Town of Ulysses
October 18, 2021

Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.
CALL TO ORDER:
Ms. Zahler called the meeting to order at 8am.
ATTENDANCE:
The Town Clerk called the roll:
TOWN OFFICIALS PRESENT:
Supervisor- Nancy Zahler
Board members- Michael Boggs (at 8:36am), Katelin Olson, Rich Goldman, Mary Bouchard
Budget Officer- Michelle E. Wright
Town Clerk- Carissa Parlato
Water District Operator- Chris Stevenson
Highway Superintendent- Scott Stewart
OTHERS PRESENT:
(none)
WATER DISTRICT 3 BUDGET:
Ms. Wright gave brief overview of how this special district works and how the budget was created.
The following items were discussed:
• Water Purification
o Custody transfer meter
o Service contract for aerator
• Water Transport & distribution
o Meter replacements, hydrants, other maintenance items
o Contingency line is new
o 2022 work plan for several new items
• Whether use of ARPA funds are appropriate in this fund (special district)
o Suggestion to borrow ARPA funds by WD3 users and paid back after debt service is paid
off in 2024.
• Payment from Town of Ithaca for historical water loss- agreement to put it in reserves
• Formation of capital reserve
A FUND:
• Highway fund
o Construction of a roof for the fuel tanks to preserve the life
o Water amt in sub-budget from $300 to 1000
APPROVAL OF SENECA STONE INVOICE FOR CHIPS FUNDING
RESOLUTION 2021-187: APPROVAL OF SENECA STONE INVOICE FOR CHIPS FUNDING
Resolved that the Ulysses Town Board approve payment of the Seneca Stone invoice in the
amount of $109,115.86.

RESERVE FUNDING:
The group discussed looking at of the reserve funds together rather than in the context of each fund.
WATER DISTRICT 1:
• 2022 projections do not include the proposed new facility
FIRE/EMS:
• Discussion of fund balance use (reserves not allowed in this fund)

Mr. Goldman moved to adjourn at 9:46am. This was seconded by Ms. Bouchard and passed
unanimously.
