Town of Harford
The Town Board of the Town of Harford met for a regular
meeting on J xuary 3,1977 at the Town Hall. Members present
were: Allen, _artier, Cross, and VanDeWeert.
Thi utes of the December 6,1976 meeting were read. Allen
made a me cii ,accept the minutes as read. Barber seconded. All
were in` favor.
The bills listed on Highway abstract #1 , claims1-8, payroll
abstract#12, and General abstract#l, claims 1-5 were read. Barber
made a motion to pay these bills. Cross seconded. all were in
favor.
The Supervisor's Monthly Statements were read. Barber made
a motion to approve these. Allen seconded. All were in favor.
VanDeWeert made a motion to authorize Sager to attend the
annual'Associations of Towns meetings in February and to vote for
our Town. Barber seconded. All were in favor.
Legislator Bays discussed the 1977 County budget. He explained.
that they had tried very hard to keep expenses down.
Barber made a motion to authorize Gary Tennant, James Doss,
and Garret VanDeWeert to join the Cortland County Planning Federation
and to authorize the Supervisor to pay $5.00 dues for each of these.
Cross seconded. All were in favor.
VanDeWeert offered a resolution recommending that the County
Legislators approve the "Interim Land Use Plan" as its policy
statement for guiding the future development and planning of Cortland
County. Roll Call: Allen;aye, Barber;aye, Cross;nay, VanDeWeert;aye.
Barber offered a resolution to designate the Cortland Standard
as offical newspaper and the First National Bank of Dryden the official
depository of the Town.
Further resolved to Appoint Lewis Sager, Jr Deputy Supervisor.
Also resolved to appoint Joyce VanDeWeert Registrar and Doris Canfield
Deputy Town Clerk and Registrar, Reba Sager Court Clerk, Alice McIntyre
Dog Warden and Constable, and Arthur McIntyre Code Enforcement Officer.
Further resolved to set the salaries as follows:
The Supervisor's salary of $700 to -be paid as follows: $300 on
July 1 and $400 on or about Dec.15.
The Councilmen's salaries of $350 to be paid: $175 each on or
about Dec. 15.
The Town Justice's salaries of $1400 to be paid as follows:
Sager, $300 on July 1 and $500 on or about Dec.15, Allen, $300
on July 1 and $300 on or about Dec. 15.
The Supt. of Highways salary of $8500 to be paid as follows:
$354 semi-monthly and the balance on or about Dec.15.
The Town Clerk's salary of $1000 to be paid as follows: $83
a month and the balance on or about Dec. 15.
The assessor's salaries of $1000 to be set as follows: Chair-
man to be paid $6000 the other two to be paid $200, each on or about
`Oct. 15.

The Budget Officerto be paid once a year, $500 on or about
Dec.15.

Code Enforcement Officer to be paid $250 on or about Dec.15.
Harford Mills Water Dist.#1 Supt. to be paid $250, $125 on
July 1 and $125 on or about Dec.15.
The election inspectors to be paid as follows: Primary day,
$2.30 an hour, election day $2.30 an hour , with pay for two extra
hours on election day.
To pay the Janitor of the Town Hall $300 on or about Dec.15.
Board of Review members to be paid $20 each on or about Oct./S7
Further resolved to authorize the Highway Supt. to spend up to
$1000 on small tools and implements.
Further resolved to set the mileage rate at 15q a mile.
Further resolved to set the rate for Town Jury at $4.00 a day.
Further resolved to establish a petty cash fund of $50 for
tax collectionand $20 for Town Clerk.
Further resolved to hold the regular Town Board meetings on
the first Monday of each month, at 8p.m. in the Town Hall.
Allen seconded the resolution. All were in favor.
The Supervisor informed members that Mr. Grant VanSant was
planning to attend our Feb. meeting to discuss the possibility of
Mr. VanSant representing our Town in legal matters.
,_A letter from Charles Edmonds was read advising the Board
that he intends to retire March 1,1977 from his position as Town
Highway Supt. This was accepted with very deep regret by the Board.
The books of the Supervisor, Town Justice Allen, and Town Clerk
were audited and found to be correct.

