The Superintendent of Highway®s salary of $11,*000 to be
paid as follows: $458 semi-monthly and the balance on or about
Dec. 30.
The Town Clerk's salary of $1,200 to be paid as follows:
$100 a month and the balance on or about Dec.15.
The assessor's salaries of $1050.00 to be paid as follows;
Chairman,$600 the other two $250 and. $200 on or about Oct 15.
The Budget Of'f'icer to .be paid once a year, $550 on or about
Dec. 15.
The Dog Warden to be paid $300 on or about Dec.15.
The Code Enforcement Officer to be paid $350 on or about Dec.15.
The Harford Mills Water District Supt. to be paid $350 ,
$175 on July 1 and $175 on or about Dec.15.
The election inspectors to be paid as follows: Primary day,
$3.10 an hour -Election day, $3.10 an hour, with pay for two extra
hours.
To pay the janitor of the Town Hall $150 on or about Dec.15.
Board of Review members to be paid $20.each on or about Oct.15.
Further resolved to authorize the Highway Supt. to spend up
to $1,000 on small tools and implements.
Further resolved to set the Town mileage rate at 20q, a mile.
Further resolved to set the Town Jury rate at $4.00 a day
plus mileage.
Further resolved to establish a petty cash fund of $50 for
Tax Collection and $20 for Town Clerk.
Further resolved to hold regular Town Board meetings on the
first Monday of each month, except when it falls on a holiday
when it would be the next business day. The meetings to be held
in the Highway garage at 7;30p.m..

against us for judicial review of th.e assessed value for the years -
1975/79 and. 79/80, and

A RESOLUTION MEMORIALIZING AN
INCREASE IN JUSTICE COURT REIMBURSEMENT
WHEREAS, Justice Court costs have been an increasing burden to Municipal Govern-
ments throughout the State of New York, and
WHEREAS, the local governments' share of fines, upon disposition of violations of
state statue, has remained unchanged for over forty years, at $5.00 per case, despite
the fact that said fines, payable to the State of New York, have increased several fold
during the same period, and
WHEREAS, said reimbursement to local government bears no relation to the increased
cost placed upon local government, and the State of New York is reaping an unfair and
unreasonable portion of fines for the disposition of violations of state statutes, -re-
sulting in increased costs for maintenance of court facilities by local governments
throughout the State of New York,
NOW, THEREFORE, BE IT
RESOLVED, that the Governor, State Comptroller State Assembly and State Senate be
and hereby are memorialized to enact an increase from said $5.00 to $15.00, -in the por-
tion of the fines for the violation of the State law processed in the local justice
,courts, that is returnable to the local government in order to adequately compensate
local governments throughout New York State for the expense of maintaining local justice
court facilities, and be it further
RESOLVED, that a copy of this resolution be forwarded by the Clerk of this Board
to Governor Carey, the State Comptroller, Clerk of the Assembly, Clerk of the State Sen-
ate, Assemblyman Steve Riford and Senator Tarky Lombardi together with a request that
such an increase be enacted as soon as possible, and be it further
RESOLVED, that all Towns, Villages and Cities in Cortland County and hereby in-
vited and urged to support this resolution and to enact a similar resolution.

The Town Board of the Town of Harford. met for a regular
meeting on February 4, 1980 at 7:30p.m. in the Town Highway
Gatage. Members present were: Barber, Stoner, and VanDeWeert.
The minutes of the January 7 and January 18, 1980 meetings
were read. Stoner made a motion to accept the minutes as read.
Barber seconded. All were in favor.
The bills listed on Highway abstract 1, caL-ims 1-10, pay-
roll abstract 1, and General abstract 1, claims 1-7 were read.
Stoner made a motion to authorize the Supervisor to pay these
bills. Barber seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Barber
made a motion to accept these.' Stoner seconded. All were in favor.
Legislator Anderson reported. that the Legilators had author-
ized the payment of $5,000 toward defending the Towns and County
against Indian land claims.
Anderson further informed us that Walt Tennant had told
him that the County would not be,improving the Daisy Hollow Rd.
this year as there was not enough money in the budget for it.
Anderson further stated that he had been appointed to serve
on the CAPCO committee. He asked if' any members would be interested .
in serving as an alternate.
The Supervisor informed the Board that Grant VanSant had
resigned as our Town Attorney. Mr. VanSant stated that he would
be willing to work for the Town on an hourly basis.
Stoner made a motion that the Town Board employ the services
of Grant VanSant on an hourly basis for a fee of $50 for 1980.
Barber seconded. All were in favor.
The Supervisor asked Town Board members to try to find
someone to serve as Chairman of the Planning Board.
Stoner made a motion to adjourn.

