Town of Dryden Conservation Board Tuesday, 10 December 2013 7:00 – 9:00 p.m. Dryden Town Hall 93 East Main Street, Dryden, NY 13053 1. Call to order (7:00 p.m.) – C. Smith Present: Richmond, Beck, Smith, Ryan, Sherman, Munkenbeck Absent: Prentiss, Bissen, Schutt Liaison: Weinstein (Planning Board) Ex officio: Nicholson (Planning Department), Belcher (Planning Department) 2. Completion of Record of Attendance by Members and Observers Attendance was passed around amongst the board members. 3. Review and approval of minutes from 12 November 2013 Meeting Smith removed Joseph Osmeloski’s name and added Gian Dodici, on line 78. Weinstein suggested removing the sentence: “This applies to commercial development as well”, on lines 47 and 48. Richmond requested changing “accusation” to “acquisition”, on line 101. Beck suggested adding “a document prepared from molding an existing documents” to the end on line 83. 4. Citizens’ privilege (5 minutes, or less per person, please) Gian Dodici introduced himself to the Board members. He’s lived in Dryden for about 7 years. The Board members introduced themselves to Dodici. 5. Additions to agenda? No additions 6. Reports and Updates (briefly, 3-5 minutes please) a. Town Board – Linda Lavine No report. b. Town Planning Board – David Weinstein Weinstein reported that the Town Board is doing a review of the objectives that are in the Comprehensive Plan, to see if they have addressed tools for accomplishing the objectives. There are 75 objectives. The Planning Board has a draft of what their categorizations of the objectives are. Once they approve the categorization, Weinstein would like to send out the 75 objectives, with the Planning Board’s designation, so the Conservation Board can have a discussion about whether they agree with the Planning Board’s judgment. This evaluation is preliminary to the Town Board deciding if there is a sufficient reason to update the Comprehensive Plan. Weinstein commented that the second part of this is to see what parts of sustainability have never made it into the Comprehensive Plan and would need to be added. Nicholson explained that the next step would be to put the two pieces together to have this big picture of what’s missing, what’s been done and how it all works together. From there, they will develop a proposal, which is the recommendation of how they would move forward. c. Tompkins County EMC – Steve Bissen No report. d. Town Board Agriculture Advisory Committee – Craig Schutt Nicholson explained that she is currently working on a Farmland Protection Plan Grant that will be submitted by the first of the year. The Ag Committe meets tomorrow at 7 p.m. e. Other Town Boards and Commissions – Jane Nicholson No report. 7. Old business a. Future meeting of multiple town boards and commissions – J. Nicholson Nicholson commented that the meeting of multiple town boards and commissions will probably take place in February. b. Status of membership recommendations to Town Board – C. Smith Smith comments that it is expected that the Town Board will act on the Conversation Board’s recommendation of board members, on January 2nd, 2014. 8. New business a. EMC Representation – Steve Bissen No report. Smith makes a motion that the Conservation Board recommends to the Town Board, that Steve Bissen continues as the Towns representative of the County Environmental Management Council. Munkenbeck seconds the motion. All in favor. b. Defining Open Space – Group Discussion (See next 2 pages.) Smith informed the Board that Prentiss recommended deleting the word “intensively” in the first sentence. Sherman recommended deleting “undeveloped costal and estuarine lands”. Munkenbeck recommended including upper air space into the definition. Beck suggested adding skies into the definition, making the sew sentence: It also includes skies and water bodies such as lakes and bays. Smith suggested adding “e.g. incident light”, after the word “skies”. Nicholson recommended adding trails to the definition and editing the sentence: “A vacant lot or a small marsh can be open space in a big city” to “A vacant lot or a small marsh can be open space in a village, hamlet or town wide.” Richmond suggested including a stream corridor to the sentence. Nicholson recommended adding a sentence about above and below ground resources such as, aquifers. Munkenbeck suggested saying aquifer recharge areas, instead of below ground. Smith recommended replacing “marsh” with “wetland”. The Board will further discuss the definition again in January. c. Plans for January 2014 Meeting – C. Smith Smith explained that the Town Board report and the Open Space definition will be on the agenda for the January meeting. He also explained that there will be a nomination for the chair of the Conservation Board, which will then be recommended to the Town Board. He informed the Board that he will not be running for chair this year. 9. Adjourn Richmond makes a motion to adjourn a meeting. Ryan seconds the motion. All in favor.
