Town of Harford
The Town Board of the Town of Harford met for a. regu-
lar meeting on January 7,1974 at the Town Hall. Members
present were: Sager, Allen, Barber, and Van.DeWeer_t.
The minutes of the December 3,10,18, 1974 meetings
were read. Sager_ made a motion to accept the minutes as
read. Allen seconded. A1..1 were in favor.
The bills listed on Highway abstract #1, claims 1-5
and Payroll abstract #12, and Genera]_ abstract #1, claims
1-6 were read. Barber made a motion to pay these bills.
Sager seconded. All were in favor.
The Supervisor's Monthly Statements were read. Sager
made a motion to approve. Allen seconded. All were in favor_.
Sager introduced a resolution to designate the Marathon
Independent as the official newspaper of the Town and the first
National Bank of Dryden as the offical depository of the Town.
Also resolved to appoint Joyce VanDeWeert as Registrar and
Doris Canfield as Deputy Town Clerk and Registrar. Reba Sager.
as Court Clerk. James Whipple as Dog Warden and Constable.
Further resolved to set the salaries as follows:
The Supervisor's salary of $600.00 to be paid as follows:
$300.00 on July 1 and $300.00 on or about Dec.15.
The Town Clerkl'.s salary of $900.00 to be paid $75.00
amonth and the balance on or about Dec. 15,
The Counci.lmens' salaries of $300.00 to be paid $150.00
each on or about Dec. 15.
The Town Justices' salaries of $1150.00 to be paid as
follows: Sager, $300.00 on July 1 and $350.00 on or about
Dec. 15. Allen $200,00 on July 1 and $200.00 on or about
Dec. 15.
The Superintendent of Highways salary of $7000.00 to be
paid as follows: $290.00 the first u fifteenth of each month.
The balance to be paid on Dec. 15.
Assessors salaries of $800.00 set as follows: Chairman
to be paid $400.00 and the other two to be paid $200.00 each
on or about Oct.15.
Budget Officer to be paid once a year $400.00 on or about
Dec.15.
The Election Inspectors to be paid as follows: Primary
Day $185 an hour, election day $1.85 an hour with pay for two
extra hours on election. day.
To pay the Janitress $25,00 a month for a total of
$300.00 a year.
Further resolved for the Town Highway Superintendent
to spend up to $1000.00 on small tools and implements.
Further .resolved to set the mileage rate at 12(,� a mile.
Further resolved to set the rate of Town Jury at $4.00

Further resolved to appoint Jo Ann Carpenter as Town
Historian.
Further resolved to appoint Leonard Kimmich Chairman
of the Assessors.
Further resolved to appoint John Ryan, Jr as Town
Attorney.
• Further resolved that a Petty Cash Fund be established
for each of the following: Tax Collection; $50.:.00, Town
Clerk; $20.00.
Further resolved that the Town Board meetings be held
on the first Mondays of each month.
Roll Call: Allen;aye, Barber;aye, VanDeWeert;aye, Sager; aye
The Supervisor appointed Charles Edmonds as Deputy Supervisor.
Sager made a motion to appoint Salvador Barber Town Board
representative to the Harford Improvement Committee.'Allen
seconded. All were in favor.
VanDeWeert made a motion to authorize the Town Justices
to attend the annual Association of Towns meetings and to
authorize Sager to vote for the Town. Barber second6d. All
were in favor.
Sager made a motion to increase the salary of James
Gleason from $2.65 an hour to $2.85 an hour and Richard
Russell's salary from $2.25 an hour to $2.50 an hour. Allen
seconded. All were in favor.
A letter was read from Arthur Levitt stating that

approval of the Town Board for payment of $100.00 for a
preliminary valuation study for the State Retirement System
for Town Employees would be needed. Sager made a motion
-to authorize the Supervisor to pay $100.00 for the preliminary
valuation study. Barber seconded. All were in favor.
Sager made a motion to appoint James Whipple Code Enforcement
Officer of the Land Use Ordinance. Allen seconded. All were
in favor.
Sager made a motion to change the next Town Board
meeting to Februaryll. Allen seconded. All were in favor.
• James Hartman was invited to the meeting to explain
his proposed insurance coverage of the Town.
Sager made a motion that the Town obtain all the
Town insurance coverage from the Ticknor Dyer, Agency,
pending review of the completed coverage, with immediate
coverage of the Town Hall & Town Shed, behind the Town Hall.
Allen seconded. All were in favor.
The books of the Town Justice, Supervisor, and Town
Clerk were audited and found to be correct.
Robert Bays was present to inform the Board of some
of the County legislative functions. He expressed the
hope of a County Association of Supervisor's being formed.
Dennis Wilson and Nancy Chevalier attended the meeting.

as the Water_ District Board following the regular Town Board
meeting on January 7,1974.
Sager made a motion to appoint Ronald VanDEWeert Superin-
tendent of the ►^later District, with his salary set as .follows:
$75 on July 1 and $75 on or about December 15. Allen seconded.
All were in favor.
Sager made a motion to adjourn.