The Town Board of the Town of Harford met for a regular
meeting on March 3,1980 at 7s30p.m. at the Town Highway Garage.
Members present weres Cross,Stoner,Barber, and VanDeWeert.
The minutes of the February 4,1980 meeting were read.
Stoner made a motion to accept the minutes as read. Barber
seconded. All were in favor.
LEgislator Anderson asked for opinions of Board members
on a County wide tax revaluation. He also wanted to know how
they felt about a share of county sales tax going to the school
districts. He also informed us that the County is considering
passing a road hazard. law.
The bills listed on Highway abstract 2,claims 11-25, pay-
roll abstract 2, General abstract 2, claims 8-14, and Harford
Mills Water Distract #1 abstract 1,claiml were read.Barber made
a motion to authorize the Supervisor to pay these bills. Stoner
seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Stoner
made a motion to approve these. Barber seconded. All were in favor.
Don Ketcham, from the Strong Agency, was present to answer
questions and discuss the Town's complete insurance coverage.
Stoner stated that he felt that various repairs on the
Town Hall would help to improve the heating problem there.
He suggested repairing the storm windows and patching the basement.
He also recommended building a shelter for the garbage.
A letter from Grant VanSant was read asking that the Town
Board pay him $2$00.00 for his services in defending the Town
in the Buckeye Pipe Line case.
Stoner made a motion to pay Mr. VanSant as our special
counsel $1.000-00 now and the balance of $1 , 500.00 on or before
the end of 1981. Barber seconded, All were in favor,
The Supervisor informed members that he had received a letter
from Harry Dunks advising us that'the County over 65 tax exemption
was $7,200.00. The Board discussed whether or not the Town should
raise theirs. It was decided to leave it the same.
Cross made a motion to authorize the Supervisor to pay
$15 each membership fees for the Supervisor, Chairman of the
Board of Appeals, and the Code Enforcement Officer, to join
the County Planning Federation. Barber seconded. All were in favor
Barber made a motion to authorize the Supervisor to transfer
$306.00 from 1990.4 contingent fund to 1910.4 unallocated insurance.
Stoner seconded. All were in favor.
Stoner made a motion to extend the time for tax collection
in the Town of Harford for 1980 from April 1p1980 to June 1 ,1980 .
Barber seconded. All were in favor.
Barber made a motion to grant Town Board approval to the
County resolution memoralizing an increase in justice court reim-
bursement. Stoner seconded. All were in favor.
Stoner made a motion to adjourn.

The Town Board of the Town of Harford met for a regular
meeting on April 7,1980 at 7s30p.m. at the Town Highway Garage.
Members present weres Barber,Cross,Canfield, and Stoner, and
Sager.
Deputy Supervisor Sager conducted the meeting as Supervisor
VanDeWeert was not present.
The minutes of the March 3,1980 meeting were read. Barber
made a. motion to accept the minutes as read. Stoner seconded..
All were in favor.
Legislaotr Anderson reported that Henery Swaysee, Chairman
of the County Legislators was seriously ill. He asked that Board
members try to attend the meetings pertaining to the revaluation
update. He felt that it was important for them to make their
opionions known. He further mentioned that there was a possibility
of the Town getting a grant to build a pavilion. The Town would
have to match the funds. He volunteered to have the County Plan-
ning Board draw up possible plans for the structure.
The bills, listed on Highway abstract 3, claims a6-43., pay-
roll abstract 3, and General abstract 3, claims 15-27were read.
Stoner made a motion to authorize the Supervisor to pay these
bills. Canfield seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Stoner
made a motion to approve these. Canfield seconded. All weve in favor.
A discussion on insulating the Town Hall was held. It was
decided that: the Town Board would meet next month at 7s00p.m. at
the gall before the regular meeting so members could look over the
situation to see what might be the best answer to solve the heating.
problem.
Stoner presented a sketch of a garbage bin f'or the Town Hall
from David Hulslander. Cross made a motion to authorize the building
of the bin for 133.95. Stoner seconded. All were in favor.
The Town Clerk reported that Laura Hatfield had rented the Town
Hall on March 28 for a birthday party f'or Jay Bonney. The next day
it was discovered that a window in the Hall had been broken and
that one of the screens had been torn loose.
Jay Bonney was present and told the Town Board that when they
left the Hall from the party that none of this had happened. He
felt that the deposit on the Hall should be returned to Laura Hatfield.
He explained that he had called the State:.Police to investigate the brok
en window. The investigating offiver said that the evidence showed
that it was possible that someone had tried to break in the Hall
through the window. A cellar hatchway was also broken.
Stoner made a motion to return the $25 deposit to Laura Hat-
field. Canfield seconded. All were in favor.
The Town Clerk expressed her concern of having the responsibility
of renting the Hall.It was decided that a meeting should be held to
discuss eatablising some regulations pertaining to the Hall rental.

