Town of Harford
The Town Board of the Town of Harford met for a regular
meeting and to hold a public hearing on a resolution to raise
the amount of income earned by certain persons 65 or over from
$5,000 to $6,000, at 8p.m. on January 2,1978 at the Town Hall.
The minutes of the December6 and December 12, 1977 meetings
were read. Cross made a motion to accept the minutes as read.
Huff seconded. All were in favor.
The bills listed

Cross made a motion to pay these bills. Huff seconded. All
were in favor.
The Supervisor's Monthly Statements were presented. Huff
made a motion to approve these. Cross- seconded.._ All were in favor..
Huff introduced a resolution to designate the Cortland Standard
as the official newspaper of the Town and the First National Bank
of Dryden as the official depository.
Further resolved to appoint Lewis Sager Deputy Supervisor;
Joyce VanDeWeert Registrar.; Doris Canfield, Deputy Town Clerk
and Registrar; Reba Sager, Deputy Court Clerk; Leonard Kimmich
Chairman of the Assessors; Grant VanSant, Town Attorney; Alice
McIntyre, Dog Warden -Constable; Arthur McIntyre, Code Enforce-
ment Officer of the Land Use Ordinance.
Further resolved to set the salaries as follows:
The Supervisor's salary of $700 to be paid as follows:
$300 on July 1 and $400 on or about Dec. 15.
The Councilmen's salaries of $525 to be paid as follows:
$175 each on or about Dec. 15.
The Town Justices' salaries of $1300 to be paid as follows:
Sager, $300 on July 1 and $500 on or about Dec. 15; Allen, $250
on July 1 and $250 on or about Dec. 15.
The Supt. of Highways salary of $10,000 to be paid as follows:
$416 semi-monthly and the balance on or about Dec.15.
The Town Clerk's salary of $1,000 to be paid as follows:
$83 a month and the balance on or about Dec -15.
The Assessor's salaries of $1000 to be set as follows:
Chairman to be paid $600, the other two to be paid $200 on or
about nct . 15.
The Budget Officer to be paid $500 on or about Dec. 15,
The Dog Warden to be paid $200 on or about Dec. 15,
The Code Enforcement Officer to be paid $250 on or about
Dec. 15.
The Harford Mills Water District Supt. to be paid $250,
$125 on July 1 and $125 on or about Dec. 15.

RESOLUTION OF THE TOWN BOARD
TOWN OF HARFORD
CORTLAND COUNTY, NEW YORK
WHEREAS, by Resolution dated , this
Town Board adopted the provisions of the New York State Real
Property Tax Law §467, and
WHEREAS, the Town Board feels that an exemption from a
a
a portion of real property taxes is beneficial and desirable
pertaining to residents age 65 years or older, and
WHEREAS, inflation and other forces have caused a
relative increase in the cost of living for senior citizens and
others on a fixed income, and
WHEREAS, the Town Board feels that a $5,000.00 income
level is no longer a meaningful cut-off point for eligibility
for this exemption,
NOW THEREFORE., at this meeting of the Town Board, held
at the'Town Hall January 2, 1978, be it resolved that
The Resolution of the Town Board dated
which established the threshold eligibility level for the real
property tax exemption described in §467 of the Real Property Tax
Law, be modified by changing the eligibility threshold from
$5,000.00 as heretofore to $6,000.00:
All other provisions of the state law and the prior
Resolution of the Town Board remain in effect.
This Resolution becomes effective immediately and the
Town Assessors are hereby notified to take this change into effect
beginning with all taxes determined from the taxable status date
of May 1, 1978.

Further resolved to authorize the Highway Superintendent to
spend up to $1000 on small tools and implements.
Further resolved to set the Town mileage rate at 15� a mile.
Further resolved to establish a petty cash fund of $50 for
Tax collection, and $20 for Town Clerk.
Further resolved to hold regular Town Board meetings on the
first Monday of each month , unless that day should be a holiday
• in which event the meeting will be held the next business day.
The meetings to be held in the Town Highway Garage at 8p.m..
The notice of the public hearing on the resolution to raise
the over 65 tax exemption as it appeared in the Cortland Standard
was read. There were no visitors present. The Supervisor declared
the hearing closed.
Huff offered a resolution to increase the amount of income
earned by persons 65 and over, eligible for a tax exemption from
$5,000 to $6,000. Cross seconded. All were in favor.
Huff made a motion to adjourn.