The Town Board of the Town of Harford met for a special
meeting called by the Supervisor on February 1,1974 at the
Town Hall.
A letter was read from the New York State rept. of
Agriculture & Markets declaring a quarantine on dogs in
Cortland County effective until April 1,1974.
Barber made a motion to appoint the following deputy dog
wardens: Lynn Carpenter, Gary Tennant, Marian Keech, Richard
Carpenter_, David Hulsl_ander_, Charles fluff, Richard Blackman,
Leonard Ki_mmich, Raul Draghi_, Richard Russell, Eugene Lacey,
Robert Lacey. Allen seconded. All were in favor.
Sager_ made a motion to adjourn.

ZONING DISTRICTS
ESTABLISHMENT OF DISTRICTS: For the purpose of this
Ordinance, the Town of Harford is hereby divided into the
following Zoning Districts:
Agr: Agricultural
R-1: Residential District 1
R-2: Residential District 2
B-1: Neighborhood Business District
In addition to these four basic districts, the following Planned
Development Districts are hereby created: '
PDD -R: Planned Development District - Residential
PDD -I: Planned Development District - Industrial
AGRICULTURAL DISTRICT
PURPOSE: The general purpose and intent of. this Agricul-
tural District is to provide for areas within the Town of
Harford where the living environment associated with
agriculture, forestry and similar activities can be preserved
and -or where the development of such an environment is in
harmony with the District.

The Town Board of the Town of Harford met for a regular
meeting on February 11,1974 at the Town Hall. ltilembers present
were: Allen, Barber, Sager, and VanDeWeert.
The minutes of the January 7,1974 meeting were read. Sager
made a motion to accept the minutes as read. Barber seconded
All were in favor.
• The bills listed on Highway abstract#2, claims 6-17,
Payroll abstract#1 and General abstract#2 claims 7-16
were read. Sager made a motion to pay these.:; bills. Allen
seconded. Allwere in favor.
The Supervisor's l"lonthly Statements were read. Sager
made a motion to approve. Barber seconded. All were in favor.
Legislator Robert Bays informed the Board that Mr.
Mark Van Sant was expected to be appointed Public Defender
for Cortland County At a a meeting of the County Legislators
later in the week. He also said that there would be an
agricultural district meeting for Harford and Lapeer on Feb.14.
Aletter was read from the State Retirement System saying
that the total cost 'to the Town covering the Highway Super-
intendent and Town Highway employee's would be $1,871.00.
Sager made a motion that a letter be written requesting that
a representative come to the Town Board to explain more f..ully
the Retirement System. Allen seconded. All were in favor.
Sager introduced a resolution to raise the speed limits
back to 55 miles per hour -on Town roads. Allen seconded.
Roll call: Barber;aye, Sager;aye, Allen;aye, And VanDeWeert;aye.
Aletter was read from the New York State Dept. of Trans-
portation asking that local muni(nipalities consider the possi
bility of eliminating some of their street lighting. The
Board decided that only necessary lightning for safety was
in use in the Town of Harford.
Aletter form Walter Vrunfeld was read thankigg the
Board for designating the Marathon Independent as the Town;s
official newspaper.
• Aletter from Cortland -Tompkins Community College was
read inviting any of the Town Board officials to attend a
meeting at the Terrace on February 20. to form a Cortland
County I4unici.pal Officers Assoc.
Sager made a motion to authorize the Supervisor to
have the Town Attorney write up the necessary resolution
offering the Town Sanitary Land Fill up for bid with the
option of rejecting any or all bids. Allen seconded. All
(,--were in favor.
After reviewing the complete Town Insurance Coverage
Allen made a motion that the Town insure all Town vehicles
through the Hartman Agency, with Ticknor -Dyer carrying all
Town fire insurance and Town Employee's Bond Insurance.

in .regards to the Town leasing the land adjacent to the Town
Hall for a parking lot.