David Stoner, Don Canfield, and Joyce VandeWeert volunteered to
meet for this purpose. It was also suggested that JanTennant be invited
toattend and anyone else that might be interested.
Barber made a motion to authorize the Supervisor to use $392.50 sux
surplus monies to pay for the transcript 66tthe Buckeye Pipe
Line trial. Canfield Seconded. All were in favor.
Dick Russell said that May 12 & 13 would be Spring Clean -
Up days for the Town.
Stoner made a motion to authorize the Harford Fire Dept.
to hold an auction at the Town Highway Garage and totstore these
items until time for the auctionin the garage. Barber seconded.
All were in favor.
Stoner suggested that the Harford and Harford Mills Cemetery
Associations members be invited to the next meeting to discuss the
possibility of the Town taking over the Cemerteries.
Stoner informed members that he and Gary Tennant had attended
a Natural Fire Protection Assoc. meeting in Homer. He and Gary
discussed the possibility of the Town adopting a Fire prevention
code. This would mean the Town enacting a local law and needing an
enforcement officer for the code. Stoner suggested that he and
Gary investigate the matter in more detail and report back to the
Town Board on their findings.

The Town Board of the Town of Harford met for a regular
meeting on May 5,1980 at 7o30p.m. in the Town Highway Garage.
Members present were: Barber,Canfield,Cross, Stoner, and VanDeWeert.
The minutes of the April 7,1980 meeting were read. Barber made
a motion to accept the minutes as read. Canfield seconded. All
were in favor.
Legislator Anderson reported that Al Kruger had resigned
a's a member of the Cortland County Planning Board. He said
that they were considering appointing George Chevalier to replace
him. Referring to a county -revaluation® Anderson suggested
that our local assessors up -date our Town assessments and have
the County pay for the final computing. As to the sales tax re-
distribution plan with the 36-64 ratio as proposed by the Blue
Ribbon panel,he informed us that the estimate thatthe Town of
Harford would receive would be $43,041.39.
The bilis listed on Highway abstract 4 , claims 44-48, pay-
roll abstract 4, General abstract 4, claims 28-33 were read. Stoner
made a motion to authorize the Supervisor to pay these bills.

May 5,1980

The Supervisor's Monthly Statements were presented. Barber
made a motion to approve these. Canfield seconded. All were in favor.
Stoner made a motion to accept the resolutions from the Harford
and Harford Mills cemetery associations to turn the maintenance
and operation of the cemeteries over to the Town . Barber seconded.
All were in favor.
A discussion of the Town Hall insulation was held. It was
suggested caulking all the storm windows, insulating between the
floors, and. pointing up the walls of the basement.
The Town Clerk suggested that Town organizations be asked
to help toward raising money to pay for the insulation. There was
no decision reached.
It was guggested that the Green Thumbers be considered to
do the caulking and the basement work. The Supervisor is to look
in to this possibility.
David Stoner asked for permission to use the Town field for
Calvary Baptist Church ball games. He said this would be on Saturdays
and some Tuesdays.
Barber made a motion to grant permission to Stoner to use the
Town field for the ball games. Cross seconded. All were in favor.
It was decided to meet on Thursday, May 29 at 8p.m. at Joyce
VanDeWeert's home to discuss the regulations for the Town Hall
rental. Donald Canfield, David Stoner, Jan Tennant, and Joyce
VanDeWeert are -to attend. It was also mentioned sthat anyone else
interested should be invited to attend.

meeting on June 2,1980 at 7:30p.m. in the Town Highway Garage.

The minutes of the May 5,1980 meeting were read. Cross
made a motion to accept the, minutes as read. Canfield. seconded.

read. Barber made a motion to authorize the Supervisor to pay

Legislator Anderson restated that he felt that the County
Revaluation should be done by the individual Town or City assessors,
then the figures through the County computer.

