Town of Harford
Carpenter made a resolution to designate the Cortland
Standard as official newspaper and the First National Bank
of Dryden as official depository.
Also resolved to appoint Joyce Van De Weert as Registrar
and Garret Van De Weert as Deputy Town Clerk and Registrar.
James Whipple as Dog Warden and Constable, and Reba Sager as
Court Clerk.
Further resolved to set the salaries as follows:
The Supervisors salary of $500 to be paid as follows:
$250 on July 1 and $250 on or about Dec. 15.
The Town Clerks salary of $800 to be paid $66 amonth
and the balance of $74 on or about Dec. 15.
The Councilmens salaries of #200 to be paid $100 each
on or about Dec. 15.
The Town Justices salaries of $700 to be paid as follow:
the acting Justice to be paid $300 on or about July 1st.And
the balance of $300 on or about Dec. 15 and the other Justice
to receive $100 on or about Dec. 15.
The Superintendent of Highways salary of $6,000 to be
paid as follows: $250 the first and fifteenth of each month.
Assessors salaries of $700 set as follows: Chairman to
be paid $300 and the other two to be paid $200 each on or about
Oct. 15.
The Town Board of the Town of Harford met for a re-

Further resolved to appoint Jo Anne Carpenter as Town
Historian. Roll Call: Allen -Aye, Sager -Aye, Barber -Aye, Wilson -
Aye, Carpenter -Aye.
Dennis Wilson appointed Charles Edmonds as Deputy Super-
visor.
Sager made a resolution that the Town Board meetings be
held on the first Mondays of each month. Roll Call: Carpenter -
Aye, Allen -Aye, Barber -Aye, Sager -Aye, Wilson -Aye.
A representative from the Iroquois Telephone Co. re-
quested an Easement across the Town property bought from
Totmans on Rt. 38. Sager made a motion to authorize the
Supervisor to sign the Easement. Barber seconded. All were
in favor.
James Hartman met with the board and explained the policies
that the Town carries with his Insurance Co. CCarpenter made a
motion to reduce the coverage of the0shkash to $16,000 and to
leave the other trucks the same. Sager seconded. All were
in favor.
Sager brought up that there was to be a criminal action
against a dog owner under the Town Law. The Town must pay an
attorney to prosecute this. Barber made a motion to engage an
attorney for up to $35. Carpenter seconded. All were in favor.
Barber made a motion to reimburse Garret Van DE Weert for
attending Assessors school and to authorize Lewis Sager to
attend the Association of Towns meetings on Feb. 7,8,9, and
to vote for the town. Carpenter seconded. All were in favor.

Aletter was read from the State concerning State Aid for
the Michigan Hill Bridge'and the Seamans Creek Bridge.
The Town Board meeting will be held the second Monday in
February.
Sager made a motion that the Town pay for the mailing of
the H.I.C. paper. Barber seconded. All were in favor.
The books of the Town Justice, Supervisor, and Town Clerk
were audited and found to be correct.
The Supervisors General and Highways reports were also
read. A summary report was read. Carpenter made a motion to
approve these. Allen seconded. All were in favor.

The Town Board of the Town of Harfordmet for
a regular meeting on February 14,1972 at the Town
Hall.
The minutes of the January 3,1972 meeting were
read. They were approved at that meeting.
The bills listed on Highway Abstract#2 claims
6-16 and Highway Payroll Abstract#1 and General Ab-
stract #2 claims 9-30 were read. Carpenter made a
motion to pay the bills listed on these abstracts.
Sager seconded. All were in favor.
The monthly statements of the Supervisor were
read. Sager made a motion to approve these. Barber
seconded. All were in favor.
The January Report of the Dog Warden was read.
Aletter was read from the Regional Director
of Transportation saying that a prudent speed for
Harford would be 35mph and for Harford Mills 40mph.
This was in agreement with the New York State Police.
An Agreement with the County for the expendi-
ture of Highway moneys was signed by all the Board
members. The sum of $5775.00 shall be set aside to
be expended for primary work and general repairs
upon 23.54 miles of Town highways.
Sager made a motion to transfer $40 from 1990.4
to 1110.4. Allen seconded. All were in favor.
Sager made a motion to transfer $5,000 from
A-9560 to R-9560. Carpenter seconded. All were in
favor.
The minutes were read. Sager made a motion to
approve these minutes. Barber seconded. All were in
favor.