Board.
Sager made a motion to accept the letter from Arco con-
taining the Bill of Sale for the Harford Mills Water District.

The Town Board of the Town of Harford met for a regular
meeting on March 4,1974 at the Town Hall. Members present
were: Barber, Sager, Carpenter, Allen, and VanDeWeert.
The minutes of the February 11,1974 meeting were
read. Barber made a motion to accept the minutes as read.
Allen seconded. All were in favor.
The bills listed on Highway abstract#3, claims 18-24,
Payroll abstract#2 and General abstract#3 claims 17-24 were
read. Sager made a motion to pay these bills. Carpenter
seconded. All were in favor.
The Supervisor's Monthly Statements were read.
Carpenter made a mption to approve. Sager seconded. All
were in favor.
Legislator Robert Bays informed the Board that the
County Legislators were joining in the efforts to keep
the railroad.lines operating in this area. He further
informed the Board that an Agricultural district had
been formed by the towns of Lapeer and Harford.
The Supervisor told the Boardthat Esther Keech
had notified him that she would no longer be able to
continue her job as Janitress of the Town Hall. Allen
suggested that signs be posted advertising the job.
Barber made a motion that the Town Enviromental
Conservation Council be allowed to use the shed behind
the Town Hall to store the newspapers collected for
recycling. Sager seconded. All were in favor.
Sager made a motion to appoint Nancy Chevalier
and Sally Partridge to the Town Enviromental Conservation
Council. Allen seconded. All were in favor.
Sager made a motion to authorize the Town Clem -k
to advertise the Town's 1955 Brockway truck for bid,
with the right to reject any or all bids. Barber seconded.tLl-
A letter from James Whipple was read submitting his

resignation as Dog Warden/Constable and Zoning Code
Enforcement Officer.
Sager made a motion to accept the resignation of James
Whipple as Dog Warden/Constable e-ffective immediately. Allen
seconded. All were in favor.
Carpenter left the meeting at approximately 9:50p.m.
Sager made a motion to accept the resignation of James
Whipple as Code Enforcement Officer effective April 1,1974.
Barber seconded. All were in favor.
Charles Edmonds mentioned that a new Highway truck
would be needed before the end of the year.

regular meeting on April 1,1974 at the.Z'own Hall, Members

Sager_ made a motion to accept the minutes as read. Barber
seconded. All were in favor.
The bills listed on Highway abstract #4, claims 25-33,
Payroll abstract #3, and General abstract 4, claims25-28
were read. Sager made a motion to pay these bills. Carpenter,
seconded. All were in favor.
The Supervisor's Monthly Statements were read. Barber
made a motion to approve. Sager seconded. All were in favor.
Barber made a motion to appoint Richard Russell janitor
of the Town Hall. Sager seconded. All were in favor.
Allen made a motion to appoint John Rice Dog Warden/
Constable. Sager seconded. All were in favor.
Sager made a motion to appoint Dale Jones Code En-
forcement Officer of the Harford Land Use Ordinance. Allen
seconded. All were in -favor.
Legislator Bays informed the Board that the County
has decided not to have a county -wide property reapprisal
this year.He also discussed the railroad situation, the
possibiliaty of state aid being offered to towns where the
state owns a certain percentage of the land.
Charles Edmonds submitted the specifications for the
proposed new Town truck.
Sager made a motion to authorize the Town Clerk to
advertise for bids on a 1974 two wheel drive, heavy duty
dump truck snow plow combination, with the right to reject
any or all bids. VanDeWeert seconded. All were in favor. ' ham, td

AUTHORIZING ADVERTISEMENT FOR BIDS
FORMER TOWN REFUGE AREA
WHEREAS, the Town of Harford -owns a certain parcel of real
property consisting of approximately 12.'78 acres of land and described
in a deed from Raymond Hutchings and Dora F. Hutchings to the Town of
Harford dated July 19, 1948 and recorded on November 14, 1949 in the
Cortland County Clerk's -Office in Book 213 of Deeds at page 476, and
WHEREAS, said land was formerly used as a Town refuge area, and
WHEREAS, the Town has made other provisions for the disposal of
refuge and trash for the Town, thus rendering the land referred to
herein of no further use to the 'down, and
WHEREAS, it is the desire of this Board to dispose of said land
by sale

