Members present were: Barber, Cross, Van De itieert s ,S tone r The minutes of the December 1,1980 meeting were read. Cross made a motion to approve the minutes as read; Barber seconded. All were in favor. The bills listed on Highway abstract 1, claims 1-9. payroll ab- stract 12, and General abstract 1, claims 1-6 were read. Barber made a. motion to authorize the Supervisor to pay these bills. Cross seconded.. All were in favor. The Supervisors Monthly Statements were presented. Cross made a. motion to approve these. Barber seconded. All were in favor. Legislator Anderson asked for any suggestions that anyone might have to help cut county budget fists. He also informed us that the Daisy Hollow Rd. project is planned to start, but that due to budget cuts it might take longer than previously expected. He had. no word on our grant. Stoner made a motion to authorize Lewis G. Sager, Jr. to attend the annual Issoc. Towns meeting in Feb.,1981 and to vote our Town. Barber seconded. All were in favor. Alfred Eisenhardt was present at our meeting to state that he accepted the agreement for purchase of the wood frame building be- hind the Town Hall. He signed the agreement at themeeting. He didn't know when he would be. -,.moving it. He stated he would not be responsible for the concrete slab under the building. Cross introduced a resolution to designate the Co--tland Standard as the official newspaper of the Town and the First National Bandl of Dryden as the official depository. Further resolved to appoint Lewis G. Sager; Deputy supervisor, Joyce Van De Weert; Registrar, Doris Canfield and Garre:�Van De Weert; Deputy Town Clerks, and. Registrars. Leonard Kimmich; airman of the assessors, Phillip Remsey; Town Attorney, Ralph Canfie'_9; Dog Control Officer, and Gordon Leete , Code Enforcement Officer r the Land Use Ordinance and. Water Superintendent of Harford. Mills eater Dist. v r< Further resolved to set the Town Salaries as follows: The Supervisor's salary of $900 to be paid as follows: 300 on or about Julyl, 600.00 on or about Dec. 15. The Councilmen's salaries of $800 to be paid as follows: $2.00 each, to be paid, on of about Dec. 1. The Town Justice's salary of $1,000 to be paid as follows: $500 on July 1 and $500 on or about Dec. 1. The Highway Superintendent,=,s salary of $11,750 to be paid as follows: 451.92 bi-weekly, the balance on or before Dec. 31. The Town Clerk's -_salary of $1300 to be paid as follows: 108.00 a month,and the balance on or about Dec. 15. The assessors salaries of $1050.00 to be paid as follows: Chairman -$600, the other two $250 and. $200 on or about Oct. 15. 220 January 5,1981 State of New York County of Cortland Town of Harf ord The Budget Officer to be paid once a year, $600 on or' about Dec. 15. The Harford Mills Water Dist. #1 Water Superintendent to be paid. $350 as follows: $175.00 on July 1 and $175.00 on or about Dec. 15. The election inspectors to be paid as follows: Primary day, 3.35 an hour, Election day,$3s35 an hoar, with pay for two extra hours. To pay the Janitor of the Town Hall 4350 on or about Dec.15. Board of Review members to be paid $20.00 each on or about Oct. 15. Further resolved to authorize the highway Supt. to spend up to $1,000 on small tools and implements. Further resolved to set the Town mileage rate at 20(, a mile. Further resolved. to set the Town Jury rate at $4.00 a day, plus mileage. Further resolved to establish a petty cash fund of $50 for Tax Collection and $20 for Town Clerk. Further resolved to hold regular Town Board meetings on the first 11ond.ay of each month , except when it falls on a holiday, when it would then be held the next business day. The meetings to be held in the Town Highway Garage at 7:30 p.m. Further -resolved to authorize the Supervisor to pay utility bills and any other bills that would offer early pay discounts. Barber made a motion to give permission to Janet Tracy to have alcoholic beverages when she rents the Town Hall Jan -17. Stoner seconded. All were in favor. Town of Harford The Town Board of the Town of Harford met for a special meeting on Jan. 19,1981 at 8 p.m. at the Town Highway Garage. Members pre- sent were: Barber, Cross, Stoner, and Deputy Supervisor Sager. The books of the Supervisor, Town Clerk, and Town Justice were examined by Board members. Stoner made a motion to adjourn. February 2, 1981 State of New York County of Cortland Town of Harford The Town Board of the Town of Harford met for a regular meet- ing on February 2, 1981 at 7:30 p. m. in the Town Highway Garage. Members present were: Barber, Cross, Stoner, and Van De Weert and Canf ie ld . The minutes of the January 5, & January 19, 1981 meetings were read.. Barber mad.e a motion to accept