The Town Bard of the Town of Harford met for a regu-
lar meeting at the Town Hall on March 6,1972.
The minutes of the February 14,1972 meeting were read.
They were approved at that meeting.
The bills listed on Highway Abstract #3, claims 17-20
and Abstract #2 Highway Payroll and General Abstract #3,
claims 31-36 were read. Barber made a motion to pay the bills
listed on these abstracts. Allen seconded. All were in favor.
The Supervisors Monthly Statements were read. Carpen-

Don Lawson read the budget for the Recreation Program.
Carpenter made a resolution to accept the application for the

ter, and Mary Morse to the Board of Review. With Roy 4arlson
to serve for 5 years, Lynn Carpenter for 4 years, and Mary
Morse for 3 years. Allen seconded. All were in favor.
Charles Edmonds hired Richard Russell Jr. to watch
over the Towns Sanitary Land Fill. Hes to be paid $2.00 an
hour.
The minutes were read. Carpenter made a motion to

favor.

The Town Board of the Town of Harford met for a
special meetingcalled by the Supervisor on March 27
1972, to dicuss the Proposed Zoning Ordinance of the
Town of Harford. Members present were Dennis Wilson,
Andrew Carpenter, Kenneth Allen, Lewis Sager, and
Salvador Barber,
Some changes were suggested in the Proposed Ordin-
ance® It was agreed that a member of the Town Planning
Board should be invited to a following meeting to ex-
plain more fully some of the regulations, definitions,
etc.

regular meeting at the Town Hall on April 3,1972.
Deputy Supervisor Charles Edmonds led the meeting
as Dennis Wilson was not able to attend.
The minutes of the March 6,1972 meeting were
read. They were approved at that meeting.

and March read. Barber made a motion that Jim Whipple
be paid mileage for his traveling in performing his

The Town Board of the Town of Harford met for a
special meeting called by the Supervisor on April 24,
1972, to dicuss further the Proposed Zoning Ordinance
for the Town of Harford. Members present were; Dennis
Wilson, Andrew Carpenter, Kenneth Allen, Lewis Sager, and
Salvador Barber.
At the request of the Board Mr. Raymond Liddington
attended the meeting to answer some of the questions
pertaining to the Ordinance.

regular meeting on May 1, 1972 at the Town Hall.
The minutes of the April 3,1972 meeting were read.
They were approved at that meeting.

Carpenter made a motion to accept an offer from
Danny Horton to paint the outside of the Town Hall, and
to authorize the Town to buy the necessary paint. Baber
seconded. All were in favor.
Allen made a motion to appoint Lois Cross and Joyce
Van De Weert as Republican election inspectors and Evelyn
kimmich and Mary Morse as alternate,?,for the coming year.
Carpenter made a motion that a letter should be
written to Jacob Yuhas to ask him to clean up his property.
Allen seconded. All were in favor.
Barber made a resolution that the Highway Supertinten-
dent be authorized to purchase a 1956 Brockway 260truck for
the sum of $995.00. Roll call: Barber;aye, Carpenter;aye,
Allen;aye, Wilson;aye.
Carpenter made a motion to accept the minutes as read.
Allen seconded. All were in favor.