Anderson also informed us that he had voted againstthe proposed
County tax distribution plan because he felt that the City
would keep asking for more.
He said that he would like to see the fire control men
deputized so that they could read the teletype. If they are
not deputized they cannot be there.
The 6upervisor informed the Board that the had consulted
Phil Rumsey about being our Town Attorney. He said he had
also consulted Mr. VanSant about this and VanSant didn't mind.
The Supervisor explained that VanSant hadn't done anything about
the Town business that he had consulted him about such as going
from two justices to one and selling the building behind the
Town Hall. Mr. Rumsey said he would consider taking the job.
A letter from the StrDgg Agency was read explaining the
additional coverage of our Town insurance policy for this year.
The umbrella coverage would be $923.00.
VanDeWeert offered a resolution to approve Town participation
in the state local roads and streets program® Stoner seconded.

and Barber;aye. This resolution is attached.
Stoner read the Town Hall rental contract as had been decid
upon at the meeting on May 29 at VanDeWeert's and written upb
by Barbarba, Stoner. Barber made a motion to approve the agreement
for the Town Hall rental. Stoner seconded. All were in favor.
A letter to Walter Tennant from Highway Superintendent
Russell was read, asking Mr. Tennant to inspect the Bleck Rd.
Bridge because Russell felt the bridge to be unsafe.
Stoner reported that the HIC had donated $66.00 tot
be used for ba, 11 equipment or whatever was needed for the games.
Cross made a motion to adjourn.

payroll abstract 6, and General abstract 6, claims 37 -44 -were
read. Barber made a motion to authorize the Supervisor to pay

Legislator Anderson expressed his gratitude to Dick Russell
for repairing the ditches on Munson Rd. so that the water didn't
run off the hill onto Babcock Hollow Rd..
Anderson also informed us that the County was considering
leasing land from Town areas f'or people to park their cars so they
could take part in a possible car pool.
Mr. Bell from the*Dryden Neptune Hose Co. was present with
the contract f'or the Town's Ambulance service. The only change was
that it is a two year contract for $1,000 per year. He reported
that the ambulance had answered 18 calls from here from Apri1,1979
thru February, 1980.
VanDeWeert made a motion to accept the ambulance contract with
the Dryden Neptune Hose Co, as presented. Cross seconded. All were
in favor.
Gordon Leete was present to ask questions about his duties
as Code Enforcement Off'icer.-He asked whether permits should be
obtained for erecting swimming Pools -He also wanted to know what
to do about people building without permits.
Barber made a motion to authorize the Supervisor to pay
the Code Enforcement Officer and the Dog Warden six months of their
annual salary . Cross seconded. All were in favor.
Leete requested that the Harford Mills Water building be looked
over as he felt that it should be painted. C
Canfield mentioned that the bay doors on the Highway Garage
were in bad need of paint and repair. He futher reported that he
had received a complaint on the meery-go -round on the
Town field.
It has holes and is considered a hazard. It was suggested that it
be set up higher. Dick Russell said that he would take care of this.
Canfield reported that the Marathon Emergency Squad was looking
for donations for an auction that they plan to have in October.
Cross made a motion to adjourn.

Stoner made a motion to authorize the Supervisor to pay
the Highway employeesand the Highway Supt. every other week.
Canfield swconded. All were in favors
Stoner offered a resolution to give consent from the
Town Board to the Tioga County Industrial Development Agency
to use its funds for the acquisition of land, rights -of' -way,
main railroad tracks,sidings, and appurtenances from Robert
Haldeman, trustee 6E the property of the Lehigh Valley Rail-
road Company consisting of 2.82 miles adjacent thereto in
the Town of Harford. Canfield seconded* Roll Call F Cross;
aye, Stoner;aye, Canf'ield;aye, VanDeWeert;aye. This is attached.
Stoer made a mMion to authorize the Supervisor to
employ Lewis Oliver to paint the outside of the Harford Mills
Water District building. Cross seconded. All were in favor.
It was discussed that on July 24 there had been a personal
injury on the Town field during a ball game. When the Dryden
ambulance was calledthey didn't respond immediately until
they found out who was injured and if it was necessary to come.
It was felt that they should have responded immediately regard-
less. It was suggested that the Supervisor contact Mr. Bell
about the incident.
Stoner made a motion to authorize the Supervisor to
purchase a two drawer fire -proof failing cabinet f'or the storage
of some of the Supervisor 's and Town Clerk's records.
Canfield seconded. All were in favor.