The Town Board of the Town of Harford met for a special
meeting on January 18,1978 at 8p.m. at the Town Highway Garage.
Members present were: Barber, Cross, Huff, Sager, and VanDeWeert.
The books of the Supervisor, Town Clerk, and Town Justice
Sager were audited and found to be correct.
Barber made a motion to adjourn.

Members present were: Barber, Cross, Huff_, Sager, and VanDeWeert.
The minutes of the January 2 & January 18, 1978 meetings
were read. Cross made a motion to accept the minutes as read.
Huff seconded. All were in favor.
The bills listed on Highway abstract 2, claims 16-24, payroll
abstract 11, General abstract 2, claims 4-12. Barber made a motion
to pay these bills. Huff seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Huff
made a motion to approve these. Barber seconded. All were in favor.
Legislator Bays reported that the Legislators were still
discussing which County offices should be placed in the old Jrs
High School. He informed the Board that due to applying a bigger
percentage of the County sales tax toward the County tax rate

the Towns received less monies than previously.
The Supervisor discussed the annual insurance policy as
presented by the Strong Agency. Among changes were raises in
the coverage of the Town Hall, Town Highway Garage, and the old
Town Barn. The premimum is expected to be reduced by 3%.
The Supervisor announced that the Town's sales tax check
from the County had been reduced $2,870.58 from the amount
received last year. k4e Further stated that the State Retirement
System had raised the amount that our Town will have to pay
this year over $2,300 from last year's amount
Cross made a motion to designate the Chairman of the Plan-
ning Board, Chairman of the Board of Appeals, and the Supervisor
to represent our Town on the Cortland County Planning Federation
and to authorize the Supervisor to pay the $5 membership fees
for each. Barber seconded. All were in f favor.
The 'down Clerk reported that a letter declaring a quarantine
on dogs in Cortland County- to prevent deer depradation had been
received. Huff made a motion to appoint the following deputy
dog wardens to enforce this quarantine in Harford: Lynn Carpenter,
Leonard Kimmich, Robert Lacey, Gene Lacey, and Gary Tennant -,6- RobCr-t-
Sager seconded the motion. All were in favor.

VanDeWeert made a motion to authorize iewis Sager, Jr. and
Mark Allen to attend the annual association of Town's meetings
in New York City on February 20,21, and 22 to represent our
Town. Barber seconded. All were in favor.
A discussion concerning the Teen Club using the Town Hall
for dances was held. It was felt that the Teens should be asked
to reduce their hours from six to four, especially this time of
the year with the expense of heating the Hall.
Sager asked the opinions of members on whether or not residents
of the Town would be interested in obtaining cable TV for our area:
It was suggested that he contact a member _1"ol,-i the cable service
for more information.

RESOLUTION N0:
1
RESOLUTION ENDORSING REGIONAL/COUNTY HOUSING PLAN
WHEREAS, the Cortland County Planning Board and the Central New York
Regional Planning and Development Board have ,jointly prepared the Regional
Housing Plan in compliance with HUD "701" regulations (24 CFR 600.70)
and .the additional HUD regulations (24 CFR 891.00) for an Areawide Housing
Opportunity Plan (AHOP), and
WHEREAS, this Plan offers a regional strategy for improving the overall
housing stock and increasing housing opportunities in the Town of Harfford.
WHEREAS, this Plan is generally consistent with and supportive of the
community development efforts, and
WHEREAS, this Plan is consistent with and complements the Cortland County Land
Use Plan which has been endorsed by the local governing board, and
WHEREAS, endorsement of this Plan may result in additional money being
made available to County communities for a variety of programs under the
Housing and Community Development Act of 1977, now therefore be it
RESOLVED, that the Regional Housing Plan is hereby endorsed, including
the implement activities and strategies set forth, and be it further
RESOLVED, that the allocation formula contained in the housing opportunity
targets is hereby adopted, and be it further
RESOLVED, that the Central New York Regional Planning and Development Board
is authorized to prepare and submit any and all documentation and applica-
tion forms required for certification of the Regional Housing Plan and for
the distribution of special allocations, and be it further
RESOLVED, that the Central New York Regional Planning and Development Board
is directed to constantly monitor the activities associated with the Plan.