The Town Board of the Town of Harford met for a regular
meeting and to open bids on the dump truck snow D7 w- com-

were: Sager, Allen, Carpenter_, Barber, and VanDeWeert.
The minutes of the April 1,1974 meeting were read. Sager
made a motion to approve the minutes as read. Allen seconded.
All were in favor.
The bills listed on Highway abstract #5 claims 34-4$,
payroll abstract #4, and General abstract #5 claims 29-31,
and Harford Mills Water District abstract #1 were read. Sager_
made a motion to pay these bills. Allen seconded. All were
in favor.
The Supervisor's Monthly Statements were read. Barber_
made a motio to approve. Sager seconded. All were in favor.
The public notice as it appeared in the Marathon Independent
and Cortland Standard was read advertising for bids on a dump

$800.00 from Andras & Sharon Juhasz, $1102.00 from :Lloyd & Joyce
Cotterill, and $1303.56 from Arthur & Judy Pietro. Allen made
a motion to table the decision on acceptance of a bid until
the next Board meeting. Sager seconded. All were in favor.
Clinton Price was present to complain to the Board that he
was not in violation of the Land Use Ordinance because he had
paid $150,00 for the trailer moved on his property. He said he
was planning to use it for a graina.ry. Allen made a motion
that the Town Board .review the situation to see whether price
is in violation of the Ordinance because of a non -conforming use.
Sager seconded. All were in favor.
The three town assessors attended the meeting . Leonard
Kimmich acting as their spokesman explained that due to an
increase in property values the Town's equalization .rate had
decreased. In order to rectify this he felt that a one-third
increase of all assessed properties would be needed. He explained
that this would not necessarily mean a tax increase. VanDeWeert
made a motion that the Town Board give their_ approval to a one-
third increase of the Town assessment rmll. Sager seconded. All
were in favor.
James Whipple Whipple asked Board approval of the Community
Action Program for Cortland County, lie explained that the Office

A notice of a public hearing bn the pvoposed agricultural
district for Harford and Lapeer was read stating that a meeting
will be held on May 14 at 8p.m. in the Harford Town Hall.
Allen made a motion to have a Town truck pick up refuse too
big to be taken on regular garbage collection days on May 20 and
as many days as might be necessary to complete the clean-up.
Carpenter seconded. All were in favor.
Barber said that the Fire Dept. would like to turn the job
of house numbering over to the Town Board.
Carpenter left the meeting at 10:15.
Sager made a motion to grant permission to Garret VanDeWeert
to hook up between his present house and the water main of the
Harford Mills Water District for his proposed new house, contingent
to approval. by the Cortland County Health Dept. Allen seconded.