The Town Board of the Town of Harford met for a regular
meeting on February 7,1977 at the Town Hall. Members present
were: Allen.,Barber,Cross, and VanDeWeert.
The minutes of the January 3,1977 meeting were read. Allen
made a motion to accept the minutes as read. Barber seconded. All
were in favor.
The bills listed on Highway abstract 2, claims 9-21, payroll
abstract 1, and General abstract 2, claims 9-13 were read. Barber
made a motion to pay these bills. Cross seconded. All were in
favor.
The Supervisor's Monthly Statements were read. Barber made
a motion to approve these. Allen seconded. All were in favor.
Ronald Carpenter, Jack Holcomb, and Richard Russell, Sr. were
present to express their interest in filling the position of Town
Highway Superintendent . Each gave their qualifications. Jack Holcomb
stated that he would not be able to take the job for less than $10,000
a year. Richard Russell, Sr. and Ronald Carpenter said that $8500
was acceptable to them. Since $8500 was the salary approved in the
Budget for Highway Supt. , it was felt that Jack Holcomb would be
eliminated as a possibility.It was decided to table the appointment
decision until a future meeting so that Board members would have
more time to consider the qualificatins of the remaning two men.
Legislator Bays reported that some of the County offices will
soon be moved from the Court House to the old Cortland High School.
Sheriff's calls are to be received there, with two men on duty.
The Supervisor informed members that the last bill for the
telephone in the lobby of the Town Hall, had more than doubled
from the previous month. He said that he Gd to the telephone
office to investigate the matter. There he was not given any hope
that the amount could be reduced. A discussion followed of whethe=r
or not the phone was used enough to warrant keeping it there.
Barber made a motion to have the telephone removed from the lobby
of the Town Hall. Cross seconded. All were in favor.
Allen made a motion to authorize the Highway Superintendent
to purchase and have installed, a radio for the Town pick-up truck.
Barber seconded. All were in favor.
Barber made a motion to appoint the following Deputy Dog
Wardens: Gene Lacey, Robert Lacey, Leonard Kimmich, Lynn Carpenter,
and David Hulslander. Allen seconded. All were in favor.
Allen made a motion to adjourn.

Town of Harford
The Town Board of the Town of Harford met for a special
meeting at the home of Supervisor VanDe0eert on February 19,1977.
Members present were: Allen, Cross, Sager, and VanDeWeert.
The Supervisor reported that he had received a telephone
call from Ronald Carpenter explaining that after further consideration
he had decided that he could not work for the amount available
for Town Highway Supt. job.
Sager made a motion to appoint Richard Russell, Sr. Town High-
way Superintendent to fill the unexpired term of Charles Edmonds•
Allen seconded. All were in favor.
Allen made a motion to authorize the Supervisor to pay Charles
Edmonds two weeks vacation salary which was due him. Because of adverse
weather conditions, Mr. Edmonds was unable to take the vacation time
before March 1,1977. Sager seconded the motion. All were in favor.
Cross made a motion to adjourn.

The Town Board of the Town of Harford met for a regular
meeting on March 7,1977 at the Town Hall. Members present were:
Allen, Barber, Cross, Sager, and VanDeWeert.
The Minutes of the February 7 and February 19,1977 meetings
were read. Sager made a motion to accept the minutes as read. Cross
seconded. All were in favor.
The bills listed on Highway abstract 3, claims 22-34, payroll
abstract 2, General abstact 3, claims 14-17, and Harford Mills Water
Dist. #1 abstract 1, claim 1 were read. Sager made a motion to pay
these bills. Barber seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Barber
made a motion to approve these. Sager seconded. All were in favor.
Mr. Grant VanSant was present to discuss the possibility of
becoming our Town Attorney. Supervisor VanDeWeert informed him
that the most pressing problem at the present was the revision
of our Land Use Ordinance. Mr. VanSant recommended rewriting the
Ordinance. He said he would consider this as part of his regular
duties as our Attorney, not expecting extra money for this service.
However, any court cases that he might have would be extra. He would
keep track of his time and bill the Town accordingly. The $300
salary as approved in the Town 1977 budget for Town Attorney met
his approval.
Allen made a motion to appoint Mr. Grant VanSant Town Attorney.
Cross seconded. All were in favor.
Sager made a motion to extend the tax roll collection for 1977
from April 1, 1977 to June 1,1977. Barber seconded. All were in favor.