the minutes as read. Stoner seconded. All were in favor. The bills listed on Highway abstract 2, claims 10-19, payroll abstract 1, General abstract 2, claims 7-10, and Harford Mills Water List #1, abstract 1 claim 1 were read.. Stoner made a motion to authorize the Supervisor to pay these bills. Barber seconded. All were in favor. The Supervisor's Monthly Statements were presented. Stoner made a motion to approve these. Barber seconded. All were in favor. Legislator Anderson reported that the Legislators were work- ing to save the railroad line between Binghamton and Syracuse. A per i -1 on taas presented to Legislator Anderson from Harford Fire Dept. r.niembers protesting the possible consol_ie ati on. County Highway Superintendent Walter Tennant presented plans to the Board, for a bridge to replace the present one on Bleck Rd. The construction of the bridge would consist of two tubes. The total estimated cost would be %23,000. Sixteen thousand would be ®reimbursed from the State under the Bond Act. He said then when the pipe is delivered. the Supervisor crj."!. a7. 1:;,_y for 75% of the State reimbursement. He further stated. that the Town would pro- bably have their total money from the State by the end of the year. It was felt that the Town would need an easement from 11ard Tillotson to detour around the construction. Dick Russell is to discuss this situation with the A. Tillotsons. The Supervisor_ reported that our insurance agent had informed. him that his agency insurance carriers require that the Town have a prior notice ;local law pertaing to road conditions. Van De Weert made a motion to authorize the Town Clerk to pub- lish the notice for a public hearing on the prior notice law. Stoner seconded. All were in favor. `2 2.2 February 2, 1981 State of New York County of Cortland Town of Harford A discussion on the Town's plan for emergency prepardness was held. It was decided to meet on February 16 at 8 p.m. in the Highway Garage to try to get this organized. Board members, firemen officers, Jim LaFever, and Charlie McCliman are to be invited to attend. A discussion was held on replacing the front doors of the Town Hall. Barber said he would. get an estimate for them. Stoner made a motion to adjourn. March 2,1981 State of New York County of Cortland Town of Harford The Town Board of the Town of Harford met for a regular meeting and to hold a public hearing on Local Law#1 for 1981 at 7:30p.m. in the Town Highway Garage. Members present were: Canfield, Cross, Stoner, and VanDeWeert. The minutes of the February 2,1981 meeting were read. Stoner made a motion to accept the minutes as read. Canfield seconded. All were in favor. The bills listed on Highway abstract 3,claims 20-23, payroll abstract 2, General abstract 3claims 11-18, and Harford Mills Water District #1, claim 2 were read. Canfield. made a motion to authorize the Superviaor to pay these bills. Stoner seconded. All were in favor. The Supervisor's Monthly Statements wffre presented. Stoner made a motion to approve these. Canfield seconded. All were -in favor. Legislator Anderson asked the feelings of the Board on the possible toxic waste site in Richford. He requested that the Board also think about where wewould like tax cuts in the County budget. He said he wouldbtipg a budget down for us to study. The legal notice for the public Hearing on Local LawIfl pro- viding for written notification of defects and. obstructions on Town highways and sidewalks in the Town of Harford. as it appeared in the Cortland Standard was read. The supervisor having heard all persons desiring to be heard, declared the hearing closed. Stoner made a motion to adopt Local Law #1 for 1981 providing for written notification of -defects and obstructions on Town High- ways and sidewalks in the Town of Harford. Canfield seconded. All were in favor. The insurance program as it was presented by the Strong Agency was studied. Cross suggested that we ask about having $200 deductible for liability insurance instead of $100. Canfield felt we should ask for more information about the umbrella coverage. The Supervisor asked for the Board's opinions on the possible toxic waste site in Richford. A discussion was held. Bleck bridge project reported thatithe Tillotson's said that they would not allow the Town to use their property for detouring or storing equipment as long as they were going to put in two tubes . Dick said that the Coutty is looking in to another plan for the bridge. The Town Historian's annual report was read. Dick Russell requested. that the Town agree to grade off and reseed Denver ,Metzler's property where the Town has been getting fill. Tt was suggested that possibly our Town Attorney should be consulted. to