The Town Board of the Town of Harford met for a
regular meeting on March 6,1978 at 8p.m. in the Town
Highway Garage. Members present were: Barber, Cross, Sager,
and VanDeWeert.
The minutes of the February 7,1978 meeting were read.
Sager made a motion to accept the minutes as read. Barber
seconded. All were in favor.
The bills listed on Highway abstract 3, claims 25-37,
payroll abstract 2, General abstract 3, claims 13-17, and
Harford Mills Water District #1 abstract 1, claims 1-3.
Barber made a motion to pay these bills. Sager seconded. All
were in favor.
The Supervisor's Monthly Statements were presented. Cross
made a motion to approve these. Barber seconded. All were in favor..
Carolyn Solomon gave a report from the quarterly Cortland
County Historical Society meeting. She said it was suggested
that any old books or papers pertaining to past history of our
area be kept and preserved.
JoAnne Carpenter discussed the dumping of gaAge where it
does not belong. She felt that if the service was paid for from
tax monies there would be less of this illegal dumping. She
further suggested that the trash collected on Spring Clean -Up
days should not be dumped on Cornell property as was done before.
The Supervisor said that he would discuss garbage pick-up with
David Parker to see what it would cost with a Town contract
compared to individuals paying for their own service.
David Bottar, from the Central Regional Board and Al"
Kryger, from the Cortland County Planning Board were present
to discuss an areawide housing opportunity plan. This would
attempt to meet the housing needs of our area. A Housing Action
Council would be set up to work to get funds available to
people that need them. Sager introduced the resolution to endorse
the regional housing plan. Cross seconded. All were in favor.
Jim La Fever and two associates attended to inform Board members
that his dept. has been working to up -date house numbering in
the Town. He is to compare numbers with our Code Enforcement
Officer to make sure that all the houses are numbered.
'The Code Enforcement Officer's Report was read.
A letter was read from Gary Tennant submitting his resignation
as Chairman of the Town Planning Board. Sager made a motion to
accept his resignation as Chairman. Barber seconded. All were in favor.
Sager reported that he had contacted Sammon's Cable service.
They informed him that it would be necessary to get a petition
signed by interested perosns, then they would decide whether or not
it would be worthwhile for them to provide the service to this area.
Sager made a motion to adjourn.

meeting on April 3,1978 at 8p.m. in the Town Highway Garage.
Members present were: Barber, Cross, Huff, Sager, and VanDeWeert.
The minutes of the March 6, 1978 meeting were read. Barber
made a motion to accept the minutes as read. Cross seconded.
All were in favor.
The bills listed on Highway abstract 4, claims 38-47,
payroll abstract 3, General abstract 4, claims 18-20, Harford
Mills Water District #1 abstract 2, claims 4&5 -wore read.
Sager made a motion to pay these bills. Huff seconded. All
were in favor.
The Supervisor's Monthly Statements were presented. Cross
made a motion to approve these. Sager seconded. All were in favor.
Legislator Bays reported that the County Highway Dept. will
be cleaning out the creek by the bridge in Harford Mills. Mr. Bays
futher requested that our Town send a representative to the County
Youth Bureau. He explained that in order to receive funding the
Youth Bureau must have a member from each municipality on the Board.
Robert Minor presented a petition to the Board to retain the
traffic light at the intersection of Rtes. 38 & 200 in Harford Mills
and to request that the State change the present speed limit
sign to a black and white one with a 40m.p.h. limit. There were
84 signatures on the petition.

and to authorize the Town Clerk to contact the proper authorities..
Huff seconded. All were in favor.
George and Nancy Chevalier were present to express their
concern over a letter that they had received informing them that
it was necessary to remove nine trees on the west side of Owego
Hill Rd. in front of their house, because of water drainage and
snow removal problems. George stated that he felt that he felt
that putting up snow fences and planting a row of evergreen trees
would help solve the snow drifting problem -The Supervisor said
he would discuss the matter with Dick Cody and let him know how
Chevalier's feel about the situation.
Sager made a motion to authorize Leonard Kimmich to attend
a Seminar on Assessment Valuation in Binghamton on April 28 and
to authorize the Supervisor to pay the registration fee of $35.
Huff seconded. All were in favor.
Sager made amotion to extend the time for tax collection in
the Town from April 1 to June 1. Cross seconded. All were in favor.
Garbage pick-up was discussed. The Supervisor said that he
had contacted David Parker about providing a contract for the Town.
He had not received a reply yet.