The Town Board of the Town of Harford met for
a regular meeting on June 1,1972 at the Town Hall.
The minutes of the May 1,1972 meeting were
read. They were approved at,that meeting.
The bills listed on Highway Abstract #5,claims
31-38 and Payroll Abstract #4 and General Abstract#5
• claims 40-47 were read. Sager made a motion to pay
the bills listed on these abstracts. Barber seconded.
All were in favor.
The -Supervisors Monthly Statements were read.
Sager made a motion to approve. Carpenter seconded.
All were in favor.
Carpenter made a motion to appoint Nancy Hulslander
and Sandra Liddington as Democratic elecion inspectors
and Helen Jewett and Sharon Goldman as alternates) in
the next elections -Sager seconded. All were in favor.
A letter was read from Larry Gross of the Dept.
of Enviromental Conservation, saying that he and a
member of the Cortland County Health Dept. had inspected
the Town Refuse Disposal Area. They recommended that the
violations that they found be corrected.
Sager made a resolution that the Highway Super-
intendent be authorized to purchase snow plow equip-
ment for the sum of $995.00. Roll call; Sager:aye,
Barber:aye, Allen:aye, Carpenter:aye, Wilson:aye.

The Town Board of the Town of Harford met for a regular
meeting at the Town Hall on July 3,1972.
The minutes of the June 1,1972 meeting were read.
The bills listed on Highway Abstract #7, claims 39-49 and
Payroll Abstract #6 and General Abstract #7 claims 48-61 were
read. Sager made a motion to pay the bills listed on these
Abstracts. Carpenter seconded. All were in favor®
The Supervisors Monthly Statements were read® Sager made a
motion to approve.Barber seconded. All were in favor.
A lease was signed by the members with Jack Warfle for the
use of his building and land (the former Grange Hall), to be
used by the Town for the Summer Recreation Program®
The Board discussed plans for the building of a Town
Highway Garage® The Supervisor presented plans from Ray Tuttle
of The Chenago Company, it was agreed to invite Mr. Tuttle to
come and futher discuss this with the Board members.
The Supervisor informed% the Board that the Town had been
invited to a Preview of the Empire Days at Cornell Farms to
be held July 23,1972.

The Town Board of the Town of Harford met for a
special meeting called by the Supervisor on August 1,1972.
at the Town Hall.
Eugene Jones and Geno Patriarca from the Cortland
County Planning Board presented a Harford Town Sketch.
• This contained a great deal of information they felt
would be of interest to the towns -people and helpful to
anyone who might be planning to move into the town. They
suggested that the Town have copies of this Sketch made up
and offer it for sale the people at a minimum cost.
Helen Jewett, Raymond Liddington, and James Hart-
man of the Town Planning Board attended the meeting.
Carpenter made a motion to adjourn.

The Town Board of the Town of Harford met for a
regular meeting at the Town Hall on August 14,1972.
The minutes of the July 3, 1972 -weFe meeting were
read. Carpenter made a motion to accept the minutes as read.
Allen seconded.
The bills listed on Highway Abstract #8, claims 50-66
and Payroll Abstract #7 and General Abstract #8, claims 62-68
were read. Sager made a motion to pay the bills listed on
these Abstracts. Carpenter seconded. All were in favor.
The Board discussed whether the Town should try to
retain its present Sanitary Land Fill or make other
arrangements to take care of the Towns refuse material.
The Supervisor suggested that Mr. Sager write a
letter to Mrs. Rose Allen requesting that she have the junk c
cars moved from her property.
Sager made a motion to appoint Mark Allen to aid 2 S
year term on the Town Planning Board.He will fill the ex-
piring term of Russell Negus.Carpenter seconded. All were
in favor.
Sager made a motion to adjourn.
The Supervisors Monthly St_.tements were read. Sager

The Town Board of the Town of Harford met for a
special meeting on September 22,1972 at the Town Hall,
The purpose of this meeting was to open the bids for
the proposed Town Highway Garage.
Board members present were; Dennis Wilson, Lewis
Sager,Jr., Andrew Carpenter,and Salvador Barber.Town
Highway Supertindent Charles Edmonds also attended.
Two bids were received and opened. One from
Roy Tuttle Jr., who proposed to erect a steel building
for the sum of $54,990.00. The other from Ronald Pet-
racca who proposed to construct a concrete block building
for the sum of $53,590.00.
Howard Birdsall, Ronald Petracca, and Roy Tuttle Jr.
were present for the opening,of the bids.