REPEALING REAL PROPERTY TAX EXEMPTION
FOR CERTAIN PERSONS 65 YEARS OF AGE OR
OLDER AND SUBSTITUTING THEREFOR NEW TAX
EXEMPTION PURSUANT TO SECTION 467 OF THE
REAL PROPERTY TAX LAW
RESOLVED, that Resolution dated be
and the same hereby is repealed and be it further
RESOLVED, that
1. Real property.owned by one or more persons, each of whom
is sixty-five years of age or over, or real property owned by husband
and.wife, one.of whom is. sixty-five years of age or over, shall be
exempt from taxation by the Town of to the extent of fifty
per centum of the assessed valuation thereof, all pursuant to thei
limitations, conditions restrictions and requirements contained
herein.
2. Exemption from taxation for school purposes shall not be
granted in the case of real property where a child resides if such
child attends a public school of elementary or secondary education.
3. No exemption shall be granted
(a) If the income of the owner or the combined income of the
owners of the property for the income tax year immediately preceding
the date of making application for exemption exceeds the sum of
Income tax year shall mean
the twelve month period for which the owner or owners filed a federal
personal income tax return, or if no such return is filed, the
calendar year. Where title is vested in either the husband or the
wife, their combined income may not exceed such sum. Such income;
shall include social security and retirement benefits, interest, {
dividends, net rental income, salary or earnings, and net income
from self-employment, but shall not include gifts or inheritances;
(b) Unless the title of the property shall have been vested
in the owner or all of the owners of the property for at least
sixty consecutive months prior to the date of making application for
exemption, provided, however, that in the event of the death of
either a husband or wife in whose name title of the property shall
have been vested at the time of death and then becomes vested solely
in the survivor by virtue of devise by or descent from the deceased
husband or wife, the time of ownership of the property by the de-
ceased husband or wife shall be deemed also a time -of ownership I
by the survivor and such ownership shall be deemed continuous for
the pruposes of computing such period of sixty consecutive months
provided further, that in the event of a transfer by either a i
husband or wife to the other spouse of all or part of the title {�
to the property the time of ownership of the property by the trans-
feror spouse shall be deemed also a time of ownership by the trans-
feree spouse and such -ownership shall be deemed continuous for the
purposes of computing such period of sixty consecutive months and
provided further that where property of the owner or owners has been
acquired to replace property formerly owned by such owner or owners
and taken by eminent domain or other involuntary proceeding, except
a tax sale, and further provided that where a residence is sold and
replaced with another within one year and is in the same assessment
unit, the period of ownership of the formerly property shall be
combined with the periof of ownership of the property for which
application is made for exemption and such periods of ownership
shall be deemed to be consecutive for DurDoses of this section.
(c) Unless the property is ued exclusively for residential
purposes;
(d) Unless the real property is the legal residence of and is
occupied.in whole or in part by the owner or by all of the owners
of the property.
4. Application for such exemption must be made bj the owner, `
or all of the owners of the property, on forms prescribed by the
state board of equalization and assessment to be furnished by the;
appropriate assessing authority and shall furnish the information;
and be executed in the manner required or prescribed in such forms,
and shall be filed in such assessor s office on or before the
appropriate taxable status date.
4-a. At least sixty days prior to the appropriate taxable !
status date, the assessing authority shall mail to each person
who was granted exemption pursuant to this section on the latest:
completed assessment roll an application form and a notice -that such
application must be filed on or before taxable status date and be
approved in order for the exemption to be granted. Failure to mail
any such application form and notice or the failure of such person
to receive the same shall not prevent the levy, collection and
enforcement of the payment of the taxes on property owned by such
person.
5. Any conviction of having made any wilful false statement
in -the application for such exemption, shall be punishable by a
fine of not more than one hundred dollars and shall disqualify i
the applicanLt or applicants from further exemption for a period
of five years.

Aletter from Raymond Liddington was read asking for
cooperation from the Town Board in enforcing the Land Use
Ordinance. It was suggested that a meeting be held with the
Town Planning Board to try to settle this issuse.
Sager made a motion to appoint Mary Morse and Lois Cross
Republican election inspectorsfor this year, with Sylvia Seymour
and JoAnn Carpenter as alternates. Barber seconded. All were
in favor.
• The Supervisor reported that the Town had received a flag-
pole from Brockway Motors, Cortland, N.Y. It is to be erected
in Edmonds Park.
It was suggested that the Code Enforcement Officer write
letters to land owners of abandonded houses in Harford and Harford
Mills, notifying them that they are in violation of Section 15.6
of the Land Use Ordinance.
Sager introduced a resolution to approve the application
by Viki Fox for her trailer residence as submitted by the Town

Sager made a motion to appoint Charles Huff Dog Warden/

VanDeWeert made a motion to add the following amendment to
the January 7,1974 minutes: Sager is to be paid $450.00 in Dec.
to make a total of $750.00 as written in the 1974 budget. Carpenter
seconded. All were in favor.
Sager made a motio to authorize the Highway Superintendent
to construct a 16ft. bridge to replace the third bride on Griggs
Gulf Rd. VanDeWeert seconded. All were in favor,
Charles Edmonds informed the Board that it was going to
cost $1200.00 more than orginally planned for oiling three
miles of Town road.
The placing of zoning enforcement signs was suggested. It was
decided that they should be placed at all the Town entrances.The
suggested wording: WELCOME TOWN OF HARFORll_ ZONING ENFORCED. Charles
Edmonds is to order these from the County Highway Dept.