letter to residents where house numbers are to be changed be-
cause road names have been changed. Huff seconded. All were in
favor.
Richard Russell said that the Town and the County were
working to exchange some roads. The County would take over
Cotterill :Lane -and a small stretch of Owego Hill Rd. The Town
would take over the Creamery Rd. from the four corners to O'Brien
Hill Rd..

meeting on May 1,1978 at 8p.m. in the Town Highway Garage.
members present were: Barber, Cross, Huff, Sager, and VanDeWeert.
The minutes of the April 3, 1978 meeting were read. Sager
made a motion to accept the minutes as read. Cross seconded.
All were in favor.
The bills listed on Highway abstract 5, claims 48-64, pay-
roll abstract 4, and General abstract 5, claims 21-28 were read.
Sager made a motion to pay these bills. Barber seconded. All
were in favor.
The Supervisor's Monthly Statements were presented. Sager
made a motion to approve these. Huff seconded. All were in favor.
Legislator Bays reported that the County legislators were
opposed to the studies for nuclear waste storage in the Cortland
County area. He also said that the legislators have approved the
expansion of hangar space at the County airport.
The Supervisor informed Board members that the Buckeye Pipe
Line Co. was contesting their tax assessment. He further stated
that our Town Attorney had informed him that if the matter goes
to Court, it could run the Town upto $1,000 in court costs.
The Supervisor announced that our Town's final equalization
rate was 111.56.
Aletter was read from the New Yark State Dept. of Transportation
informing us that the State will not retain the traffic light in
Harf ord Mills.
Sager made a motion to designate May 15 and May 16'Town
Spring Clean- Up days. Barber seconded. All were in favor. Dick
Russell said. that the trash collected will be taken to Claude
Canfield's property, where it is to be covered by a loadeer from
the Town of Richf'ord .
The Highway Superintendent said that it will be necessary to
have a resolution passed by the Town board before the County and
Town can exchange roads. The Town Clerk is to contact the Town

Attorney to draw this up.
The Supervisor informed Board members that Walter Weber
had been ill and not able to work in the Hwy,. Dept.. Dick
Russell stated that he felt that Mr. Weber should be dismissed
since he was not working out well even before his illness.
A discussion was held on whether or not he should receive
two weeks vacation pay. Board members felt that the decision
should be left to the discretion of the Hwy,,Supt..
A discussion was held about the Highway dept. needing a
different tractor for mowing, since the old one is not usable.
Sager made a motion to authorize the Town Clerk to advertise
for bids on a tractor and a side mounted mower. Barber seconded.
All were in favor.
Barber made a motion to grant approval to the Harford Fire
Dept. to use the Town field on July 6,7,and 8 for the County
Firemen's Convention. Sager seconded. All were in favor.
Sager recommended that our Attorney be consulted about
sending letters tb the owners of' abandonded properties in the Town.
Sager stated that it will eventually be necessary for the
Town to build Court rooms.
Huff made a motion to appoint Alice McIntyre to the County
Youth Bureau. Barber seconded. All were in favor.

regular meeting on June 5,1978 at 8p.m. in the Town Highway
Garage. Members present were: Barber, Sager, and VanDe;•deert.
The minutes of the May 1, 1978 meeting were read. Sager
made a motion to accept the minutes as read. Barber seconded.

The Supervisor's Monthly Statements fere presented.
Barber made a motion to approve these. Sager seconded. All were
in favor.
Legislator Bays asked if we had had any complaints from
Town residents on their Assessements for this year. He reported
that some of the other towns in the County were having problems,
Sager made a motion to authorize the Supervisor to enter into
a contract with the Dryden Neptune Hose Co, #1 Inc. to provide am-
bulance service to the Town of Harford as designated on the map

The Town Board of the Town of Harford met for a special
meeting on June 21,1978 at 7:30 in the Town Highway Garage to
open sealed bids on the tractor with mower as advertised in the
Cortland Standard. Members present were: Barber, Cross, Huff, Van
DeWeert.
The notice as it appeared in the Cortland Standard was read.
The following bids were received: Arsenault's Tractor Sales,
Inc.;:$8,315.94, Triple Cities Equipment Inc.; $8,825.00.
A discussion was held with the representative from each company.
The problem of whether or not the lower bid should be accepted was
discussed as that tractor had to be ordered. The dealer said it
would be ten days or so before itcould be delivered.
Huff made a motion to accept the bid submitted by Arsenault
Tractor Sales Inc.. Barber seconded. All were in favor.
Huff made a motion to adjourn.