has made an' application, for Grants from Appalachian Regional
Commis,s,ion,to purchase approximately, -2.82 miles, of. rai1road.which
lies i n the ;Town of --Harford, .Co-rtl and- County, New York, and
'WHEREAS, Section 854(4) of. the New York General Municipality
Law. .requires that the 1.D'.A. must obtain the'consent of"the 'gov-
erning body -of any mun;icipali'ty in which such property As'situated
outside the County ,of - T-foga. NOW',.. THEREFORE, BE ' IT
RES.OLV.ED, that pursuant to. §854(4) New York York General Muni-
ci pal' Law, ':the Town -of Harford;. New York by the Town Board thereof,

WHEREAS, the Industrial Development Agency of Tioga
County has made an application for Grants from Applachian Regional
Commission to purchase approximately 2.82 miles of railroad which
lies in the Town of Harford in Cortland County, New York, and
WHEREAS, Section 854(4) of the New York General Municipal
Law requires that the I.D.A. must obtain the consent of the govern-
ing body of any municipality in which such property is situated
outside the County of Tioga. NOW, THEREFORE, BE IT
RESOLVED, that pursuant to §854(4) New York General Municipal
Law, the Town of.Harford, in the County of Cortland, New York by
the Town Board thereof, does hereby consent that the Tioga County
(New York) Industrial Development Agency may use its funds for the
acquisition of land, rights-of-way, main railroad tracks, sidings
and appurtenances from Robert Haldeman, Trustee of the property
of the Lehigh Valley Railroad Company, Debtor consisting of approxi-
mately 2.82 miles of main track, sidings and land and rights-of-
way adjacent thereto in the Town of Harford, Cortland County, New
York briefly described as being bounded onthe South by the Cortland-
Tioga County Line and running thence northerly to mile post 315.6

The Town Board of the Town of Harford met for a regular
meeting on September 3,1980 at 7s30p.m.,in the Town Highway
Garage. Members present were: Barber,Canfield,Cross,Stoner,
and VanDeWeert .
The minutes of the August 4,1980 meeting were read. Cross
made a motion to accept the minutes as read. Stoner seconded.
All were in favor.
The bills listed on Highway abstract 8, claims 73-79, pay-
roll abstract 8, and General abstract 8, claims 50-51, and
Harford Mills Water District #1 abstract 2, claims 2-3. Barber
made a motion to authorize the Supervisor to pay these bills.
Stoner seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Barber
made a motion to approve these. Stoner seconded. All were in favor.
The Supervisor reported that he had contacted Ed Bell about
the ambulance delay incident. Mr. Bell said he would investigate
to see what had happened.
A discussion on heating the Town Hall was held. It was suggested
that the furnace heating the upstairs should be completely shut off.
It was also recommended that the doors leading to the kitchen and
bathrooms be closed off'. Supervisor VanDeWeert said that there
was no money presently in the budget for insulation of' 'the hall.
It was also noted that the basement wall of the Hall needed pointing
up. The Supervisor said he would contact David Hulslander to see
if he would 'be interested in doing it and what his estimate of the
cost would be .

Legislator Anderson reported that he was still trying to
help us get a grant to build a pavilion on the Town field.

He further reported that the County was planning to sta rt
the Daisy Hollow Rd. repair project in 1981. But because of
not enough funding it will not be completed in a year.
A letter was read from the Cortland County Legislators
stating that the County would no longer maintain signs where
Town roads join State and County roads. It will be up thethe
Towns to maintain them.
Another letter was read offering the Town a chance to buy
a County flag for 96.00. The Board was not interested.
A letter was read informing the Board that Cortland,
Cortlandville, and Cincinnatus were considering assessment
updates. The price quoted was $8.50 for each parcel for Towns
wanting an update. -this was from the Thomas L. Jacobs &Assoc.,Inc.
It was suggested that Leonard Kimmich be invited to our
next meeting to discuss the update assessment.
The ambulance delay incident was discudsed, it was felt
that the problem must have been with the Tompkins County dispatcher,
-A discussion was held on repairing the Town Hall base-
ment walls. Stoner said he was going to contact a man from the
Marathon area who does this type of work.
Stoner nade a motion to authorize the Supervisor to contrac
with this man to cement the basement walls with the cost not to
.exceed $500. Roll Calls Barber;nay, Canfield;aye, Cross;aye,

Cross made a motion to employ David Hulslander to partition
off the kitchen and bathrooms in the Town Hall and to investigate
the cost of electric heaters to heat the kitchen and bathroom