Legislator��s discussed the Dog Warden problem in the
County and also t'he Board that appliciations for bids for
Regional Planner were being given out.
House numbering in Harford was discussed. It was suggested
that the Code Enforcement Officer be asked to take charge of
the numbering.
Allen made a motion to transfer $794.71 from Item1A.4278'7BR
to Item 1, and $7500.00 from Item 1A. 43894BR to Item 1. Barber
seconded. All were in favor.
Allen suggested that a�.i,letter be sent to each insurance
company carrying Town of Harford insurance asking for a complete
itemized list of coverage.
Charles Edmonds showed the Board a Town of Virgil sign
to see if they would want a similar sign for Harford. The signs
will read: WESCOME_ TOWN OF' HARFORD-ZONING ORDINANCE IN EFFECT.
Sager made a motion to hold the next Town Board meeting
on Sept. 9 because of the Labor Day week-end.Allen seconded.

meeting on September 9,1974 at the Town hall. All Board
members were present.
The minutes of the August 5,1974 meeting were read.
Carpenter made a motion to accept the minutes as read. Sager

The Supervisor's Monthly Statements were read. Sager

Dale Jones was present to give his Code Enforcement Officer
report. He informed the Board that he had issued three permits for
houses, one for a shed type building, and four for fireplaces. He
agreed to take over house numbering in the Town as soon as he
could meet with Danny Horton to get the neccessary information.
Insurance papers covering all Town insurance were passed
to Board members to look over.Sager offered to have copies made
up for each member so that they could be studied further.
The Supervisor informed the Board of the outstanding debts
of the Town as of the present time: one final payment on the
highway grader, one final on the Highway Garage of $9,000.00,
and bonds for the new Brockway truck of $4,028.57 for fie
years starting next year.
The Supervisor asked members for any suggestions for the wage
of the Dog Warden. The sum of $200.00 was suggested.
Sager made a motion to authorize the Town Clerk to send
junk car letters to Donald Riley and any other Town residents
violating the junk car ordinance. Barber seconded. All were in favor.
Charles Edmonds inventory of the Highway machinery, tools, and
equipment was read. He recommended the purchase of a pick-up truck
for his use while working because his own car is not covered by
® Town insurance and he cannot use Town gas.
Mr. Edmonds asked for suggestions from members on any improvements
that could be made on roads or bridges,etc. He said a new bridge
was neededon Bell Rd. This would cost $45,000.00, with the Town
paying 15% of the total.
VanDeweert introduced a resolution to authorize Charles
Edmonds to sign up with the County to construct the new bridge
on Bell Rd. Allen seconded. Roll call: Sager;aye, Barber;aye,

VanDeWeert offered the following resolutions and asked for their
adoption: "Resolved that the Town Board of the Town of Harford
of the State if New York, elects to participate as an employer
in the New York State Employees Retirement System and approves
of the inclusion of it's officers and employees in such System,
in accordance with any and all of the laws governing such parti-
cipation as set forth in the Retirement and Social Security Law
as presently or hereafter amended, togetherwith any adminis-
trative rule, regulation or directive governing same, including
fill time allowance for prvor service as permitted therein".
Futher resolved: that the Town Board of the "Town of Harford
does hereby elect to come under the provisions of Chapter 1006
of the Laws of 1966, as presently or hereafter amended, and

The Town Board of the Town of Harford met for a regular
meeting on October 7,1974 at the Town Ball. All members were
present.
The minutes of the September 9,1974 meeting were read.
Sager made a motion to accept the minutes as read. Allen
seconded. All were in favor.
The bills listed on Highway abstract#10, claims 74-75,
Payroll abstract #9, General abstract #10 claims 57-65.., and
Harford Mills Water District abstract#2, claim2 were read.
Allen made a motion to pay these bills. Sager seconded. All
were in favor.
The Supervisor's Monthly Statements were read. Barber
made a motion to approve these. Carpenter seconded. All
were in favor.
Legislator Bays informed the Board that the State had
granted $800.000 toward repairing that portion of the Leigh
Valley Railroad that runs through our area. He also said
that a qualified Couty Planner had been hired.
Town Insurance Coverage was again discussed-. Allen
suggested that copies of complete coverage be submitted to
each insurance company. Sager further suggested that coverage on
the Town Hall be increased to $25,000 with contents in the Hall
to be insured for $2,000. It was decided to ask Clyde Cotterill
to come down to appraise the Town Hall. Because of this, it was
decided to table any decision on the matter until the next Board
meeting.
Sager made a motion to appoint Charles Huff as Dog Enumerator
for 1975. Barber seconded. All were in favor.
Preliminary budget estimates were read for the year 1975
and were adopted as a Preliminary budget for the year by motion
of the following resolution offered by Sager , seconded by Barber
and all being in favor. Resolved that the Town Board does hereby
prepare and approve as Preliminary budget for the fiscal year
beginning January first 1975 as follows Further resolved that
said budget shall be filed in the office of :the Town Clerk
Further resolved that this Board shall meet at 8p.m. on the
seventh day of November 1974 for the purpose of holding a public
hearing on such budget. Further resolved that motion of hearing
shall be placed in the Marathon Independent.