gular meeting on October 5,1972 at the Town Hall.
The minutes of the September 11,1972 meeting were
read. Sager made a motion to approve the minutes as
read. Barber seconded. All were in favor.
The bills listed on Highway Abstract #10 claims
• 75-78and Payroll Abstract #9, and General Abstract #10
claims 74-77 were read. Carpenter made a motion to the
bills listed on these Abstracts. Barber seconded. All
were in favor.
The Supervisors Monthly'Statements were read. Sager
made a motion to approve. Barber seconded. All were in
favor.
A letter was read from the President of the Finger
Lakes Library Association requesting more money for the
Bookmobile.
Sager made a motion to appoint James Whipple as Dog
Enumerator for the coming year. Barber seconded. All were
in favor.
Sager made a motion to authorize the Town to buy
six storm windows for the Town Hall. Carpenter seconded.
All were in favor.
Allen made a motion to authorize Lewis Sager to
attend Justice school in Syracuse for four days . Barber
seconded. All were in favor.
Sager made a motion to authorize Garret VanDeWeert to
attend Assessors school for one week in Cortland.Carpenter
seconded. All were in favor.
Preliminary budget estimates were read for the year
1973 and were adopted for the year by motion of the follow-
ing resolution offered by Sager, seconded by Carpenter,
and all being in favor. Resolved that the Town Board does
hereby prepare and approve as preliminary budget for the
fiscal year beginning January first 1973 as follows.
Further resolved that said budget shall be filed in the
office of the Town Clerk. Further resolved that this
Board shall meet at 8p.m. on the ninth day of November1972
for the purpose of holding a Public Hearing on -'such budget.
Further resolved that motion -of hearing shall be placed
in the Cortland Standard.

,The Town Board of the Town of Harford met on Oct-
ober 12,1972, fora special meeting. The purpose of
this meeting was to open the bids on the Town Highway
Garage. The following three bids were received: Ron-
ald Petracca- 48,475.00, Roy Tuttle- $48,199.00 and
Donald Keith -42,329.43.
Allen made a motion to accept the bid of Donald
Keith, subject to inspection of a similar building by
the Town Board and Highway Superintendent. Carpenter
seconded. All were in favor.
Barber made a motion to adjourn.

The Town Boar..d _ of ; the -.Town~ of �_. Harford met for a
special meeting on October 16,1972 at the Town Hall.
The purpose of this meeting was to discuss the bid and
plans from Donald Keith for the Town Highway Garage.
Sager made a motion to accept the bid with the
following changes: Ila bead height- steel for an
additional two feet, $437.000 labor and materials for
Keith, $278.50, extra bottom girt, $130.00, for an
additional total cost of $845.50. The Town of Harford
will put in the gravel fill and remove the top soil
for minus $334.00. The Town will exchange the 20 year
guarantee on the outside gait for a 5 year guarantee
for minus $138.00. Also chain lifts will be put on 3
doors for an additional $150.00.The final bid figure
will'-belV42,852.93. Carpenter seconded. All were in
favor.
Sager made a motion to authorize the Supervisor
to employ Mr. Burbank to drill a well for the Town
Highway Garage. Barber seconded. All were in favor.
Sager made a motion to authorize Dennis Wilson
to sign a contract for the building of the Town Highway
Garage. Carpenter seconded. All were in favor.
Barber made a motion to adjourn.

capacity as the water district board following the
Town Board meeting on October 12,1972.
Carpenter made a motion that the rate of the
Water District be set at 50(,� for the first 90000 gals..
and 40(,4 thereafter, with a $4.50 minimum. That there*
should be quarterly billing and that a list of regulations
approved by the Board be sent with the first billing.

The Town Board of the Town of Harford met for a
regular meeting and to hold a hearing on the annual
budget for the year 1973, on November 9,1972.
The notice of the preliminary budget salaries
and for the hearing as published in the Cortland Standard
was read.
All persons desiring to be heard having been heard
the Supervisor declared the hearing closed..