Canf'ie ld ; aye , VandeWeert ; aye .
VanDeWeert offered a resolution to exchange Cotterill Lane
and. Cotteril Rd. with the County for Creamery Rd@ and a portion
of Owego Hill Rd. Barber seconded. All were in favor.
Jim Evener was present to ask for permission to use the
Town Hall to practice with his musical band.
Stoner made a motion to give Board permission to rent the
Town Hall to Jim Evener for approximately eight hours for a fee
of $25. Barber seconded. All were in favor.
Preliminary budget estimates were read for the year 1981
and with the following amendmendss General Fund ,Personal
Services -Highway Superintendent, increased $250, Highway Fund
Idem 1 -Personal Services, increased $500, Item 4 -Personal
Services, increased $500, were adopted as a PreliWinary budget
f'or the year by motion of the following resolution offered by
Stoner, seconded by Canfield all being in favor. Resolved that
the Town Board does hereby prepare and approve as Preliminary
budget for the fiscal yearbeginning January first 1981 as f'ollowss

contract with the Dryden Neptune Hose Company, and the
spending of' federal revenue sharing monies on November
3,1980 at 7:30 in the Town Hall. Members present were:

notice for the public hearing on the Town's spending
of federal revenue sharing monies was read as it appeared

Stoner offered a resolution whereas, this Town Board
has met at the time and place specified in the notice of
public hearing on the preliminary budget and heard all
persons desiring to be heard thereon; now, therefore, be
it resolved, that this Town Board does hereby adopt such
preliminary budget as,originally complied, as the annual
budget of this Town for the fiscal year beginning on the
1st of January,1981, and that such budget as so adopted
be entered in detail in the minutes of- the proceedings
of this Town Board and be it Further resolved, that the
Town Clerk of this Town shall prepare and certify, in
duplicate, copies of said annual budget as adopted by
this Town Board, together with estimates if any, adopted
pursuant to Section 202-a subd. 2 of the Town Law and
deliver two copies thereof' to the Supervisor of. this
Town to presented by him to the Board of Legislators of
the County. Barber seconded. Roll calls Barer; aye,
Canfield; aye, Cross; nay, Stoner; aye, Van De Weert; aye.
Legislator Anderson discussed updating the Town assess-
ments. He said it was too late to plan one for 1981 but
that we could be getting ready for 1982. He hopes that
the Town will be able to use the County Computer for the
processing.
The Supervisor asked if' members thought: that someone
should. be invited to a future meeting to explain more
about the assessment update. It was suggested that the
Town Clerk write a letter inviting a representative from
the Thomas L. Jacobs Assoc, Inc. to attend our next meeting.
A discussion of Town Hall rental was held. S&nce
there have been instances when rentors haeme left the
Hall in poor condition or actually caused damage, it
was felt that something should be done to prevent this
from happening again.
The Town Clerk and Supervisor said they no longer
wanted the responsibility of renting the Hall. Cross -
made a motion to appoint Barbara Stoner to take charge of
the Town Hall rental. Canfield seconded. All were in
favor.
It was suggested that the Town Hall rental contract
be revised and be submitted at the next Board meeting.
Town Board members inspected the kitchen and bathroom
areas of the Hall as it was reported that there had been
da.mdge to the refrigerator and bathroom door since the
last rental. It was found that the door handle was broken.
The bathroom door had been repaired.
Stoner made a motion to deduct the cost of replacing
the refrigerator dont handle from the deposit due Richard
Holmes, who had rented the Hall last. BArber seconded.

Stoner reported that he had contacted Wernicks about obtaining a
new door handle for the Town Hall refrigerator. They must have a $10
deposit before they order it. It will cost $35 total.
Canfield offered a resolution to reduce the number of Town Justices
in the Town of Harford from twp to one. Stoner seconded. Roll call:
Canfield; aye, Cross; aye, Stoner; aye, Van De Weert; aye.
A letter from Phillip Rumsey was read stating that he would be our
Town attorney receiving $300 for this year -next year he would charge
$500 plus disbursements or out -of pocket expenses such as long distance
calls, cop!6s of -documents, etc.
Stoner offered a resolution to authorize the Supervisor to enter
into an agreement with Alfred Eisenhardt to remove the wood frame
building behind the Town Fall upon the payment of $300 to the Town of
Harford. Canfield seconded. Roll call: Canfield; aye, Cross; aye,
Stoner; aye, Vtn De Weert; aye.
A letter was read from Phil Rumsey stating that he would not repre-
sent the Town of Harford in the lawsuit between the Town and Buckeye