Town of Harford
Legislator Bays said that CAPO was requesting support f'orm
the County Legislators to fund their program. Mr. Bays informed
us that on April 5 at 8p.m. in the Court House auditorium there
will be a meeting on the revaluation that has been done throughout
the County. The meeting is open to the public.
Barber made a motion to permit the All State CB Club to use
the Town Hall for fund raising projects• Sager seconded. All were
in favor.
Richard Russell said he was having a problem getting to the
phone in the Town Highway Garage before it stopped ringing. It
was suggested that he inquire about having an extension put in..
He also reported that the 1963 Chevy truck wasn't in good shape
and he didn't know whether it was worth fixing. He was told to look
around to see if he could f'ind any possible .replacement.
The Supervisor presented the 1977 Town insurance policy from
the Strong Agency.
The Code Enforcement Officer's report was read.
Supervisor VanDeWeert announced that on March 20 at 1p.m.
the HIC committee was putting on a retirement dinner for Charlie
Edmonds at the Town Hall.
Sager made a motion to approve the rules and regulations f'or
the use of the Town Hall and the Janitor's duties as compiled by
the HIC committee. Barber seconded. All were in favor.
George Chevalier suggested that the Town Planning Board, Board
of Appeals and the Town Board meet f o discuss the revision of the
Land Use Ordinance. The date set was March 21 at 7s30p.m. at the
Town Hall.
A discussion of ambulance servicefor the Town was held. Lynn
Carpenter questioned whether it would be the responsibility of the
Town Board or the Fire Commissioners -to contract with Dryden for
ambulance service. Mr. VanSant stated that he would investigate
the matter for us.

The Town Board of the Town of Harford met for a regular
meeting on April 4,1977 at the Town Hall. Members present were:
Allen, Barber, Cross, Sager, and VanDeWeert.
The minutes of the March 7,1977 meeting were read. Sager made
a motion to accept the minutes as read. Allen seconded. All were in
favor.
The bills listed on Highway abstract 4, claims 35-41, payroll
abstract 3, General abstract 4, claims 19 & 20, and Harford Mills
Water District #1 abstract 2, claim 2. Allen made a motion to pay
these bills. Cross seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Barber
made a motion to approve these. Sager seconded All were in favor.
Barber made a motion to set April 25 & 26 as Town Spring Clean -
Up days. Sager seconded. All were in favor.
Barber made a motion to authorize Sager and VanDeweert to examine
the dog kennels at Richford and if these kennels seem to meet the re-
quirements for what we need to authorize the Supervisor to purchase them.
Cross seconded. All were in favor.
Sager made a motion to reappoint Lynn Carpenter for 3 years to the
Board of Assessment and Review and further to appoint Harry Hartman
to the same Board to fill the unexpired term of Mary Morse. Barber
seconded. All were in favor.
Sager made a motion to grant permission to the All State CB club
to erect a CB antenna on the chimney of the Town Hall, with the under-
standing that they will be responsible for maintainingthe antenna. Allen
seconded. A 11 were in favor.
A discussion of ambulance service for the Town from Dryden and
Marathon was held. Allen suggested that a member from each area be in-
vited to the next meeting to discuss this further.
The Supervisor announced that on April 18 at 7:30p.m. our Town
Attorneywill meet at the Town Hall with the Town Planning Board, Board
of Appeals, and Town Board to work on the revisions for the Land Use
Ordinance.
Allen made amotion to authorize the Town Clerk to publish a notice
that the Town Board will accept bids for the Town's 1955 Brockway
Dump truck -Sager seconded. All were in favor.
Sager amde a motion to authorize the Town Clerk to publish a notice
that regular Harford Town Board meetings will be held the first Mon-
day of each month, except when such date is a legal holiday, in which
event the meeting will be held the next business day. Barber seconded.
All were in favor.