The Town Board of the Town of Harford met for a regular
meeting on July 3,1978 at 8p.m. in the Town Highway Garage.
Members present were: Barber, Sager, VanDelveert.
The minutes of the June 5, and June 21,1978 meetings
were read. Barber made a motion to accept the minutes as amended.
Sager seconded. All were in favor.
The bills listed on Highway abstract 7,claims 80-91 and
General abstract 7, claims 35-40. Sager made a mtotion to pay
these bills. Barber seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Barber
made a motion to approve these bills•Ber seconded. All were
in favor.
Legislator Bays discussed the possibility of federal
grants available for the Town from HUD. He explained that there
were none available for our needs at the present.
Sager made a motion to authorize the closing of Routes 38
and 221 going thru Harford for the Firemens parade on July 8.
Barber seconded. All were in favor.
Sager made a motion *to approve the trailer permit applica-
tions submitted by Steven Lacey, Donald Lawson, and James
Farnham. Barber seconded. All were in favor.
Highway Superintendent Russell informed members that his
Dept. would soon be starting the Seaman's Bridge project. During
the project Seaman's Rd. will be closed to all traffic.

meeting on August 7,1978 at 8p.m. in the Town Highway Garage.

The minutes of the July 3,1978 meeting were read. Sager made
a motion to accept the minutes as read. Huff seconded. All were
in favor.
The bills listed on Highway abstract 8, claims 92-96, payroll
abstract 7, General abstract 8, claims 41-44 were read. Sager made
a motion to pay these bills. Barber seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Barber
made a motion to approve these. Sager seconded. All were in favor.
Sager made a motion to authorize the Supervisor to transfer
$3500.00 from Item 1 to Item 3 and $1500.00 from Item 4 to Item 3..
Huff seconded. All were in favor.
Legislator Bays reported that he had contacted Dick Cody
about replacing the sidewalksthat had been torn up because of the
road construction in Town. Mr. Cody said that it was up to the
Sate to make the decision.
Sager made a motion to authorize the'iown Clerk To write a
letter to the State Dept. of Transportation to complain thttthe
sidewalks that were removed have not been replaced as was promised
at an informational meeting before the construction began. Cross
seconded. All were in favor.
Sager made a motion to appoint the following election inspectors:
Sharon Goldman and Nancy Hulslander regular Democratic inspectors and
Sandra Liddington as an alternate, JoAnne Carpenter and Mary Ann
Huff' regular Republican inspectors and Mary Morse and Margaret
Kellsas alternates -Barber seconded. All were in favor.
Sager made a motion to appoint James Warnow to a five year
term on the Town Planning Board. Huff seconded. All were in favor.
Barber made a motion to authorize the Supervisor to pay
Walter Weber two weeks vacation pay. Sager seconded. Roll call'
Barber;aye, Huff';aye, Cross;nay, Sager;aye, VanDeWeert;aye.
Floyd Coterill attended the meeting to express his concern
over the condition of the Town ball field. He requested that the Town
try to get the field leveled off and rolled for better playing
conditions :next year.
A letter was read from the Finger Lakes Library system
stating that they would soon be asking for their annual bookmobile
service aid.

Robert Demeri from the Dept. of Enviromental Conservation
was present to explain the requirements necessary for the re-
moval of gravel. His opinion was that it would be too expensive
for the Town to get involved in the gravel pit on the Negus
property, as it would involve replacing a large amount of top
soil.
Legislator Bays reported that he had been informed that
all the sidewalks, torn up for the road construction in Town,

