HomeMy WebLinkAbout2013-11-07D a n b y T o w n B o a r d M i n u t e s o f B u d g e t H e a r i n g a n d S p e c i a l M e e t i n g N o v e m b e r 7 , 2 0 1 3 Present: Supervisor: Ric Dietrich Councilpersons: Leslie Connors, Kathy Halton, Dan Klein, Dylan Race Others Present: Town Clerk Pamela Goddard Bookkeeper Laura Shawley Public Garry Huddle, Rebecca M Brenner, Ted Crane The Danby Town Board budget hearing was opened at 6:34pm Budget Hearing Please take Notice, that the Town of Danby Town Board has completed the Preliminary Budget for the fiscal year beginning January 1, 2014, a copy of which is available for review at the office of the Town Clerk, 1830 Danby Road, during regular office hours Monday, Tuesday, Wednesday, Friday 10am to 5pm and Saturday 10am to Noon. Pursuant to Section 107 of Town Law, the proposed maximum salaries for the following town officers are specified as follows: Supervisor - $20,920, Council persons (4) - $10,090 ($2,522 each), Town Clerk - $29,711, Town Justices (2) -$27,574 ($13,787 each), Highway Superintendent - $55,133. Further Notice is Given that the Town Board of the Town of Danby will hold following Public Hearing on November 7, 2013 at the Danby Town Hall, 1830 Danby Road, Ithaca, NY: 6:30 p.m. - Public Hearing to to hear any objections of and consider approval of the proposed 2014 Budget. All persons will be heard either in writing or in person. The Town Board will consider voting on the budget during its meeting held subsequent to the public hearing. Justice Huddle stated that he was there to answer any questions about the Court Budget. There were none. Bookkeeper Shawley informed the Board that there were no further changes to the Preliminary Budget after the last budget meeting. No other questions or concerns were raised. The Danby Town Board budget meeting was closed at 6:40pm The Danby Town Board meeting was opened at 6:40pm Adopt Budget There being no further discussion of the budget, the Board agreed to act. RESOLUTION NO. 96 OF 2013 - ADOPT TOWN BUDGET Resolved, that the Town Board of Town of Danby adopts the Preliminary 2014 Budget as presented. Moved by Race, Second by Connors. The motion passed. In Favor: Connors, Halton, Klein, Race, Dietrich Town Board_Minutes_20131107 • Monday, November 11, 2013 Page 1 of 2 Board of Zoning Appeals Vacancy The Board had an extensive discussion regarding whether to vote on the appointment at this time. Dietrich raised the question of whether the incoming Town Board members should be able to weigh in on this appointment. The Board discussed candidates for filling this vacancy and whether they should be considered in relation to other, upcoming appointments to be made in January 2014. Di- etrich asked whether the candidates should be considered for other up-coming vacancies. Connors made the point that David Hall and Russell Klinger were interviewed to fill a vacancy on the Board of Zoning Appeals and are waiting to hear a decision. The procedure has been followed and should be acted upon. There would be the option to move someone to a different board at a future time. Goddard reminded the Board that the BZA has a hearing scheduled for November 19. From the floor, Crane noted that, with a four-member Board, a two to two split decision results in an automatic denial of the request. Goddard noted that it would be useful for whomever is appointed to have time to prepare for the Nov. 19 hearing. There was further discussion on the various strengths and experience of the two applicants. RESOLUTION NO. 97 OF 2013 - APPOINT TO VACANCY - BOARD OF ZONING APPEALS Resolved, that the Town Board of Town of Danby appoints David Hall to fill the remainder of a vacant seat on the Board of Zoning Appeals, to run through December 31, 2015. Moved by Connors, Second by Halton. The motion passed. In Favor: Connors, Halton, Klein, Race, Dietrich Other Discussions There was a general, preliminary discussion regarding other appointments to be made, including an appointment to fill the vacancy created by Dan Klein’s election to the County Legislature. The Board discussed what considerations should be included when selecting a candidate for Town Board replacement. This appointment would be made by the incoming Board in January. Clerk Goddard will contact the Association of Towns to learn what the procedure is and/or what options are available to the town for filling an elected officer vacancy. Board of Zoning Appeals Chair There was further discussion regarding the appointment of a Chair to the Board of Zoning Ap- peals. Current members of the BZA recommended different people to fill the position of chair for the remainder of this year. RESOLUTION NO. 98 OF 2013 - APPOINT CHAIR - BOARD OF ZONING APPEALS Resolved, that the Town Board of Town of Danby appoints Joe Schwartz as Chair of the Board of Zoning Appeals. Moved by Connors, Second by Klein. The motion passed.
