2022 Budget
Town of Ulysses
October 6, 2021
The meeting was held via videoconference on the Zoom platform.
Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.
CALL TO ORDER:
Ms. Zahler called the meeting to order at 8:05am.
ATTENDANCE:
TOWN OFFICIALS PRESENT:
Supervisor- Nancy Zahler
Board members- Michael Boggs, Katelin Olson, Rich Goldman, Mary Bouchard
Town Clerk- Carissa Parlato
Budget Officer- Michelle E. Wright
OTHERS PRESENT:
(none)
2022 BUDGET
BRIEF REVIEW OF THE SUMMARY AND TAX RATE CHARTS AT THE BEGINNING OF THE BUDGET
Ms. Wright gave a brief overview and explained the Tax Rate Schedule sheet of the Tentative Budget.
A FUND REVIEW
The following lines were discussed:
• Town Board
• Town Justice
• Supervisor- a new line added: Secretary to Supervisor
• Auditor
o Audit required for ARPA funds
o An annual GASB compliance audit used to be covered by Health Consortium but now
covered by town
• Town Clerk
• Attorney
o Line increases due to:
Expanded services at higher rates
Will need to procure new counsel as current is stepping down
Annexation may result in a costly appeals process (not enough is budgeted for
this)
• Engineering
• Elections- not often used but kept in case a permissive or mandatory referendum is needed,
or if a primary is necessary outside of a usual election cycle
• Records Management- large increase planned for new water district law and updates to
zoning and special permits laws
• Town Hall EQ- increases due to
o All town hall computers now coming out of this EQ line
o Paving of parking lot. Request to get current estimate
• Town Hall CE
o IT upgrades (cybersecurity and new computers)
o EV charging station service contract fees- discussion of a 3yr or 5yr contract-
agreement by board for 1 yr contract due to changing technology
• Central communication
o Discussion of costs for phone/internet
• Printing & Mailing
• Liability Insurance
• Municipal Association Dues
• Contingency- further discussion will take place in Executive Session
EXECUTIVE SESSION:
Mr. Goldman moved to go into Executive Session at 9:45am for the purpose of discussing collective
bargaining. This was seconded by Ms. Bouchard and passed unanimously.
Ms. Bouchard moved to end Executive Session at 10:05am. This was seconded by Ms. Olson and
passed unanimously.
ADJOURN
Mr. Goldman made a move to adjourn at 10:05am. This was seconded by Ms. Bouchard and passed
unanimously.
