SPECIAL BOARD MEETING
DRAFT ZONING ORDINANCE REVIEW
AUGUST 3, 2004
PRESENT : Supervisor Doug Austic , Town Councilmen Lee Scott, Robert Weatherby;
and Don Ellis ; Councilwoman Roxanne Marino absent; Town Clerk Marsha Georgia;
Deputy Supervisor Richard Coogan; Attorney Bruce Wilson and George Frantz .
Others Present : David Means and Mark Hasson
Supervisor Austic opened the meeting at shortly after 6PM to review the Draft Zoning
Ordinance. The Board resumed review on page 21 .
Note : These minutes reflect the changes to the ordinance; the tapes are available for any
discussions that took place at the meeting.
Attorney Wilson suggested that for a better flow of the document that the article for
administration be moved to the front of the Zoning Law. It was the general consensus of
the Board that this may make more sense. Mr. Frantz will work on that.
ARTICLE IV — Al — AGRICULTURAL DISTRICT
4.1 Purpose
It was suggested that this definition be expanded and Mr. Ellis will work on the working.
4. 6 Uses Allowed by Special Permit from the Town Board
Added — Golf courses, except miniature golf courses operated on a commercial basis,
l} upon approval of the Town Board

ARTICLE V — A2 — SPECIAL AGRICULTURAL DISTRICT

ARTICLE VI — Rl — RURAL RESIDENCE DISTRICT
6. 1 Purpose
Delete District before development — insert Ulysses before Comprehensive Plan and
capitalize it.
6.2 Permitted Uses
Delete not more than two (2) before Single-family and not more than one ( 1 ) before Two-
family
6.3 Permitted Accessory Uses
Under roadside stands change the Section to 16 . 7

13. 1 Purpose
Delete everything after economic vitality of the Town.
13 .2 Permitted Uses
Delete — Flag lots — single-family residence — two family residence
13.3 Permitted Accessory Uses
Add — Single;family residence
Delete — Home occupations — family childcare — professional office
Delete for residential purposes in Tempory buildings statement

Delete — Customary home occupations, conducted solely by residents of the dwelling,
provided that no goods, products and materials related to the occupation are publicly
displayed.
9.6 Lot Area and Yard Requirements

ARTICLE X — H1 — HAMLET DISTRICT
10. 1 Purpose
Insert Ulysses before Comprehensive Plan and capitalize it.
10.2 Permitted Uses
Delete not more than two (2) before Single-family and not more than one ( 1 ) before Two-
family
10.4 Uses Permitted by Site Plan Approval
Delete - Cemeteries and the buildings and structures incidental to cemetery operations .
Under Multiple residences for rent or lease - Delete — provided that they are located in a
second story or higher floor of a building housing retail stores or other commercial
establishments on the first floor.
10.5 Uses Permitted by Special Permit
Add - or Motel after hotel

Administration.

11 .4 Uses Permitted by Special Permit
Delete - Flag lots, subject to the standards set forth in Article XVI, Section 16 . 12
