SAFETY COMMITTEE MEETING NOTES
Present: Janice Bretscher, Dana Magnuson, Katie Quinn-Jacobs, Tony Bretscher, Marty Kopcho
Location: Ellis Hollow Community Center
1. Debrief of 01/22/19 meeting with Dominion (Dana and Katie)
a. Dana Magnuson, Stu Berg, Katie Quinn-Jacobs and Jason Liefer met with
Dominion reps (Don Houser, Richard Gangle, William Armstrong and Sean Miller)
to discuss equipment upgrades at Borger.
b. The presentation given by Dominion is attached to these minutes. Key points:
i. Two new compressors with oxidation catalysts will replace Units 2 & 3.
Old compressors will be decommissioned once new units are tested and
operational.
ii. The horsepower of the proposed units (6130hp/unit) is comparable to
the existing units (5800hp/unit).
iii. Dominion has not expanded its customer base.
iv. Other equipment upgrades to support compressor upgrades are also
proposed.
v. Noise reduction is proposed: silencers for the new compressors and the
existing blowdown pipe; underground piping to Units 5 & 6
vi. Dominion estimates project can be completed by 4th quarter of 2021
vii. NOTE: An oxidation catalyst retrofit of Unit 4 is not in the Dominion
proposal. The S&P committee would like this to be included before
permits are issued.
c. Katie obtained the raw data on emissions from Dominion and analyzed the
reductions in CO and NOx (see attached worksheet). Annual reductions based
on maximum compressor runtimes would be: CO (-88.7%) and NOx (-90.8%).
d. Katie will notify Martha Robertson about the Dominion proposal; Dana will reach
out to Frank Kruppa, TC DOH director.
2. Cayuga Power Plant (CPP) update (Katie)
a. Cayuga Operating Company, LLC that owns CPP has applied to the NYSDEC to
convert its coal burning electrical generation to natural gas
b. Citizen efforts to inform and engage the Lansing community and town board
about the proposed project and lobby the DEC to deny the CPP Title V air permit
are underway
c. As the “truck pipeline” of CNG to fuel CPP may pass through Dryden, we would
like more details on the incidents of accidents reported elsewhere:
i. Number of accidents/miles travelled
ii. How many accidents are driver error?
iii. Confirm DOT regulator

d. Tompkins County legislature passed a resolution opposing the CPP conversion to
natural gas and urged Governor Cuomo to assist CPP to convert to solar power
production with energy storage
3. Community preparedness update (Christina and Janice)
a. NYS Emergency Preparedness Workshop in Cortland 12/11/18: Janice and
Christina attended, found background information useful
b. Community Emergency Response Team (CERT) in Broome County: Janice and
Christina met with Michelle Feyerabend for a tour of the facilities
i. CERT is a certification program to train citizen volunteers to assist the
community during emergencies and bolster community preparedness.
CERT volunteers respond to myriad adverse events:
1. assist with search and rescue operations,
2. support first responders,
3. contribute to community events by assisting with traffic control
and first aid stations
ii. Discussion by the S&P committee re: setting up a CERT program in
Dryden resulted in consensus that we could use such a program in ToD
and would like to propose the idea to the town board
iii. The Broome County program began in the Town of Union and then was
picked up by the county after 2-3 years
iv. S&P members agreed to begin online CERT coursework
v. Christina will draft a proposal for the town board: program overview,
budget, insurance requirements, space requirements