draw up an agreement. The Supervisor read a letter from New York Electric 6, Cas telling of a rate increase and asking if there were any ideas where lights could be changed or taken out. There were no suggestions. The Supervisor asked opinion of Board members on purchasing a loader for the Town highway Dept.. Stoner mentioned that the avail- ability of parts and service must be considered. Russell said that most are guaranteed for a year. Stoner made a motion to authorize the Town Clerk to -),t11vertise for a 1980 or newer two yard or more bucket four wheel rubber tire loader. VanDeweert seconded. All were in favor. Bids are to be open- ed March 16,1981 at the Town Hall. Canfield made a motion to adjourn. March 16 ,1981 State of New York County of Cortland Town of Harford The Town Board. of the Town of Harford met for a special meeting on Marlh 16,1981 at 7:30p.m. at the Town Hall to open bids as advertised for one 1980 or newer four wheel rubber tire loader. Members present were: Barber, Stoner, and VanDeWeert. The notice as it appeared in the Cortland Standard was read. The following bids were received and opened.: Credle Equip- ment Inc.- $45,000.00, DeVeau Ford Tractor Inc.- $36.966.00, Arsenault's Tractor Sales, Inc.- $35,460.00, B&L Equipment, TNc.- $47,259.00. Stoner made a motion to table a decision on the bids until March 23,1981 because the bid notice wasn't written properly. VanDeWeert seconded. Roll call: Barber;aye, Stoner;aye, VanDeWeert; aye. Barber made a motion to extend the tax collection time for the Town of Harford to June 1 ,1981 instead of Aprbl 1 ,1981 . VanDeWeert seconded. All were in favor. Stoner made a motion to adjourn. 224 March 17 ,1981 State of New York County of Cortland Town of Harford The Town Board of the Town of Harford met for a special meeting on March 17,1981 at 7:30p.m. in the Town Highway Garage. Members present were: Barber, Cross, Stoner, and Canfield, and. VanDeWeert. The Town Clerk reported that she had consulted our Town Attorney about publishing the loader advertisement notice without the date or place of the bid opening. He advised that the Town Board. reject all the bids submitted on March 16,1981 and readvertise. VanDeWeert made a motion to reject the bids submitted. on March 16,1981 and to authorize the Town Clerk to readvertise for a 1980 or newer two yard or more bucket four wheel rubber tire loader. The bids to be opened March 24,1981 at 7:30p.m. in the Town Highway Garage. Stoner seconded. All were in favor. Stoner made a motion to adjourn. March 24,1981 State of New York County of Cortland. Town of Harford The Town Board of the Town of Harford met for a special meeting on March 24,1981 at 7:30p.m. in the Town Highway Garage to open the bids received as advertised for one 1980 or newer four wheel drive rubb er tire loader. Members present were: Barber,Canfield, Stoner, and VanDeWeert. The notice as it appeared in the Cortland Standard was read. The following bids were received and opened: Deveau Ford Sales - $39,276.00, Case Power and. Equipment Inc.�$35,513.00, Credle Equip- ment Inc.- $45,000.00,and. B&I, Equipment Inc.- $34,900.00 and $47,159.00. Stoner made a motion to accept the bid from Deveau Ford Sales. Barber seconded. Roll call: Barber;aye, Canfield;nay, Stoner;aye, VanDeWeert;nay• Stoner made a motion to table a decision on what 'to do about the bids until Thursday, March 26 so all Board members can be be present to make a decision. VanDeWeert seconded. All were in favor. A letter from Richard Russell,Sr. submitting his resignation as Town Highway Superintendent, effective April 2,1981 was read. Stoner made a motion to accept the resignation with regret. He suggested that a letter be written to Dick from the Town Board showing their appreciation for his service to the Town. Members present were: Barber, Canfield, Cross, Stoner, andVanDe I%Teert. The purpose of the meeting was to discuss what action the Board should take in purchasing a loader. The following bidders were present: Francis Baconfrom Case Equip. Don Wheeler from B&L Equipment, and Leigh Lewis from DeVeau Ford Sales. Richard Russell,Jr., Gordon Leete, and Charles Canfildl.. were visitors. Cross stated that he felt that the Town did.n;t need a late model machine. He felt we should look around. more for one older that would cost less aj.d still do the job. He was concerned with the high rate of interest we'd have to pay. He said that he felt that the Town could not afford it. Cross made a motiaarj to reject all of the bids submitted. Canfield seconded. April 6,1981 State of New York County of Cortland Town of Harford The Town Board of the Town of r�arf ord met for a regular meeting on April 6,1981 at 7:30p.m. in the