The Town Board of the Town of Harford met for a regular
meeting on October 2,1978 at 8p.m. in the Town Highway Garage.
Members present were: Barber, Cross, Huff, and VdnDeWeert.
The minutes of the September 5,1978 meeting were read. Cross
made a motion to accept the minutes as read. Barber seconded. All
were in favor.
The bills listed on Highway abstract 10, claims 111-118,
payroll abstract 9, and General abstract 10, claims 49-56 were
read. Barber made a motion to authorize the Supervisor to pay
these bills. Cross seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Barber
made a motion to approve these. Huff seconded. All were in favor.
Legislator Bays reported on the progress of the renovation
of the High School for the County offices.
Preliminary budget estimates were read for :the year 1979
and were adopted as a Preliminary budget for the year by motion
of the following resolution offered by Barber, seconded by Cross
and all being in favor. Resolved that the Town Board does here-
by prepare and approve as Preliminary budget for the fiscal year
beginning January first 1979 as follows: Further resolved that
said budget shall be filed in the office of the Town Clerk:
Further resolved that this Board shall meet at 8p.m. on the
sixth day of November 1978 for the purpose of holding a public
hearing on such budget. Further resolved that motion of hearing
shall be placed in the Cortland Standard.
Huff made a motion to atthorize the Town Clerk to publish
a notice for a public hearing on the spending of the Town's,
Federal Sharing Funds. Barber seconded. All were in favor.
Cross made a motion to authorize the Supervisor to transfer
$100.00 from Anti -Recession funds to Item 3. Barber seconded.
All were in favor.
Mark Allen, representing the Grange, informed members that
the Welcome to Harford signs were ready. He asked permission to have
them placed at three entrances to the Town. He said the signs
will also have the Grange meeting night on them.
Dick Russell discussed the condition of the Town's army
truck, He reported that he will need something to haul cinders with.
Barber made a motion to authorize the Town Clerk to advertise
for bids on a used 10 wheel tandem truck. Huff seconded. All were
in favor.
Huff made a motion to allow no smoking at the Teen Club dances
and to limit guests to one per teen member. VanDeWeert seconded.
All were in favor.

The Town Board of the Town of Harford met for a special
meeting at 7:30p.m. on November 6,1978 in the Town Hall. The
purpose of the meeting was to open bids received for the 10
wheel tandem dump truck. Members present were: Barber, Cross,
Huff, Sager, and VanDeWeert. There were nineteen vistors pre-
sent.
The notice as it appeared in the Cortland Standard was
read.
The two following bids were received and opened: 1978 new
International, $42,175.00 from Binghamton Truck Sales; 1977
Used Brockway , $36,500.00 -from Binghamton Truck Sales.
Sager made a motion to reject all the bids on the basis
that he did not feel that the Town could pay that amount to
haul cinders. Cross seconded. Roll Call: Barber;ney, Huff;
ney, VanDeWeert;ney, Cross;aye, Sager;aye.
Huff made a motion to table the decision for a week to
enable the Board to find out more from the Town Attorney. Sager
seconded. Roll Call: Cross;aye, Barber;aye, Huff;aye, VanDeWeert
aye, Sage r;aye.
The representative, present, from the Binghamton Truck Sales
withdrew his bids because of the delay in the Board's decision.
He said he could not hold the trucks that long.
The Supervisor opened the floor to discussion. Dean
Carpenter asked for an explanation of the meeting. The Supervisor
explained that the purpose of the meeting was to open the
truck bids as advertised.
Raymond Liddington stated that he did not feel that the
amount of Town roads in Harford justified the expense of the trucks.
There was no further discussion.

The Town Board of the Town of Harford met for a regular
meeting and to hold a public hearing on the Preliminary budget
for 1979 and the Federal Revenue Sharing budget at 8p.m. in the
Town Hall. Members present were: Barber. Cross, Huff, Sager, and
VanDeWeert. There were nineteen vistors.
The minutes of the October 2,1978 meeting were read. Barber
made a motion to accept the minutes as read. Sager seconded. All
were in favor.
The bills listed on Highway abstract 11, claims 119-135,
payroll abstract 10, and General abstract 11, calims 57-70
were read. Sager made a motion to pay these bills. Huff seconded.
All were in favor.
The Supervisor's Monthly Statements were presented. Barber
made a motion to approve these. Cross seconded. All were in favor.
Legislator Bays reported tha the bid for the expansion and
renovation of the County airport had been let. He also said that
the Town's would be soon receiving their mortgage monies for the
County.
The notice of the Preliminary budget hearing and the Federal
Revenue Sharing budget hearing as it appeared in the Cortland
Standard was read.
Cross made a motion to authorize the Supervisor to use the
Federal Revenue Sharing funds to pay towards the Highway Super-
intendents salary. Sager seconded. All were in favor.
The Preliminary budget estimates were read.
All persons desiring to be heard, having been heard, the
Supervisor declared the Hearing closed.
Sager offered a resolution wheras, this Town Board has met at
the time and place specified in the notice of public hearing on
the Preliminary budget and heard all persons desiring to be heard
theron: now thereford be it resolved that the Prelimary budget be
amended by making the following changes therein:
That Equipment expense for Buildings be decreased from $1,000
to $500
That Library Contractual expenses be increased from $850 to
• $1,000
That the General Fund estimated unexpended balance be $2000
That the Contigency Fund be increased from $500 to $1,000.
That the estimated unexpended balance in Item I be $2,000
That the estimated unexpended balance in Item 4 be $1,000.
Further resolved that such Preliminary budget as herein
before amended be and hereby is adopted as the annual budget of the