The minutes of the ®ctowber. 5,1972 were reads Car-
penter made a motion to approve the minutes as read.
Sager seconded. All were in favor.
The bills listed on Highway Abstract #11, claims
79-94 and Payroll Abstract #10, and General Abstract #11
claims 78-95 were read. Sager made a motion to pay the
bills listed on these abstracts. Barber seconded. All
were in favor.
The Supervisors Monthly Statements were read. Sager
made a motion to approve. Carpenter seconded. All werein
favor.
Carpenter trade a motion to have Lewis Sager write
a letter to David Chevalier requesting that he move the
junk cars from his property. Allen seconded. All were
in favor.
Sager made a resolution whereas, this Town Board
has met at the time and place specified in the notice
of public hearing on the preliminary budget and heard
all persons desiring to be heard thereon; now, therefore,
be it Resolved, that this Town Board does hereby adopt
such preliminary budget as originally complied, as the
annual budget of this Town o:the fiscal year beginning
on the 1st day of January,1973, and that such budget
as so adopted be entered in detail in the minutes of
the proceedings of this Town Board, and be it Further
Resolved, that the Town Clerk of this Town shall prepare
and certify, in duplicate, copies of said annual budget
as adopted by this Town Board, together with the estimates
if any, adopted pursuant to Section 202-a subd. 2, of
the Town Law and deliver one copy thereof to the Super-
visor of this Town to be presented by him to the Board
of Supervisors of this County. Allen seconded. Roll

Town of Harford
The Town Board of the Town of Harford met for a re-
gular meeting on December 4,1972, at the Town Hall.
The minutes of the November 9,1972 meeting were
read. Carpenter made a motion to approve the minutes
as read. Sager seconded. All were in favor.
The bills listed on Highway Abstract #12, claims
94-103 and Payroll Abstract #11, and General Abstract
#12, claims 96-1018, and Harford Mills Water District
Abstract #19 claims 1-4 were read. Barber made a motion
to pay the bills listed on these abstracts. Sager
seconded. All were in favor.
The Supervisors Monthly Statements were read.
Sager made a motion to approve. Allen seconded. All
were in favor.
A letter was read from the New York Department
of Enviromental Conservation complaining that our
Sanitary Land Fill was in violation of the State
Sanitary Code. Mr. Wilson explained that he had
written a letter in reply to this, saying that the Town
was doing all that was possible to remedy this situ-
ation.
A'letter was read from Victor Bahou peiq-ta,ining

to the new Reapportionment flan in the county. He
requested an opinion from the Town Board on how the
legislator from each district should be elected.
Sager made a motion to transfer $79.06 from
DS9030-8 to DE5150.8. Barber seconded. All were in
favor.
Carpenter made a motion to authorize Lewis Sager
to attend the New York State Instant Identification
System Meeting on December 5,1972 at the Holiday Inn
in Ithaca.Also that the Town should pay for his

dinner at the meeting... Barber seconded. All were in
favor.

to establish from the Capital Reserve Fund a Capital
Project Authorization for the purpose of paying amounts
due in 1973 on the contract for the construction of the
Town Highway Garage. Carpenter seconded. All were in favor.

TOWN HIGHWAY BUILDING
WHEREAS, this Board has heretofore established a Capital
Reserve Fund for the construction of a new Town Highway
Garage building for the Town of Harford, and
WHEREAS, there presently exists in said Capital Reserve
Fund the sum of $10,500.OQ , and
WHEREAS, AT the present time a payment pursant to the
contract for the construction of said building is due to
the contractor in the sum of $8,570.00 and all of said $10,500.00
will become due in the year 1973,
NOW, THEREFORE BE IT RESOLVED that there be established
from said Capital Reserve Fund a Capital Project Authorization
in the amount of $10,500.00 for the purpose of paying amounts
coming due in 1973 on the contract for the construction of a
new Town Highway Garage for the Town of Harford, and be it
further
RESOLVED that the Supervisor of the Town of Harford be
ff and he hereby is authorized to pay said amounts due pursant to
the authorization established under this Resolution upon the
submission and audit of properly executed vouchers.