The Town Board of the Town of Harford met for a regular
meeting on May 2,1977 at 8p.m. at the Town Hall. Members present
were: Allen, Barber, Cross, Sager, and VanDeWeert.
The minutes of the April 4,1977 meeting were read. Allen made
a motion to accept the minutes as read. Barber seconded. All were in
favor.
The bills listed on Highway abstract #5, claims 42-53, and General
abstract#5, claims 21-24 were read. Barber made a motion to pay these
bills. Sager seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Sager made a
motion to approve. these. Barber seconded. All were in favor.
Legislator Bays discussed the recent county wide revaluation
project and gave tentative equalization rates for the towns in the
County.
Phillip Davern , representing the Marathon Emergency Squad,
was present to discuss ambulance service for the Town.He suggested
that the Tokn should have a group of people trained in first aid to
administer initial aid while waiting for the ambulance to arrive. He
felt that we should contract with Dryden for service, but said that
Marathon would still serve us when it was necessary, through mutual aid.
He further stated that they would continue their present coverage
until we come up with a solution.
Sager made a motion to rescind the decision to advertise the
Town's 1955 Brockway truck and further to sell it to Rosen Bros. for
junkwith the Highway Dept. to be responsible for taking it there.
Allen seconded. All were in favor.
Specifications for a 1970 truck were passed for Board members
_to study. A discussion was held on whether or not it shlould be con-
sideredf'or purchase . Sager made a motion to table a decision on the
matter until members had a chance to look around forother trucks, possibly' -,y
a ten -wheeler. VanDeWeert seconded. All were in favor.
Barber made a motion to authorize the Supervisor to pay $10 each
f'or Sager and Allen to attendJustice School at Cornell University.
Cross seconded. All were in favor.
A discussion of late water bills in the Harford Mills Water Dist.
was held. It was suggested that Mr. VanSant be consulted to see whether
interest could be added on to the late bills.
George Chevalier, -representing HIC said that he had written to Mr.
Bassler from the Dept. of Transportation to protest the cutting down
of trees by Robert Blackman's property and by Tennant's store. He re-
quested that at least one Board member go and talk to the project en-
gineer of the road projectand let them know that their is concern about
the tree removal.
Allen made a motion to adjourn.

on May 23, 1977 at the Supervisor's home. Members present were'

to place his trailer on John Wood's property behind the old ice cream

Legislator Bays reported on the County -wide revaluation
program, the proposed County Land Use Plan, and the moving of the
County offices to the old High School building.
A letter from Edward G. Bell of the Dryden Fire Dept. was
read inviting Board representation to a meeting on June 8 at 8p.m.
at the Fire Station to discuss ambulance service f*or our Town.
Stanley Cross and Lewis Sager volunteered to attend the meeting.
VanDeweert made a motion to appoint Jo Anne Carpenter and
Mary Ann Huff' regular Republican election inspectors f'or the year,
and Maragret Kells and Mary Morse alternates. Barber seconded. All
were in favor.
Barber made a motion to appoint Earl Alcorn to the Town
Planning Board for a five year term. Cross seconded. All were in
favor.
Sager made a motion to transfer $29302.60 f'rom the General
Fund to Item 3 of the Highway Fund. Barber seconded. All were in
favor.
The Code Enforcement Officer's Report was read.
Allen made a motin to have Town Board members meet at the
Town Highway garage at 7:30p.m. on July 5, before our regular
meeting so that members can take an inventory of highway equip®
mentat the garage. Sager seconded. All were in favor.
Sager made a motion to authorize the Supervisor to pay
Richard Russell, Sr. for one week's vacation. Allen seconded.
All were in favor.