Town of Harford
The Town Board of the Town of Harflord. met for a
regular meeting on December 4,1978 at 8p.m. in the Town
Highway Garage. Hembers present were: Barber, Cross, Huff_,
Sager, and VanDeWeert .
The minutes of the November 6,1978 special and regular
meetings were read. Huff made a motion to accept the min-
utes as read. Barber seconded. All were in favor.
• The bills listed on Highway abstract 12, claims 136-143,
Payroll abstract 11, and General abstract 12, claims 71.-80
were read. Sager made a motion to authorize the Supervisor
to pay these bills -Huff seconded. All were in favor.
The Supervisor's Monthly Statements were presented.
Barber made a motion to approve these. Sager seconded.
All were in favor.
Legislator Bays reported that the Legislators were
busy preparing the 1979 County budget. He said that the
budget will be reduced $30,000 from last year. This he
explained was mostly due to revenues picked up by the agencies,
especially the Health Dept.
Letters of resignation were read from Alice McIntyre
and Carl McIntyre. Sager madea motion to accept the resignations
form the IvIcIntyres. Barber seconded. All were in favor.
A letter of application for the Code Enforcement Officer
Position was read. from Richard Roberts. Gordon Leete and.
Robert Price also stated that they were _interested in this
Position.
The Supervisor asked for Board opinions on appointing
a Code Enforcement Officer . Sager made a motion to table the
decision on the appointment until the next meeting. Barber
seconded. All were in favor.
Betty Price and Ronald Birdsall stated that they were in-
terested in the Dog Warden position. Sager made a motionto
table this appointment until the next meeting. Cross seconded.
A l l were in favor.
A letter from our Town Attorney was read stating that he
discussed the ambulance contract with Dryden Neptune Hose Co.
• with their attorney . They had not come to an aggreement on
the legality of the contract yet.
George Chevalier asked the Board's permission to rent
two bays at the old Highway Barn to store two cars. Sager
made a motion to rent two bays at the Highway Barn to George
Chevalier for $30.00 annualy, the rental period to begin on
January 1,1979. Huff seconded. All were in favor.
Sager made a motion to authorize the Supervisor to
transfer $281.68 anti -recession funds from the Savings account
to the General Fund. Huff seconded. All were in favor.
The Harford. Mills Water sups. reported that a water
hydrant in Harford Mills by the Thorton residence, needed to

be repaired and raised above ground level, because of the
recent road project. He had discussed the situation with
Mr. Cody, the road project engineer. Mr Cody stated that the
State would repair the hydrant, but would not raise it . it
was suggested that the Supt. call the County Health Dept.
for advice on what to d o .
Richard Russell repoted that the Town cinder truck was
in very bad shape and that he would. soon need a replacement.
A discussion was held on the benefits of the Highway
employees. The possibility of offering -life insurance to two
of the employees instead of health insurance.: was discussed.
The Supervisor said. he would check out to see what plan there
might be .
Sager made a motion to adjourn.

The Town Board of the Town of Harford met for a special
meeting on December 18,1978 at 8p.m. in the Town Highway Garage.
Members present were: Barber, Cross, Huff, Sager, and VanDeWeert.
Highway Superintendent Russell reported that the main
drive shaft on the Town sander had broken. A discussion followed..
Sager made a motion to authorize the Highway Superintendent to
order what was necessary to get the sander working as soon as
possible. Barber seconded.. All were in favor.
Barber made a motion to adjourn.
