Assessments are up in all areas. There was a discussion of how assessments for the town general and highway budgets are different from the assessment for the fire district. The question was asked, “Why is the Fire District assessment different and higher?” Shawley will research this question and report back to the board. Shawley explained the Tax Levy Analysis. Most of the budget increase is due to mandatory in- creases in employee retirement. Even with these increases, the preliminary budget is under the tax levy limit by $27,000. Shawley continued with an explanation of the Budget Rate Analysis. The preliminary budget uses the Unexpended Fund Balance to keep the tax rate level. The 2014 budget uses the same amounts from the Unexpended Fund Balance as the 2013 budget. It is anticipated that the amounts allocated from the Fund Balance for 2013 not be used and will roll over into the 2014 budget. There was an extensive discussion about the use and purpose of the Fund Balance. Shawley ex- plained the rational for building the fund balance for two purposes: as a reserve for emergency needs related to catastrophic events and to keep future budgets as a stable level. The bookkeeper and board reviewed the budget for items which have changed in the proposed 2014 budget. Salaries increased 2.3%, as per union contract. There was agreement in the board to keep the budget so that the tax levy decreases. The board and bookkeeper had a preliminary discussion of places to add or subtract from the pro- posed 2014 budget. Possible additions for cemetery restoration and maintenance. There was a discussion of the use of reserve accounts for specified purposes, particularly in re- gard to town hall improvements.