meeting on July 5,1977 at the Town Hall. Members present were:

The minutes of the June 6,1977 meeting were read. Barbe r

The bills listed on Highway abstract 7, claims 69-83, and

The Supervisor's Monthly Statements were presented. Sager
made a motion to approve these. Barber seconded. All were in favor.
Legislator Bays reported on the progress of the County Re-
valuation program. He stated that the school districts must observe
the equalization rate in each area.
Cross and Sager reported that at their meeting with the Dryden
Fire Dept, representatives said that they would provide ambulance
service f'or Harford f'or $600 to $800 yearly . They would cover
all the Town, except from Babcock Hollow Rd. to the Town line on
Route 221. Allen suggested that the Supervisor contavt the Dryden
Fire Dept. to see what procedure should be followed to draw up a
contract f'or the service. Further, he recommended that the contract
be f'or 1 year and 5 months and that it be presented to our Town
Attorney f'or inspection before being signed.
. Sager made a motion to appoint Sharon Goldman and Carolyn
Solomon regular Democratic Election inspectors and Sandra Liddington
and Nancy Hulslander as alternates f'or 1977-78. Barber seconded.
All were in f_'avor.
Sager made a motion to approve the contract with the Finger
Lakes Library System f'or $600. Allen seconded. All were in favor.
Highway Supt. Russell reported that the Town's loader needed
immediate repairs or replacement. A discussion was held to decide
what action should be taken. Sager made a motion to authorize
the Highway Supt. to take the loader to the Case dealer to have
it checked and an estimate given on work needed to be done. Allen
seconded. All were in favor.

Town of Harford
The Town Board of the Town of Harford met for a special
meeting on July 28,1977 at 7:30p.m. at Supervisor VanLeWeert's
home. Board members present were: Barber, Cross, Sager, and
VanDeWeert. Highway Superintendent Richard Russell, Sr. and
Marion Keech were also present.
Sager made a motion to authorize the Highway Superintendent
to notify the Case dealer ,from whom the Towns loader was pur-
chased, to repair the gears on the final drive of the loader.
Cross seconded. All were in favor.
Sager made a motion to grant permission to Charles Snow-
berger, Jr. and Florence Holcomb to hold a Record Hop at the Town
Hall on August 13. Barber seconded. All were in favor.
Sager made a motion to authorize the Town Clerk to advertise
for bids on the Town's 1963 Chevy truck and the 1955 Brockway truck
reserving the right of the Town Board to reject any or all bids.
Barber seconded. All were in favor.

meeting on August 1,1977 at the Town Hall. Members present were:
Barber, Cross, Sager, and VanDeWeert.
The minutes of the Julys and July 28,1977 meetings were read.
Barber made a motion to accept the minutes as read. Cross seconded.
All were in favor.
The bills listed on Highway abstract 8, claims 84-89, General
abstract 8,claims 32-36, and Harford Nlills Water Dist.#I, abstract
3, claim 3, were read. Cross made a motion to pay these bills.
Barber seconded. All were in favor.
The Supervisor's Monthly Statements were presented. Sager made
a motion to approve these. Barber seconded. All were in favor.
Legislator Bays requested that we have a representative from
our Town to serve on the County Youth Bureau commission.
The Supervisor stated that he had contacted Ed Bell about
a contract for ambulance service for the Town. Mr. Bell reported
that the Town would be covered, but that no contract had been
drawn up yet.
A discussion was held on whether the Town should continue
with two Justices or go to only one. Barber made a motion for the
Town to continue with two Justices and to have one additional
Councilman on the Town Board. Cross seconded. All were in favor.
The Code Enforcement "Officer's reports for June and July
were read.
Sager made a motion to grant a three month extension to
Robert Rotunda for his trailer. Barber seconded. All were in favor.

A discussion was held on whether or not the Town should
purchase a new voting machine -Sager made a motin that the Town
should not purchase a new voting machine. Cross seconded.
Barber was in favor. VanDeWeert opposed.
Sager made a motion to authorize the Supervisor to made the
necessary arrangements to have dog kennels built on the south
side of the Town Highway Garage. Barber seconded. All were in favor.

