HomeMy WebLinkAbout2013-03-28D a n b y P l a n n i n g B o a r d M i n u t e s o f R e g u l a r M e e t i n g M a r c h 2 8 , 2 0 1 3 Present: Joel Gagnon Anne Klingensmith Frank Kruppa Ted Melchen Steve Selin Naomi Strichartz Robert Roe Others Present: Acting Secretary Anne Klingensmith Code Officer Sue Beeners Town Board Leslie Connors Public Ted Crane, Jill Marie (interested in secretary position), Margaret Corbit, Wesley Blauvelt (present at the beginning of the meeting) The Regular Meeting of the Planning Board was opened at 7:04 pm Action Items Consider Granting a Special Permit for a home occupation with external visible evidence and for a second dwell- ing on one lot, being the proposed construction of an art studio with living quarters at 143 Howland Road, Town of Danby Tax Parcel 28.-1-17.2, 76.84 acres total, Margaret Corbit and Wesley Blauvelt, owners/applicants. The two applicants, Margaret Corbit and Wesley Blauvelt, were present and answered questions and provided information about their application. RESOLUTION NO. 7 OF 2013 - SET PUBLIC HEARING Resolved, that the Town of Danby Planning Board schedules a public hearing to be held on April 25th, 7 pm, to consider granting a Special Permit for a home occupation with external visible evidence and for a second dwell- ing on one lot, being the proposed construction of an art studio with living quarters at 143 Howland Road, Town of Danby Tax Parcel 28.-1-17.2. Moved by Strichartz, Second by Gagnon. In Favor: Gagnon, Klingensmith, Kruppa, Melchen, Selin, Strichartz, Roe. Town Board Report Leslie Connors (Town Board) brought up the idea of a joint meeting of Town Board/ Planning Board for general discussion of mutual issues including discussion of Aquifer Protection Law. Leslie suggested that the Town Board could come to the May Planning Board meeting, May 23rd 2013. Leslie also mentioned that she knows someone who saw signs of pigs in Michigan Hollow around Diane’s Crossing( pig tracks). GIS Mapping Services Sue Beeners brought up the request for funds for GIS mapping services for several different pro- ject including upgrades to the town’s GIS mapping system. Sue asked the Planning Board to approve an expenditure from the Comp Plan account of up to $1000. One of the things that this upgrade will enable is that the mapping files from Todd Miller will be able to be combined with aerial photos. This will be a good resource for Planning Board. Josh from Dryden is assisting with updates to software Planning Board_Minutes_20130328 • Tuesday, April 2, 2013 Page 1 of 3 ($54 per hour)). Dan K from Dryden will be doing any SEQRA reviews needed while Sue is out, also at $54 per hour, although fees collected from applicants will cover some of these expenditures. RESOLUTION NO. 8 OF 2013 - AUTHORIZING FUNDS FOR GIS MAPPING Resolved, that the Town of Danby Planning Board authorizes that up to $1000 from Comprehensive Plan funds could be used for GIS mapping upgrades to Town software; contracted by Code Enforcement office. Moved by Klingensmith, Second by Gagnon. In Favor: Gagnon, Klingensmith, Kruppa, Melchen, Selin, Strichartz, Roe. RESOLUTION NO. 9 OF 2013 - AUTHORIZING REIMBURSEMENT FOR TRAINING Resolved, that the Town of Danby Planning Board authorizes reimbursement for Planning Board attendance at the Climate Smart/Climate Ready conference being held April 19-20 in Ithaca at $20 per person, funds to come out of the Comprehensive Plan Budget line. Moved by Gagnon, Second by Strichartz. In Favor: Gagnon, Klingensmith, Kruppa, Melchen, Selin, Strichartz, Roe. RESOLUTION NO. 10 OF 2013 - REQUEST TOWN BOARD TO AUTHORIZE TRAINING CREDIT Resolved, that the Town of Danby Planning Board requests that the Town Board authorize granting an educa- tion credit for participation in the Climate Smart/Climate Ready conference. Barbara Lifton has organized this conference and it is aimed at personnel from local municipalities. Moved by Gagnon, Second by Melchen. In Favor: Gagnon, Klingensmith, Kruppa, Melchen, Selin, Strichartz, Roe. Planning Board Secretary There was a discussion regarding advertising for PB secretary. Roe stated that he did not see our advertisement in local papers. RESOLUTION NO. 11 OF 2013 - ADVERTISING FOR PLANNING BOARD SECRETARY Resolved, that the Town of Danby Planning Board requests that advertisements be submitted to the classified sections of the Ithaca Journal and Broader View Weekly. Wording for the advertisement shall be” “The Planning Board of the Town of Danby requests applications to fill the position of Secretary to the Plan- ning Board. Duties include: attendance at Planning Board Meetings and Public Hearings, and the taking of, and timely preparation of meeting minutes which include Planning board discussions, motions, and resolutions. Pref- erence given to Danby residents. Remuneration: Pay for this position is $20 per hour and includes time spent preparing minutes.” Moved by Strichartz, Second by Gagnon. In Favor: Gagnon, Klingensmith, Kruppa, Melchen, Selin, Strichartz, Roe. Approve Minutes There was discussion of a personal problem that came up between two participants in the January meeting and was reported in the February minutes. Naomi thinks that the personal stuff should be taken out of the February 28th minutes. The board held a general discussion about this issue. A mo- tion was made and withdrawn to approve the minutes and action was delayed until the next meeting. Discussion Items - Aquifer Protection Ordinance Update on Aquifer Protection Ordinance - Klingensmith talked about the current areas of discus- sion about the aquifer law; should there be different zones or should the law apply to the town as a whole; are prohibited uses appropriate? Sue Beeners reported that Tom Shelley has agreed to look at draft and provide comments. He is a Haz-Mat specialist. Klingensmith will send electronic copies of the law to PB members. Sue Beeners will make hard copies for Roe and Strichartz. Comprehensive Plan Review Recommendations Planning Board_Minutes_20130328 • Tuesday, April 2, 2013 Page 2 of 3 The Planning Board looked first at the two sections which Gagnon reviewed and rewrote: Popula- tion and Housing, and Transportation. Suggestions were made that Joel will incorporate. The Popula- tion and Housing section was almost a total rewrite - not so with the Transportation section. The Agriculture in Danby section was reviewed. This Comp Plan section was worked on by Stri- chartz and Roe. The new material has not yet been integrated with the original document.
