debby Simmons was present to complain about the happenings at the Teen damces. She said they would'nt let her in . She felt that they should have other chaperones,. It was the 'feeling of the Board that they should be properly supervised or not be: -able to use the Hall It was suggested that the president of the Teen club be invited to the next meeting to discuss the problem. Nancy Chevalier asked the Board if a group of women from Town could use the Town Hall for pract-laatng arobic dancinl owithout pay- ing for the rental of the Hall. The Board had no objection to this. George Chevalier expressed his concern hbout-the parking problem around the Town Hall., He wandered if Cornell wouldn't let us use some af!their adjoining land for parking.. The Supervisor said maybe the Grange would be interested in seeing about this. Ronald Slatkin from the County Planning Board, and Eric Johnson and Bob Denz fron the County Health Dept. were present to inform us about, the groundwater management agency. They asked for three volunteers to attend three more meetings at the County Planning Dept. for follow-up information on the .water quality managemant program. Barber made a motion to approve the trailer permit appli- cations submitted by Dexter Cross and Stephen Earing. lanDeWeert seconded. Allwere in favor. Richard Willis reported that the Town flail mower was broken. He had prices #O'm new mowers ranging from $1,900 to $50000. It was suggested that he look for a used one . Stan Cress said he knew someone who might have a good used one for sale. He is to contact this person to see if' it .is still for sale. Anderson reported that work had begun an repairing Daisy'Hollow Rd..He also that he felt that all areas to get money through a grant had been exhausted -He said that he would donate $500.00 toward the project, tither in cash or materials. The Town Clerkr,:aaeported that Joe Draghi could not be present at.this monthis meeting, but that hewould come tohtW October meeting. - The Supervisor reported that he had had a complaint about kids riding dirt bikes on the Town field, making a lot of noise and tearing up the field. Richard Willis said That Mr. Blackman had complained to him that people were coning on his property when they were using the Town field for different events. Willis said he had some wire that he could put up to keep the area closed off. The Supervisor asked when members could meet to start work on the 1983 budget. It was decided to meet on September 20 at 7:30p.m.. in the Town Highway garage. The Supervisor reported that there was $,000 from sales tax revenues that we'didn't figure in the budget. He asked members if they thought it should be used for insulation in the Town Hall. It was brought up that the basement wall needed repair. The Supervisor asked if they knew of anyone to do these jobs. Gordon Leete suggested William Avery. The Supervisor reponted that Buckeye Pipe Line Co. was asking to reopen the appeal to reduce their assessment. He said that our Town attorney recommended not appealing the case. A letter -was examined from the Irquois Tetephone Co. requesting permission to place telephone facilities along Carpenter H811 Rd. Richard Willis is to contact them about this. He knew that Douglas Stairs was one that had been piling the wood. Barber made a motion to authorize the Supervisor to contract with Alan Whitaker to install the storm windows on the downstaljis of the Town Hall andito authorize the Supervisg3 to pay Whitaker upon com- pletion of the job. Canfield seconded. All were in favor. The Supervisor asked for the Board's feeling on the Town pur- chasing a pick-up truck. He said there should be enough surplus funds to pay for it. A discussion was held on whether a new or used truck should be purchased. Barber made a motion to authorize the Town Clerk to advertise for bids on a 1982 or newer pick-up truck with the bids tobe opened at the next Town Board meeting on January 3, 1983.