The Town Board of the Town of Harford met for a regular
meeting on September 6,1977 at the Town Hall. Members present
were: Allen, Barber, Sager, and VanDeWeert.
The minutes of the August 1,1977 meeting were read. Barber
made a motion to accept the minutes as read. Sager seconded. All
were in favor.
The bills listed on Highway abstract 9, claims 90-10S,
payroll abstract 8, and General abstract 9, claims 37-4a were read.
Sager made a motion to pay these bills. Allen seconded. All were
in favor.
The Supervisor's Monthly Statements were presented. Sager
made a motion to approve these. Barber seconded. All were in favor.
Legislator Bays reported that the first of a group of hearings
throughout the County on the 1978 County budget will be held on
September 13,1977 at the Virgil Town Hall. He further informed
members that the County Legislators were discussing the possibility
of raising the over 65 exemption to $6,000.00.
Sager made a motion to appoint Alice McIntyre Dog Enumerator
for 1978. Allen seconded. All were in favor.
Richard Russell reported that the construction of the dog
kennels by the Highway Garage was coming along well.
The Code Enforcement Officer's Report was read.
Sager made a motion to rent the barn behind the Town Hall to
Garret VanDeWeert for the sum of $50.00 , with no liability from
the Town for anything stored therin ® Allen seconded. All were in
favor.

The Town Board of the Town of Harford met on September 26,1977
at 8p.m. in the Town Hall for the purpose of holding a public
hearing to discuss the proposed use of Federal Revenue Sharing Funds.

Members present were: Barber, Cross, and VanDeWeert.
The notice of' the hearing as published in the Cortland
Standard was read.
There were no Town residents other than the Town Board
members present. A discussion of the Revenue Sharing Funds
was held. The Supervisor recommended that the Funds be used to
help pay the Highway Superintendent's salary.
Barber made a motion to adjourn.

meeting on October 3,1977 at 8p.m. in the'Town Hall. Members
present were: Allen, Barber, Cross, and VanDeWeert.
The minutes of the September 6 and September 26, 1977
meetings were read. Cross made a motion to accept the minutes
as read. Barber seconded. All were in favor.

Legilator Bays reported tha the County Legislators had
passed a resolution to raise the over 65 tax exemption in the
County to $6,000. He further informed us that the legislators
had passed a local law to grant exemptions from County property
tax to bussinesses that spend $10,000 or more on expansions, if
this would result in the hiring of five or more persons.
Mr. Berkman and Mr. Coon from the Dept. of Sate Cemetery
Association were present to discuss the possibility of the
Town taking over the management of the Harford Mills Cemetery.
They explained that the remaining officer's on the Harford
Mills Cemetery Assoc. would need to sign a petition requesting
that the Town Board take over the operation of the Cemetery.
After this petition was signed the Town would have to pass a
resolution approving the transfer. After the proper papers
were filed in the County Clerk's office the Cemetery would be-
come the property of the Town.
Ralph Pittman from the County Highway Dept. was present
to discuss the Bleck Rd. bridge situation. he stated that Walter

Tennant recommended tha the Town try to maintain the present
bridge instead of building a new one. He said that the County
Highway Dept. would help by lending their gunite machine. They
estimated thatthe cost of the repairs would be from $4,000 to
$5,000.
The Code Enforcement Officer's Report was read.
® Barber made a motion to grant one year extensions to the
trailer permits issued to Harry Hartman. and John Simpson. VanDeWeert
seconded. All were in favor.
Dick Russell reported tha the dog kennels were completed.
The Inventory of Highway machinery, tools, and equipment
was read.
Preliminary budget estimates were read for the year 1978
and were adopted as a Preliminary budget for the year by motion
of the following resolution offered by Allen, seconded by Barber
and all being in favor. Resolved that the Town Board does hereby -
prepare and approve as Preliminary budget for the fiscal year
beginning January first 1978 as follows: Further resolved that
said budget shall be filed in the office of the Town Clerk:
Further resolved thatthis Board shall meet at 8p.m. on the
seventh day of November 1977 for the purpose of holding a public
hearing on such budget. Further resolved that motion of hearing
:shall be placed in the Cortland Standard.
Cross offered a resolution agreeing to permit the Department
of Transportation to construct a federal -aid -rail -highway crossing
program project on the highways, streets and/or roads oftheTown
of Harford. Barber seconded. All were in favor. The resolution
is attached.