Town rIighway Garage. i,,Ie.mbers present -were: Barber,Canfield.,Cross, Stoner, and VanDeweert. The minutes of the March2 , March 16, March 17, and March 24 L March 26, 1981 meetings were read. Stoner made a motion to accept the minutes as read Canfield seconded. All were in favor. The bills listed on Highway abstract 4, claims 24-32, General abstract 4, claims 19-22, and Harford Mills Nater :Districtfl abstract 3, claim 3 were read. Cross made a motion to authorize the Supervisor to pay these bills. Stoner seconded. All were in favor. The Supervisor's Monthly Statements were presented. Barber made a motion to, approve these. Canfield. seconded. All were in favor. The Supervisor reported that four people had indicated that they were interested in ti -ie Town Hmghway Superintendent position. Resumes were received and read from the followingpersons: David Canfield, Donald Riley, Richard Willis, and Delbert Tottey. VanDeWeert made a motion to table the decision on appointing a new Highway Superintendent until Thursday, April 9. Barber seconded. All were in favor. Legislator. Anderson reported that the County Legislators had passed a resolution protesting the abandonment of the railroad between Bing- hamton and Syracuse . Mr. �;ayo Synder from the Cortland County Planning Board was present to discuss the possibility of a pavilion on our Town field. He reported April 6,1.981 State: of New York County of Cortland Town of Harford that he had been investigating to see what funding we might be able to obtain. One idea he proposed. was that he would write to the John D. Rockfeller foundation and ask if they would be interested in donating toward the project. It was suggested. that their name be used in the title of the pavilion as a memorial to their family since John D. had been born in nearby Riehf ord . P,1r. Mayo said. that the federal deadline for grant possibili tees was May 15. He stated that lie would have plans for the proposed pavilion ready before then. 1,1r. John Brundage was also present to offer advice on the pavilion project. He, as an architect, has worked on similar projects. VanDeWeert made a motion to appoint John Brundage to the Town Planning Board for a five year term. Stoner seconded. All were in favor. A letter was read from the Strong Agency explaining that increasing our deductible policies from $100 to $250 would only save the Town $22 a year. The Board. decided that since the savings would be so small it should be left left the same. It was suggested that liability and. collision coverage be taken off the Oshkosh leaving only fire coverage. A discussion on replacing the front doors of the Town Hall was held. Pete Barber said he would check to see what the materials for this would cost. Stoner informed the Board. that Don 'Wheeler was going to bring down a 1972 loader with 5,000 hours on it this Wednesday, so that members can look it over. The Supervisor suggested that the Board wait until Thursday after they have a chance to inspect the loader to matte any decision on what to do. Stoner made a motion to adjourn. April 9,1981 State of New York County of Cortland Town f o Harford The Town Board. of the Town of Harford. met for a 'special meeting on April 9,19£1 at 7:30p.m. in the Town Highway Garage. The purpose of the meeting was to appoint a new Highway Superintendent. Members present were: Canfield, Cross, Stoner, and VanDeWeert. Richard Willis, Delbert Tottey, Gordon & Betty Leete, and Jack Holcomb were present. The Supervisor asked for opinions of Board members on who would be the best qualified to fill the Highway Superintendent position. Stoner said he had received many phone calls - most favored Richard Willis. He felt that Willis was the most qualified. Stoner made a ;notion to appoint Richard Willis to fill the unexpired term of Highway Superintendent. This is to become effective April 27, 1981. VanDeWeert seconded. All were in favor. The Supervisor asked for Board's opinions on what to do about purchasing a loader. They inspected the loader from Don Wheeler. Canfield is to ask Don Wheeler about this. Cross said that he felt the Board should reconsider the Case that is there in the Garage since it is newer and is the same price. It was suggested That they look around and try to spread the word that the Town is looking for a loader. Gordon Leete .reported that he didn't know where the Town could dispose of the debris from the spring clean up days in Aiay. He also asked about, clothing for the Highway employees. He said they hadn't had any new since two years ago. The Supervisor told them to go ahead and get their normal amount: 3 shirts, .3 pants, I coverall, and a light jacket. Richard Willis asked about how Town pick up