The Town Board of the Town of Harford met on November
7,1974 at the Town Hall to hold a hearing on the annual
budget for 1975 and for the regular. Members present were:
Allen, Barber, Sager, and VanDeWeert.
The notice of the Preliminary budget salaries and for
the hearing as published in the marathon Independent was read.
All persons desiring to be heard, having been heard the
Supervisor declared the hearing closed.
The minutes of the October 7,1974 were read. Sager
made a motion to approve the minutes as read. Barber seconded.
All were in favor.
The bills listed on Highway abstract #11, claims 76-83,
Payroll abstract #10 and General abstract #11. claims 66-75 were
read. Barber made a motion to pay the bills listed on these
abstracts. Sager seconded. All were in favor.
The Supervisor's Monthly Statements were read. Allen
made a motion to approve. Barber seconded. All were in faovr.
Allen made a motion to grant permission to a 4-H Club
of young boys, being organized in the Harford area, to use the
Town Hall for their meetings as long as they are supervised
by an adult and leave the Hall as they find it. Barber seconded.
Allwere in favor.
Barber made a motion to accept the resignation of
Charles Huff as Dog [warden/Constable and Dog Enumerator -Sager
seconded. All were in favor.
Sager made a motion to appoint Raymond Canfield Dog Enum-
erator and Dog Warden / Constable to fill the unexpired t6rm
of Charles Huff., effective immediately. Barber seconded.
All were in favor.
Insurance coverage for the Town was discussed. Sager
suggestedthat the Town Hall be covered for $28,000 with the
contents of the Hall at $2,000. It was decided to ask Jim
Hartman to appraise the Hall.
Sager made a resolution whereas, this Town Board has
met the

hearing on the preliminary budget and heard all persons
desiringto be heard thereon; now, therefore, be it Resolved,
that this Town Board does hereby adopt such preliminary budget
as originally complied, as the annual budget of this Town for the
fiscal year beginning on the 1st day of January,1975, and
that such budgetas so adopted be entered in detail in the
minutes of the proceedings of this Town Board, and be it

special meeting on November 22,1974 at the Town Hall.
Supervisor VanDeWeert informed the Board that Ray-
mond Canfield would not be able to accept the position of
Dog Warden? Constable and Dog Enumerator.
Sager made a motion to appoint Bette Mcintyre Dog

Barber made a motion to accept the minutes as read. Allen

The Supervisor's Monthly Statements were read. Sager
made a motion to approve. Barber seconded. All were in favor.
Town Attorney John Ryan,Jr. was present to explain
the federal flood insurance program.He stated that in order
fo:rqualify for the program the Town Board must pass a resolution
stating that they would cooperate with the agencies involved.
After adoption of the resolution this flood insurance would
be available to Town residents from their individual agents.
A discussion was held about the abandonded houses in Town.
tir Ryan recommended that the Code enforcement officer get
in touch with him and he would wok with him to see if they
couldn't solve this problem.
Supervisor VanDeWeert told the Board that Dale Jones
hLid informed him that he wished to resign as Code Enforcement
Officer. However, since no formal resignation had been received,
no action was taken.
The Dog Warden position was discudssed. It was reported
that Bette McIntyre had mentioned that she would take the job
if some type of kennels could be built by the Highway Garage.
It was further decided to see if the Town couldn'tfind a more
humane way of disposing of unwanted dogs. Mark Allen is
to check with a veternarian, Lewis Sager is to see what the
S.P.C.A. would charge to dispose of them.
It was suggested that the Town Clerk send letters to
several insurance companies enclosing a complete list of
Town Covergge at present and asking for their bids on coverage.
Barber made a motion to let Charlie Edmonds use whatever
equipment from the Town Hall he needed for the Christmas
party at the Highway Garage. Sager seconded. All were in favor.
VanDeWeert made a motion to give Richard Russell, Jr. a
25c raise, to bring his salary to $2.75 an hour.Barber seconded.
All were in favor.

Jones as Code Enforcement Officer. Barber seconded. All were

be situated on the south side of the Town Highway Garage. Sager

Officer of the Land Use Ordinance to become effective immediately.

Charles Edmonds reported that the total cost of the con-
struction of the bridge on Griggs Gulf Rd. was $6,686.00.