The Town Board of the Town of Harford met for a regular
meeting and to hold a public hearing on the Preliminary budget
on November 7,1977 at 8p.m. in the Town Hall. Members present
were: Allen, Barber, Cross, and Sager, and VanDeWeert. There
were approximately 20 vistors present.
The minutes of the October 3,1977 meeting were read. Cross
made a motion to accept the minutes as read. Sager seconded. All
were in favor.
The bills listed on Highway abstract 11, claims 120-127,
payroll abstract 10, and General abstract 11, claims 47-56 were
read. Sager made a motion to pay these bills. Allen seconded. All
were in favor.

made a motion to approve these. Sager seconded. All were in favor.
Mr. Hill and Mr. Bell, representing the Dryden Ambulance
Corps, were present to discuss the ambulance that they will pro-
vide for the Town. Mr. Hill acting as spokesman, explained that a
contract will be presented to run from January 1,1978 until
December 31,1978. The sum of $800 for the year was requested.
Mr. Hill explained that the boundary for their coverage will be
Chicken Point, because it was felt that they could not provide
adequate beyound that point. It was noted that individuals can-
not be charged for the service because they are a voluntary
company. The question was raised as to whether or not the Town
or ambulance service could be reimbursed for calls involving
motor vehicle accidents. It was suggested that our Town Attorney
be consulted concerning this matter.
Mr. Hill noted that if• there was a call from Dryden at the same
time as Harford that mutual aid would be called.
Allen suggested that the people in the area not covered by
the Dryden ambulance be notified of the situation.
Sager made a motion of intent to enter into a contract with
the Dryden Neptune Hose Co. to provide ambulance service for the
Town of Harford. Allen seconded. All were in favor.
Danny Horton, acting as spokesman for the HIC committee,
presented an a:dea for a pavilion on the Town field in Harford.
It would be modeled after the one in Richford, with a well,
septic tank, two baths, a kitchen, and mercury lights. The total
cost they estimated to be $10,000- with $7500 expected to come
from Federal recreation funding, $2000 from bonds, leaving appro-
ximately $500 for the Town to pay.
Jack Murray suggested that the Town Board form a committee
to look into the matter. He volunteered to be on the committee.
It was suggested that Jack head the committee and that he decide
who he would like to serve on it. Barber volunteered to represent
the Town Board.
Bookmobile service to Harford and Harford Mills was discussed.
Dona Mudge spoke in support of this service, noting that Towns-
people of all ages are using it. The Supervisor stated that he
had contacted Mr. Weitzel, from the Finger Lakes Library Assoc.
to notify him that the Town could not affordthe $1200 requested
by him for the service. However, the Supervisor recommended that
the Town pay $8009 an increase of $200 from the last year. This
was acceptable to Mr. Weitzel.
Joanne Carpenter expressed her concern over garbage being
dumped on Cornell property. She stated that this was polluting
the water and making an undersirable odor in the area. She asked
if' it would be possible f'or the Town to rent a truck for garbage
removal. She felt that if the Town paid for garbage pick-up from
tax monies, people might not be so apt to dump garbage where they
should®nt. It was suggested that the Cortland County Health Dept.
be contacted in reference to the dumping.