should. beused. Members said he could take it home, but it should be used fob_ business only. Members present were: Barber, Cross, Canfield, Stoner, and VanDeWeert. The minutes of the April 6 and April 9,1981 meetings were read. Stoner made a motion to accept the minutes as read. Cross seconded.. All were in favor. The bills listed on Highway abstract 5, claims 33-38. payroll ab- stract 4, and. General abstract 5, claims 23-27 were read. Barber made a motion to authorize the Supervisor to pay these bills. Stoner seconded. The Supervi'sor's Monthly Statements were presented. Stoner made a motion to approve these. Cross seconded. All were in favor. Mr. Mayo Spy' der, director of the Cortland County Planning Board, presented plans to us for the proposed Town pavilion. Stoner offered a resolution to authorize the Supervisor to apply for funding for the proposed pavilion as presented by Mr. Snyder. Barber seconded. He felt the culverts would plug and cause flooding. Willis said, someone from the County Highway Dept. is to come tomorrow to discuss and look over the bridge. Legislator Anderson presented the County's 1981 tentative budget for the Town Board to examine and asked them to make notes of any questions. He reported that the Sheriff and fire Coordinator dis- patchers are not going to combine at the present. Members present were: Canfield, Barber, Stoner, and Van De Weert. The notice as it appeared in the Cortland Standard advertising for a 1975 or newer rubber tired loader was read. One bid was received and opened. The bid was from Gateway Equip- ment Corp. for $26,000. Mr. Schmidt, salesman from the Corporation, was present. He said they would go over the machine before it was sold and make sure it was in good condition. John Monroe representing C. A. P. C. 0. and the County Planning Dept. asked Board members for permission to designate a parking area for car pooling for about five cars either at the Town Hall or Town Highway Garage. After a discussion, members felt that the most conveiaibnt location would be at the Highway Garage. Canfield made a motion to designate a parking area for approximately five cars for car pooling at the Town Highway Garage. Stoner seconded. All were in'favor. All were in favor June 1, 1981 State of New York County of Cortland • Town of Harford Lloyd Totman was present to show Board members a picture of Ray- mond Talcott, drawn by Raymond's grandson. Lloyd asked for permission to hang this picture in the Town Hall. He explained that he felt it would be appropriate since Raymond had blayed in the band at many of the fund raising dances for the town and Fire Dei ->t. Barber made a motion to grant permission to Lloyd Totman to put the picture of Raymond Talcott in the Town Hall. Stoner seconded. All were in favor. It was suggested that a few words be written concerning Raymond and placed inside the picture frame by the picture. a Richard Willis reported that the cost of putting twin pipes in for the Bleck Rd. Bridge would cost $14,000 for the pipe, plus$14,000 for straightening the road. He further stated that the cost of a lamenated bridge for the deck alone would be $23,000 and an additional $23,000 for installation. Pertaining to obtaining a right-of-way from Tillotsons, Willis reported that the Town has the right-of-way on the road but not in the creek. Supervisor Van De Weert said he could talk to our attorney to see what action we should take. Willis reported that the merry-go-round and swings on the Town field were in need of repairs. He said the merry-go-round had a big hole in it. He said they would look it over to see if they can fix it. Van De Weert made a motion to grant permission to Grady Beckman to have alcoholic beverages at her wedding in the Town Hall on June 6. Barber seconded. All were in favor. The demands Mr. Reed made would make it impossible for the County to make the improve- ments they wanted to on the road. David CpIgrove, representing Eco Bridge Co. was present to inform the Board that he would be interested in helping the Board to obtain more funding ossibly through the Donavan plan --to construct a laminated bridge. He felt that this bridge should,last at least fifty years. His company would provide supervision on the job site. He said the County and town highway employees could do the entire installation to cut down on cost. Stoner made a motion to authorize David Cosgrove to write up the specifications for a laminated bridge for Bleck Rd. bridge. Canfield seconded. All were in favor. Don and Eric Tennant asked about people riding on the Town field with dirt bikes. Eric said he had been told there was an ordinance to kb.ep motorized vehicles off the Town field. He said that he wanted to be able to'ride around sensibly. September 8,1981 State of New York County of Cortland Town of Harford The Supervisor informed members that he had received a letter from the County Legislature stating that the Town must notify them by Dec- ember what type.of fire code system the Town has adopted. Alfred Eisenhardt was present to inform members that a culvert had. been placed on his property to divert the water from running down O'Brien Hill Rd. by the County A•S•C.. He felt that the Town should consider reimbursing him for part of the expense of the project. A discussion by Board members followed. The general feeling was that it would be unadvisable to pay for any of the this project since it might set a precedent. Gary Tennant was present concerning our Land Use Ordinance. He felt that the Ordinance is not being enforced properly. He pointed out that some people were going ahead with building projects without ob- taining permits. Richard Willis produced an estimate for a new pick-up truck of $8,866.30 from Stafford. Chev. in Dryden. He felt that the old town pick-up should be fixed upincluding replacing the truck body. The County advisor, Joe Eggleston stated that the i Town should be eligible for monies from the Bond. Act. Stoner made a motion to authorize Richard Willis to abtain the steel material if he feels, after inspection that the material will be suitable for the construction. Barber seconded. All were in favor. A letter from Jan Tennant waas read submitting her resignation as janitor of the Town Hall, effective December 31,1951. George submitted payment of $70 for rental of two ;;,gat the barn until April,1982. Richard ',n7illisreported that Paul Sweeny from the County highway dept. was coming down the next day to look over the situation to see where the Bleck Rd. bridge detour could be located. The Supervisor informed members that there is to be a meeting at the County Office Bldg. on November 10 at 7;30p.m. pertaining to the state fire prevention and building code. All board members are invited. Richard Willis stated that Richard Russell,Jr. had notified him that he was: quitting his job. Willis presented a list of events that had occurred in reference to Russell's not coming to work and not following his instructions when he was at work. Town of Harford The Town Board of the Town of Harford met for a regular meeting on December 7, 1981 at 7:30 p. m. at the Town Highway Garage. The minutes of the November 2, 1981 meeting were read -for information only. The Supervisor inforMed them that from now on the Janitor is to be in charge of renting the Town Hall. David Stoner said that the Ivey to the Hall could still be left at his house and picked up and left by people renting the Hall. Stoner said that he would still check the lull after renters leave. Legislator Anderson informed us that we wouldn't receive the grant that we had applied for the pavilion on our Town field. He said that the County tax rate is expected. to be increased by 21�. Ile asked for the Board's opinion on the County buying the rail- road. The general feeling was that the County needs to do something to keep industries in the area. Anderson said he would be in favor of bpying the railroad, but :trying to sell it later to a shipper assoc. or something similar. A discussion of the proposed state building and fire code was held. Stoner offered a resolution that the Town of Harford contemp- lates at this time that it will be responsible for administering and enforcing the State Uniform Fire Prevention and Building Code within the Town of Harford, further resolved that this resolution is subject to change or recession when more information is available to the Har- ® ford Town Boardconcerning regulations, requirements, financial burden and other considerations involved with the Uniform Fire Prevention and Building Code Act. Canfield seconded. All were in favor. A letter was read from the Dryden Fire Dept. informing us that they were requesting $2,000 for their ambulance contract with the Town for the next two years. A letter was read from Grant Van Sant saying that he would like to bid on the opportunity to defend the Town on the appeal of the Buckeye Pipe Line case. A letter was read from the Dept. of Labor & safety saying that after an inspection of the Town hall and Town Highway Garage, fire extinguishers were to be checked and exit signs were to be placed by all entrances. Cross made a motion to authorize the Supervisor to transfer $1500 from Item II to Item I,and $1,000 from Item IV to Item I. Stoner seconded. All were in favor. Don Canfield reported that Ralph Canfield had asked him to in- form the Board. that he would like the Board to look for another Dog Control Officer.