A'letter from the Cortland County S.P.C.A. was read com-
plaining that there had been a dog complaint from a Harford
resident and that our dog warden had done nothing about it. It
was reported that the dog warden had been trying to seize the
dogmentioned but had been unable to do so. Allen made a motion
to authorize the Town Clerk to write a letter to the S.P.C.A.

office inf'orming them that the Town Board felt that our dog warden was
doing her job to the best of her ability. Sager seconded. All
were in favor.
Sager made a motion to appoint Carolyn Solomon Town Hist-
orian. Cross seconded. All were in favor.
The public hearing on the Preliminary budget was opened by
the Town Clerk reading the Preliminary budget salaries and the
notice of the hearing as it appeared in the Cortland Standard.
All persons desiring to be heard having been heard the Super-
visor'declared the hearing closed.
Sager made a motion to authorize the Supervisor to use the
Town's Federal Revenue Sharing Funds to pay toward the Highway
Superintendent's salary. Allen seconded. All were in f'avor.
Barber made a motion to authorize the Supervisor to transfer
$3,695 from the General Fund, $895 of this being St ate anti -
recession monies, and also $1000 from Federal anti recession
funds f'or a total of $4695 to Item 3 of the Highway Fund. Cross
seconded. All were in favor.
The notice advertising for bids on the 1955 Brockway dump
truck and the 1963 Chevrolet dump truck as it appeared in the
Cortland Standard was read. The following bids on the Brockway
truck were received: James A Baker and Karl H. Marvin- $227.96
Carter Construction Co.- $275.00. Barber made a motion to accept
the bid f'rom the Carter Construction Co.. Cross seconded. All were
in favor.
The following bids were received for the Chevy truck: Gene
Catlin- $151.79, Albert Warner, Jr.- $280.00. Sager made a motion

The Supervisor's Monthly Statements were presented. Barber

Legislator reported that the Town tax rate for 1978 would
be $6.46 and the Fire District would be $1.31. He did not know
the County rate yet.
Ronald VanDeWeert was present to request that the Board try
to find someone to replace him as Superintendent of the Harford
Mills Water District. He felt that he no longer had the time or
interest needed for the job. He suggested that the Board try to
find someone within the Water District to replace him.
Sager introduced a resolution to authorize the Town Board to

hold a Public Hearing regarding the repeal of the Real Property
Tax Exemption for eligible persons 65 or over and the enactment
of a new tax exemption fro these persons that would increase the
maximum amount of income which could be earned by property owners
eligible for this exemption from $5000 to $6,000. Barber seconded.
All were in favor.
Sager made a motion to authorize the Supervisor to make the
following transfers: $274.19 from 1620.2 to 1910.4, $127.18 from
1620.2 to3510.4, $978.00 from 1620.2 to 5010.1 , $68.74 from 1620.2
to 9030.8and $275 from Surplus funds to 9987 -Barber seconded. All
were in favor.

Town of Harford
The Supervisor informed members that he had received a
letter informing him that the Town would no longer be receiving
monies from the Railroad.
Jack Murray reported that he had contacted Walter Spencer
in reference to the proposed pavilion on the Town field. Mr.
Spencer suggested that Jack try to get a Cornell student to draw
upthe plans and then possibly—.y a County engineer could give
the final approval to them. Jack said he hoped to have the plans
off the ground by the first of the year.
Chuck Huff asked if it would be possible to put up a guard
rail around the sluce near his house. It was suggested that
Dick Russell look into the situation.
Dick Russell inf'ormed the Board that the County Firemen's
Convention is to be held in Harford this coming year, possibly
in June.
The Code Enforcement Officer's report was read.
The Supervisor mentioned that it might be advisable to hold
our Town Board meetings in a smaller area so that the Town Hall
wouln`t have to be heated extra. Two possible sites mentioned
were s, room in the Highway Garage or the upstairs room in the
Firehouse.

The Town Board of the Town of Harford met for a special
meeting on December 12,1977 at the Town Hall at 8p.m.. Members
present were: Allen, Barber, Cross, Sager, and VanDeWeert.
Sager made a motion to authorize the Supervisor to pay the
claim for $48.96 to the Elliott&Frantz, Inc.. Barber seconded.
All were in favor.
